THE EXECUTIVE BOARD MET IN AUGUST TO DISCUSS PLANS FOR THE SCHOOL YEAR, DURING THE PLANNING MEETING, THE EXECUTIVE BOARD BRAINSTORMED SEVERAL TOPICS THAT WE WOULD LIKE TO COVER THIS YEAR, OUR TENTATIVE EXECUTIVE BOARD HOLDS VASTLY DIFFERENT EXPENSES WITHIN THE SCHOOL DISTRICT WHICH IS SO IMPORTANT FOR DAC BECAUSE WE NEED TO GET ALL THOSE VERY DIFFERENT PERSPECTIVES. WE HAVE KIDS AT ALL LEVELS AND EDUCATION SYSTEMS FROM ELEMENTARY, ACTUALLY FROM PRESCHOOL ALL THE WAY THROUGH COLLEGE, WE ARE PASSIONATE ABOUT DIFFERENT ISSUES FROM DIVERSITY TO SPECIAL ED AND MENTAL HEALTH, AND WE HAVE ART TEACHERS, COACHES, AND EVEN A FEW ALUMS FROM THE DISTRICT INCLUDING YOURS TRULY. THIS YEAR WE HAVE SEVERAL PRIORITIES THAT WE ARE PLANNING ON TACKLING, SOME OF THOSE INCLUDE GETTING A BIGGER PICTURE ON STUDENT MENTAL HEALTH, CONSISTENCY AMONG CAMPUSES WHILE STILL ALLOWING FOR SOME SCHOOL AUTONOMY, CELL PHONE USAGE ON CAMPUS WHICH I KNOW IS EVERYONE'S FAVORITE TOPIC, CREATING PARTNERSHIPS WITH NONPROFIT ORGANIZATIONS, LEARNING MORE ABOUT CONEJO HIGH SCHOOL MISSION AND NEEDS, ARTIFICIAL INTELLIGENCE AND ITS USE IN THE CLASSROOM, CROSSING GUARDS AND ANTIRACISM INITIATIVES. WE ALSO DISCUSSED SOME CHANGES TO DAC , ONE CHANGE IS THAT WE ARE A GREEN ACT BODY AND THAT REQUIRED A BIT OF OVERHAUL FROM OUR BYLAWS WHICH WE HAVE A COMMITTEE TAKEN CARE OF. WE ALSO DECIDED OUR MEETINGS THIS YEAR WILL HAVE FEWER PRESENTATIONS SO WE CAN FOCUS ON MEMBER INTERACTION AND IN THE TWO MEETINGS WE HAVE HAD SO FAR, WE HAVE HAD SOME AMAZING DISCUSSIONS AMONGST OUR REPS. THE FIRST MEETING WAS ON SEPTEMBER 10TH, THANK YOU TO ALL OF YOU WHO ATTENDED. SINCE WE HAD MANY NEW SCHOOL SITE REPS, WE SPENT SOME TIME GETTING TO KNOW ONE ANOTHER BEFORE WE REVIEWED THE NEW HANDBOOK AND EXPLAINED THE CHANGES. THEN WE JUMPED INTO THE DEEP END AND BROKE INTO SMALL GROUPS TO DISCUSS THE CELL PHONE POLICIES. AT EACH TABLE WE ASKED SITE REPS TO SHARE WHAT THEIR POLICY IS AND HOW IT IS ENFORCED AND I'M VERY CURIOUS TO SEE HOW MANY KNEW WHAT THEIR POLICY WAS. WHAT THEIR PERSONAL CELL PHONE RULES ARE FOR THEIR KIDS AND WHAT THEY WOULD RECOMMEND FOR A [00:15:02] DISTRICT CELL PHONE POLICY. I DON'T THINK YOU WILL BE SURPRISED TO HEAR THAT THEY WERE VERY PASSIONATE ABOUT THE CELL PHONE POLICIES AND IT WAS ESPECIALLY FASCINATING TO SEE THE DIFFERENCE BETWEEN THE GRADE SPANS, WE ARE ALSO VERY LUCKY TO HAVE MR. LIGHT AT OUR MEETING WHO PROVIDED A MUCH-NEEDED STUDENT PERSPECTIVE WHICH I WAS VERY HAPPY TO GET AND HE ALSO GAVE A MORE IN-DEPTH RUNDOWN OF HOW THE FIVE-STAR APP WORKS BECAUSE THERE WAS A LOT OF MISINFORMATION ABOUT THAT AND HOW IT IS VERY EQUAL FOR ALL KIDS, YOU DON'T HAVE TO HAVE A CELL PHONE TO BE ABLE TO USE IT. OUR SECOND MEETING WAS ON OCTOBER 8TH, IT WAS OUR FIRST SUPER DAC MEETING OF THE YEAR, IT PROVIDES THE OPPORTUNITY FOR THE DISTRICTS DIFFERENT PARENT ADVISORY COUNCILS TO COME TOGETHER AND SHARE IDEAS AND PERSPECTIVES. WE EVEN HAD SEVERAL MEMBERS OF THE STUDENT DAC IN ATTENDANCE , AND I GET VERY EXCITED WHEN STUDENTS COME TO THINGS AND WE WERE VERY LUCKY TO HAVE A PRESENTATION FROM DR. WILLIAMS FROM THE NONPROFIT ORGANIZATION RISE, AS MOST OF YOU KNOW, THE RISE WITH L.A. RAMS PROGRAM WAS AT THE CAMPUS AT THE BEGINNING OF THE MONTH AND DR. WILLIAMS GAVE US A TASTE OF WHAT THE STUDENTS EXPERIENCED. HE MET US THROUGH AN IDENTITY EXERCISE THAT FORCED US TO THINK DEEPER ABOUT THE LABELS WE USE TO DESCRIBE OURSELVES AND OTHERS, WE HAD ANOTHER ACTIVITY THAT REQUIRED US TO IMAGINE TRADING PLACES WITH OTHER PEOPLE WITH LIMITING DESCRIPTIONS. IT WAS VERY WELL RECEIVED BY OUR REPS. IN THIS PROGRAM, STUDENTS FROM SCHOOLS LIKE BANYAN ELEMENTARY PARTICIPATE IN NATURE DAYS WHERE THEY WALKED TO A NEARBY PARK FOR A NATURALIST LEAD PROGRAM, HELPING BRING STUDENTS CLOSER TO NATURE AND THEIR LOCAL PARKS. THE PARTNERSHIP BETWEEN CRPD AND CVUSD ALSO EXTENDS TO MIDDLE AND HIGH SCHOOLS, SINCE 2002, THE YOUTH OUTREACH AGREEMENT HAS SUPPORTED MENTORING RELATIONSHIPS, GROUP DISCUSSIONS AND WORKSHOPS, THIS PROGRAM JOINTLY FUNDED BY CVUSD AND CRPD PLACES YOUTH OUTREACH WORKERS ON SCHOOL CAMPUSES TO CONNECT STUDENTS WITH PROFESSIONAL SUPPORT SERVICES AND COMMUNITY RESOURCES LIKE THE THOUSAND OAKS TEEN CENTER. THE TEEN CENTER SERVES AS A DYNAMIC HUB FOR YOUTH ENGAGEMENT, HOSTING EVENTS LIKE TEEN TECH DAY IN MIDDLE SCHOOL SPORTS LEAGUES, FOR SOCCER, BASKETBALL, VOLLEYBALL AND EVEN A GOLF TOURNAMENT. CRPD PARTNERS WITH SCHOOLS TO HOST DANCES, CONCERTS AND OTHER SPECIAL EVENTS, PROVIDING SAFE AND ENJOYABLE ENVIRONMENT FOR STUDENTS. IN CONCLUSION, THE COLLABORATION BETWEEN CVUSD AND CRPD HAS MADE A LASTING IMPACT ON STUDENTS, FAMILIES AND THE BROADER COMMUNITY. THIS PRESENTATION IS GOING TO FOCUS JUST ON THE LAST THREE YEARS, I'M NOT GOING TO GO THROUGH OUR WHOLE HISTORY LIKE I GENERALLY DO BECAUSE PERHAPS YOU HAVE ALREADY HEARD IT SIX TIMES. SO, IF YOU WANT TO JUST GO TO THE NEXT SLIDE , SO REALLY WHAT OUR FOCUS IS GOING TO BE ON TONIGHT IS JUST REVIEWING SOME OF OUR GRANT FUNDING THAT FUNDS ARE WELLNESS CENTERS, EXPANDING THOSE SERVICES, WHAT OCCURRED LAST YEAR WITH OUR ELEMENTARY SITES, SOME OF OUR INCREASED PARTNERSHIPS WITH OUR UNIVERSITIES AND THE IMPORTANCE, I WANT TO HIGHLIGHT THE IMPORTANCE OF THOSE PARTNERSHIPS AND BRINGING ADDITIONAL SERVICES IN-HOUSE, WHAT THAT IS LOOKING LIKE FOR US AND MOST IMPORTANTLY, SUSTAINABILITY, WE HAVE BEEN [00:35:05] TALKING SINCE WE GOT THE GRANT ABOUT HOW WE ARE GOING TO SUSTAIN THIS BECAUSE FIVE YEARS GOES QUICKLY AND WE HAVE DONE A LOT WITH THE MONEY WE HAVE BEEN GIVEN, SO I WANT TO TALK A LITTLE BIT ABOUT WHAT IS GOING ON AT THIS LEVEL. IT IS A LITTLE BIT MONUMENTAL BUT I THINK WE WILL ALL GET THROUGH IT. OKAY, THIS IS OUR CURRENT GRANT FUNDING THAT JUST FUNDS ARE WELLNESS SERVICES, SO THE CALIFORNIA YOUTH BEHAVIORAL HEALTH INITIATIVE, WHICH IS LOVINGLY REFERRED TO AS CYBHI, CURRENTLY IT IS FUNDING FOR THIS SCHOOL YEAR AND NEXT, AND THE BIG FEDERAL GRANT THAT FUNDS 12 MENTAL HEALTH CLINICIANS, A SENIOR MENTAL HEALTH CLINICIAN, WE WERE ABLE TO ADD FOUR MENTAL HEALTH ASSOCIATES THIS YEAR BECAUSE WE HAD SOME ROLLOVER FUNDING FROM OUR FIRST YEAR SO WE WILL BE ABLE TO ADD THOSE POSITIONS, IT FUNDS ME AND MY ADMINISTRATIVE ASSISTANT, IT FUNDS MOST OF THE DEPARTMENT, A GOOD PERCENTAGE OF OUR WELLNESS SERVICES. AND THEN WE HAVE OUR PREVENTION AND EARLY INTERVENTION GRANT, THIS IS AN ONGOING GRANT THAT WE RECEIVED, IT IS A PARTNERSHIP THROUGH VCOE AND VCOH , WHICH FUNDS A MENTAL HEALTH CLINICIAN AND ASSOCIATE, AND WE HAVE A MIDDLE SCHOOL WELLNESS GRANT THAT FUNDS ONE OF OUR SENIOR MENTAL HEALTH CLINICIANS. SO, ON THE NEXT SLIDE YOU WILL SEE THIS IS OUR STAFFING, CLEARLY THOSE FOUR GRANTS DON'T FUND EVERYTHING THAT IS REFLECTED HERE. WE ALSO RECEIVED FEDERAL AND STATE FUNDING FOR OUR STUDENTS WITH DISABILITIES SO THAT WE CAN PROVIDE OUR SERVICES AND OUR DIS COUNSELING AND WRAPAROUND SERVICES FOR FAMILIES, IN 2022, THE FUNDING CAME TO US DIRECTLY AS AN LEA AND HAS BEEN REALLY BENEFICIAL TO OUR DISTRICT TO RECEIVE THAT MONEY DIRECTLY. >> JUST REALLY QUICK, YOU MAY NOT HAVE AN ANSWER BUT SAY IF WE WERE TO THINK BACK FOUR YEARS AGO, HOW MANY POSITIONS WOULD YOU SAY IS SUPPORTING THE MENTAL WELLNESS OF OUR STUDENTS AND HOW MUCH HAS IT CHANGED OVER THAT PERIOD OF TIME? >> WELL, WHEN I STARTED EIGHT YEARS AGO, WE HAD FOUR MENTAL HEALTH ASSOCIATES ON OUR TEAM, SO EACH YEAR, ACTUALLY, CLAUDIA AND I WERE JUST TALKING ABOUT THIS, EACH YEAR WE HAVE BEEN ABLE TO ADD SOMETHING AND ONE I DO WANT TO REALLY MAKE MENTION OF, I WAS GOING TO WAIT UNTIL THE END, BUT I DIDN'T HAVE THE IDEA TO FUND THIS POSITION. SOMEONE IN THIS DISTRICT HAD THE FORESIGHT TO REALLY PLACE MENTAL HEALTH AS A PRIORITY IN THIS DISTRICT EIGHT YEARS AGO AND BECAUSE OF THAT, WE ARE REALLY WELL-POSITIONED FOR A LOT OF CHANGE THAT IS COMING DOWN THROUGH OUR STATE, SO LOOK AT THESE POSITIONS, WE STARTED WITH FOUR EIGHT YEARS AGO, AND JUST BEING ABLE TO GAIN THE TRUST OF OUR LEADERSHIP HERE AND OF OUR COMMUNITY TO BE ABLE TO DO THIS IS REALLY UNPRECEDENTED. CURRENTLY, WE PROVIDE SERVICES TO OUR STUDENTS AND SPECIAL -- OVER 600 STUDENTS THAT HAVE THESE SERVICES AS A PART OF THEIR IEPS, AND OVER THE PAST MONTH OR SO , AND I THINK IT IS BECAUSE OF THE CHANGING OF LEGISLATION AND POTENTIAL FUNDING, I HAVE RECEIVED CALLS FROM FOUR SURROUNDING DISTRICTS ASKING, HOW DID YOU DO THIS? SO I REALLY FEEL LIKE WE ARE IN A GOOD POSITION FOR THINGS THAT ARE COMING OUR WAY. WE HAVE ALSO PARTNERED WITH OUR ELEMENTARY DEPARTMENT IN BEING ABLE TO PROVIDE MORE SERVICES TO OUR TITLE ONE SITES SO THOSE ARE ALSO REFLECTED IN THESE POSITIONS HERE. MOVING ONTO THE NEXT SLIDE, YOU ARE ALL AWARE OF THE SERVICES WE PROVIDE AT THE HIGH SCHOOLS, SO OUR NEXT SLIDE JUST SHOWS THE VARIABILITY IN SERVICES OVER TIME AND REALLY I THINK ONE OF THE THINGS THIS REFLECTS IS JUST, WE RESPOND TO THE NEEDS, THE CHANGING NEEDS OF OUR STUDENTS, SO YOU WILL SEE THAT THERE ARE SOME YEARS WHERE WE HAVE MORE REQUESTS, OR SOME YEARS WHERE WE HAVE MORE PARTICIPATION IN WORKSHOPS OR [00:40:05] GROUP COUNSELING THAN OTHERS, FOR EXAMPLE AT ONE OF OUR SITES, ONE YEAR, ATHLETES WERE PARTICIPATING IN A LOT OF OUR GROUPS. LAST YEAR AT ONE OF OUR SITES WAS DUNGEONS AND DRAGONS SOCIAL SKILLS GOING ON, SO IT REALLY DEPENDS ON WHAT THE NEEDS OF THE STUDENTS ARE AT ANY GIVEN TIME. WALK IN SERVICES CONTINUE TO BE THE MOST UTILIZED SERVICE THAT WE PROVIDE AND ONE WE HAVE BEEN TRYING TO FOCUS ON THE LAST COUPLE OF YEARS IS REALLY HAVING OUR PRESENCE KNOWN ACROSS THE CAMPUS, SO REALLY BEING VISIBLE AT LUNCH, HAVING THE QUESTION OF THE DAY, PULLING KIDS INTO THE WELLNESS CENTER, JUST SO THAT NOT EVERY STUDENT IS GOING TO NECESSARILY NEED THE SERVICES BUT IF THEY DO, THEY HAVE -- THEY ARE ALREADY FAMILIAR WITH THE SERVICE STRUCTURE, THE STAFF IN THE ROOM, SO THAT IT IS MORE LIKELY THEY WILL RECEIVE THE HELP THAT THEY NEED IN A TIMELY MANNER. ON OUR NEXT SLIDE IS OUR MIDDLE SCHOOLS AND SIMILAR, YOU WILL SEE WE HAVE BEEN REALLY TRYING TO BOLSTER OUR PRESENCE DURING LUNCH TIME, SO ON THE NEXT SLIDE, YOU WILL SEE THAT OUR GROUP THERAPY NUMBERS HAVE REALLY DECREASED IN THIS AT THIS LEVEL, WE HAVE CONSISTENTLY INCREASED OUR INDIVIDUAL THERAPY BUT WE ARE HAVING MORE OF OUR LUNCH BUNCH VISITS, SO I THINK THAT I CONSIDER THIS SIMILAR TO OUR DROP-IN SERVICES AT THE HIGH SCHOOLS. WE CAN'T DEVELOP MENTALLY, GIVING OUR MIDDLE SCHOOLS TO HAVE THAT DECISION-MAKING BUT WE ALWAYS HAVE ACTIVITIES AND THEY ARE AIMED AT SOME SORT OF PSYCHOEDUCATION. AND ON OUR NEXT SLIDE, OUR EXCITING ELEMENTARY ROLLOUT. AND I DON'T KNOW WHAT I WAS THINKING, LAST YEAR I WAS THINKING IT IS JUST ELEMENTARY BUT WHAT I SHOULD HAVE BEEN THINKING WAS, IT IS 17 MORE SCHOOLS, SO IT TOOK A LITTLE MORE COORDINATION, THANK YOU DR. SELLERS FOR ALL YOUR HELP AND SUPPORT THROUGH THIS PROCESS, BUT WE WERE ABLE TO, FROM JANUARY TO JUNE, SERVE 178 STUDENTS INDIVIDUALLY AND ONE THAT EMERGED AS A NEED FROM OUR SITES IS JUST THIS REQUEST FOR IN THE MOMENT SUPPORT FOR STUDENTS, IT MIGHT BE A STUDENT WHO IS HAVING EMOTION REGULATION, OR STRUGGLING WITH SOME TRANSITION OR SOMETHING HAPPENED IN THE MORNING AT HOME WHERE THEY ARE HAVING DIFFICULTY, SO WE HAD 89 REQUESTS FOR SERVICES LAST YEAR AND WHAT WAS GREAT ABOUT THIS WAS THAT IT WAS A WAY TO START PARTNERING WITH OUR TEACHERS AND OUR SCHOOL ADMINISTRATORS AND BECOME MORE INTEGRATED INTO THE SCHOOL CULTURE MORE QUICKLY. SO, WE HAVE REALLY GROWN OUR UNIVERSITY PARTNERSHIPS , THESE ARE ALL THE UNIVERSITIES THAT WE PARTNER WITH NOW. SO, INTERNS HAVE TO BE VERY CLOSELY SUPERVISED, SO WHAT WE PROVIDE IS ON-SITE SUPERVISION, SO THERE IS A LICENSED PERSON IN THE ROOM WHERE THEY ARE PROVIDING SERVICES. SO, IT IS A REALLY GOOD SUPPORTIVE ENVIRONMENT, BUT ALSO SAFE FOR OUR STUDENTS BECAUSE WE KNOW WE HAVE EYES ON WHAT IS HAPPENING. WITH OUR INTERNS. >> COULD YOU EXPLAIN HOW THE DEGREES WORK BECAUSE THE INTERNS ARE IN THE MASTERS PROGRAM BUT ONCE THEY GRADUATE. >> THE INTERNS ARE IN A GRADUATE PROGRAM, THEY ARE IN A MASTERS PROGRAM, ONCE THEY GRADUATE WITH THEIR MASTERS DEGREES, THEY BECOME ASSOCIATES AND THEY FILE WITH THE BOARD OF BEHAVIORAL SCIENCES AS AN ASSOCIATE, THEN THEY COLLECT THEIR 3200 OR 3000 HOURS DEPENDING ON THE DEGREE. THEN THEY CAN SIT FOR THEIR BOARDS AND TAKE A TEST AND GET A LICENSE. THEN THEY HAVE TO HAVE THAT LICENSE FOR TWO YEARS BEFORE THEY CAN SUPERVISE PEOPLE. IT JUST GOES ON AND ON. BUT, IT IS A WAY FOR US TO KEEP PEOPLE MOTIVATED AND GROWING AND LEARNING AND ALSO SERVE THE NEEDS OF OUR STUDENTS. SO, I WANTED TO HIGHLIGHT SOMETHING . WHEN THE FUNDING STRUCTURE CHANGED AND WE BEGAN GETTING OUR MONEY DIRECTLY FROM THE STATE AND THE FEDERAL GOVERNMENT FOR OUR STUDENTS WITH DISABILITIES, WE HAD A WRAPAROUND PROGRAM THAT WAS PROVIDED THROUGH A SPEAR NET, AND ONCE THAT SHIFT OCCURRED, IT REALLY FORCED US TO LOOK AT, HOW IS THIS SERVICE PROVIDED, WHAT ARE THE PARTICIPATION RATES AND WHAT WE LEARNED IS NONE OF OUR FAMILIES ARE REALLY FULLY PARTICIPATING IN THIS SERVICE SO WE DECIDED TO TAKE IT IN HOUSE, WE TRANSITIONED OUR FAMILIES INTO IN-HOUSE SERVICES OVER THE LAST TWO YEARS. WE CURRENTLY PROVIDE THIS SERVICE TO 49 OF OUR FAMILIES AND THAT CAN BE USED PARTNER SERVICES WHICH WE PROVIDE TO 18 OF OUR STUDENTS AND THAT IS VERY INTENSIVE, IT CAN BE EVERY DAY THINGS WITH THE STUDENTS AND WE HAVE CLINICIANS THAT ARE CONNECTING WITH OUR STUDENTS ON A DAILY BASIS. WHICH IS A HIGHER LEVEL OF SERVICE PROVISION THEN THEY WERE SEEN BEFORE. AND THEN WE HAVE 37 PARENT PARTNERS. THIS HAS BEEN THE MOST EXCITING PIECE OF THIS, TAKING THIS IN-HOUSE TO ME BECAUSE IT IS REALLY DIFFICULT FOR A KID TO BE RECEIVING SERVICES YEAR IN AND YEAR OUT AND TO GO BACK INTO A SYSTEM THAT MAY NOT BE CHANGING ALONG WITH THEM. IF THAT MAKES SENSE. SOMETIMES WE NEED TO LOOK AT THE FAMILY SYSTEM AS A WHOLE TO REALLY CREATE CHANGE. SO WE HAVE REALLY SEEN SOME AMAZING GROWTH WITH SOME OF OUR FAMILIES AND THESE ARE SOME OF OUR REALLY COMPLEX FAMILY SYSTEMS THAT WE ARE TALKING ABOUT AND JUST BUILDING THAT TRUST BETWEEN OUR DEPARTMENT AND SOME OF OUR PARENTS HAS BEEN REALLY EXCITING TO WATCH. SO, MOVING TOWARD SUSTAINABILITY, THIS IS THE BEST PART OF THIS WHOLE PRESENTATION. IN 2022, APPARENTLY THAT WAS A BIG YEAR FOR MENTAL HEALTH AT THE STATE LEVEL. THERE WAS A $4 BILLION STATE INITIATIVE AIMED AT IMPROVING HEALTHCARE SERVICE DELIVERY FOR CHILDREN AND THEIR FAMILIES . THE GOAL WAS TO REALLY REMOVE BARRIERS AND INTEGRATE SERVICES INTO LOCATIONS WHERE STUDENTS ARE AT, WHAT WE HAVE LEARNED THROUGH COVID AND OUR STIMULUS FUNDING AND THE NEW GRANT FUNDING FROM A BEHAVIORAL HEALTH OR MENTAL HEALTH PERSPECTIVE, IS THAT IT IS A REALLY EFFECTIVE MODEL BECAUSE WE HAVE ACCESS TO STUDENTS AND THEY HAVE ACCESS TO US FOR 30 HOURS PER WEEK. SO, THIS INITIATIVE WAS SIGNED BY THE GOVERNOR IN THE SENATE BUDGET ACT OF 2022. IT IS MONUMENTAL, IT TAKES ON A LOT, SO THE NEXT SLIDE SHOWS THE DIFFERENCE BETWEEN WHAT WE CURRENTLY HAVE IN TERMS OF REIMBURSEMENT FOR MENTAL HEALTH SERVICES AND WHAT [00:50:02] THIS COULD DO FOR US. SO, CURRENTLY WE HAVE ACCESS TO BILLING MEDI-CAL FOR OUR STUDENTS THAT HAVE SERVICES AS PART OF THEIR IEP'S. THAT MEANS THAT OUR STUDENTS THAT ARE NOT ELIGIBLE, THAT HAVE DISABILITIES AND MAY HAVE MENTAL HEALTH SERVICES AS PART OF THE IEP ARE NOT REIMBURSABLE. OUTSIDE OF THE FUNDING THAT WE RECEIVED FROM THE STATE, SO WE DO RECEIVE SOME FUNDING FOR THAT FOR THE STATE. THE MEDI-CAL CURRENT BILLING SYSTEM IS DIFFICULT, THERE ARE REIMBURSEMENT DELAYS OF UP TO THREE YEARS, IT IS HARD FOR US TO KNOW WHICH DEPARTMENTS ARE GETTING REIMBURSED BECAUSE IT IS NOT TIMELY. WE CAN'T PLAN FISCALLY FOR POSITIONS BECAUSE THE REIMBURSEMENT RATES ARE SO UNPREDICTABLE, SO DISTRICTS AND LEAVING MONEY ON THE TABLE, WHO IS GOING TO MANAGE THAT? IT IS TOO DIFFICULT FOR US TO MANAGE. SO, THIS NEW INITIATIVE COVERS ALL STUDENTS. WHETHER YOU ARE IN GENERAL EDUCATION OR SPECIAL EDUCATION, WHETHER YOU ARE ELIGIBLE FOR MEDI-CAL OR YOU HAVE PRIVATE INSURANCE. IT IS REIMBURSEMENT THROUGH A SINGLE ENTITY AND RIGHT NOW WE ARE IN A PROCESS WITH OUR COUNTY TO BUILD AN INFRASTRUCTURE SO THAT WE CAN BEGIN TO BUILD FOR THIS SERVICE AND IT WILL BE A STRUCTURE THAT IS COMPATIBLE WITH OUR STUDENT INFORMATION SYSTEM. THIS IS HUGE, AND REALLY GOING TO REQUIRE SOME CHANGE IN THINKING FOR ALL OF US. I HAVE HAD A YEAR TO GET USED TO IT, SO NOW I CAN SAY THEY WILL PAY PRIVATE INSURANCE AND NOT HAVE A STROKE. SO, THE NEXT SLIDE TALKS ABOUT THE FOUR MAIN AREAS, WORKFORCE TRAINING AND CAPACITY, WE ARE COMPLETELY READY FOR THAT BECAUSE WE ALREADY HOST INTERNS, WE ALREADY HAVE PARTNERSHIPS WITH OUR UNIVERSITIES, WE ARE WELL POSITIONED. BEHAVIORAL HEALTH ECHO SYSTEM INFRASTRUCTURE, WE ALREADY HAVE THE SERVICE PROVIDERS, WE JUST NEED THE BILLING PIECE OF IT TO BE ADDED. COVERAGE PATHWAYS, AND I WILL TALK A LITTLE BIT ABOUT WHAT THOSE LOOK LIKE AND HOW THEY ARE GOING TO WORK, BUT DON'T ASK ME TO MANY QUESTIONS, DR. POWELL, I CAN SEE YOU THINKING. AND PUBLIC AWARENESS CAMPAIGNS, AND I KEEP ASKING THIS QUESTION, WHEN ARE WE GOING TO START THE PUBLIC AWARENESS CAMPAIGNS BECAUSE THAT IS GOING TO BE REALLY IMPORTANT FOR US IN TERMS OF SHIFTING THE THINKING OF OUR FAMILIES, TO TRUSTING US, TO BUILD THEIR INSURANCE FOR REIMBURSEMENT. THE BILLING OF THE INSURANCE IS COMPLETELY SEPARATE FROM THEIR HEALTHCARE. IT DOESN'T COUNT TOWARDS THEIR DEDUCTIBLE, THEY DON'T GET A BILL FOR SERVICES, IT IS A COMPLETELY SEPARATE SYSTEM. SO, ON THE NEXT SLIDE, THIS IS WHAT WILL HAPPEN. I MEAN WHAT IS SUPPOSED TO HAPPEN. ONE OF THE BIG HEAVY LIFTS AT THE BEGINNING OF THIS WAS THE STATE NEEDED TO DEVELOP A FEE SCHEDULE , OR A RATE SCHEDULE, WHAT WAS GOING TO BE REIMBURSED AND AT WHAT RATE, WHAT POSITIONS COULD BILL AND WHAT WAS GOING TO BE REIMBURSED. SO, THAT TOOK A LONG TIME, SO THAT IS LINKED HERE FOR YOU TO LOOK AT LATER. SO THAT HAS BEEN ESTABLISHED, WE ARE WORKING WITH DCOE AND THEY HAVE BEEN VETTING DIFFERENT VENDORS THAT CAN HELP US PUT THIS INTO PLACE AND THERE ARE VERY SMART PEOPLE OUT THERE THAT HAVE BEEN DOING THIS WORK, THAT OUR COUNTY IS TALKING TO. THE WELFARE AND INSTITUTION CODE REQUIRES THESE HEALTHCARE PLANS TO REIMBURSE THE SERVICES THAT ARE LISTED IN THE FEE SCHEDULE AT THIS RATE. SO, THERE'S A LOT THAT WE ARE ALREADY DOING, THIS ISN'T US BRINGING IN NEW SERVICES, THIS IS SERVICES THAT WE ARE ALREADY PROVIDING AS DISTRICTS THAT WE WILL NOW BE ABLE TO GET REIMBURSED FOR AND THAT WILL OFFSET SOME OF OUR COSTS FOR SOME OF OUR SERVICE PROVIDERS LIKE OUR NURSES AND MENTAL HEALTH STAFF AND EVEN SOME OF OUR COUNSELING SERVICES THROUGH OUR SCHOOL COUNSELORS. MCLAUGHLIN'S IDEA TO HIRE ME AND IT WAS THE BEST DECISION THIS DISTRICT EVER MADE. NO, BUT I THINK JUST THE FORWARD THINKING AND THE ABILITY FOR US AS A TEAM TO LOOK AT THE WHOLE CHILD, TO REALLY RECOGNIZE THAT WHEN WE HAVE A CHILD IN DISTRESS, THERE'S NO LEARNING THAT IS GOING ON. OUR CURRENT SYSTEM RELIES ON HOW ACUTE IT GETS BEFORE IT INTERVENES, WHETHER OR NOT YOU CAN PAY FOR THE SERVICE OR WHETHER OR NOT YOU HAVE THE WHEREWITHAL TO NAVIGATE THE COUNTY SYSTEM. SO I THINK FOR US TO BE ON THE CUTTING EDGE OF THIS IS SUPER EXCITING AND I'M REALLY LOOKING FORWARD TO CONTINUING TO TAKE MONEY AND PROVIDE SERVICES TO STUDENTS. THIS IS A CHART SHOWING WHERE INTEREST RATES HAVE BEEN OVER THE PAST 12 MONTHS. THE INTEREST RATES WERE MUCH HIGHER THAN WHERE THEY ARE NOW. JUST LOOKING AT THIS, WE CAN DEDUCE THAT IT IS A GOOD TIME TO BE LOOKING AT REFINANCING SOME OF OUR OLD DEBT, YOU MIGHT ALSO BE ASKING, WHAT MIGHT INFLUENCE SOME OF THESE INTEREST RATES? THE PRESIDENTIAL ELECTION WILL INFLUENCE THESE RATES, THE FEDERAL RESERVE BOARD WILL BE [01:20:01] MEETING AGAIN AFTER THE ELECTION DATE, THAT WILL INFLUENCE THE INTEREST RATE AND THE MACROECONOMIC CONDITIONS GOING ON THROUGHOUT THE COUNTRY THAT YOU SEE ALL THE TIME, THOSE WILL INFLUENCE INTEREST RATES. IN ADDITION, ALL THE GEOPOLITICAL EVENTS THROUGHOUT THE WORLD, THOSE ALSO HAVE AN INFLUENCE. SO WHAT WE WILL DO IS TO CONTINUE TO MONITOR THE INTEREST RATES AS WE GET CLOSER TO SELLING THESE REFINANCING BONDS TO MAKE SURE THE SAVINGS ARE STILL MEANINGFUL TO PASS ON TO THE COMMUNITY MEMBERS. SOME OF THE STATISTICS RELATED TO REFINANCING, THIS IS JUST A HIGHLIGHT, OUR INTENT IS TO REFINANCE ABOUT $20 MILLION OF THE OLD MEASURE BONDS WHICH CARRY AN AVERAGE INTEREST RATE OF 4.4% AND REPLACE THEM WITH NEW REFINANCING BONDS WHICH WE ESTIMATE THE RATE TO BE 2.8%, SO WE ARE REPLACING OLD BONDS AT A HIGHER INTEREST RATE WITH NEW BONDS WITH LOWER INTEREST RATES. THE DATE IN WHICH WE ARE TARGETING TO PREPAY THESE BONDS IS FEBRUARY OF NEXT YEAR, THAT IS BY THE LEGAL COVENANTS THAT WERE ESTABLISHED AT THE TIME THAT THE FIRST BONDS WERE SOLD UNDER THE MEASURE. IN TERMS OF THE ESTIMATED SAVINGS, BECAUSE WE DON'T EXACTLY KNOW WHAT OUR SAVINGS WILL BE UNTIL WE LOCK THE RATE AND AT THE TIME OF THE BOND SALE, OUR CURRENT BEST ESTIMATE IS IT'LL BE UP TO $1.7 MILLION IN SAVINGS THAT COULD BE DELIVERED TO THE COMMUNITY. AGAIN, WE ARE NOT EXTENDING THE TERM OF THE BONDS, I KNOW WHEN YOU REFINANCE YOUR MORTGAGE, YOU MIGHT REFINANCE WITH A 30 YEAR MORTGAGE, WE DON'T DO THAT WITH THE BONDS, WE MAINTAIN THE EXISTING TERM WHEN WE REFINANCE, AND THE OTHER THING IS, ALL OF THE SAVINGS ARE PASSED TO THE LOCAL TAXPAYERS, NONE OF THE BENEFITS IS PASSED ON TO THE DISTRICT. THIS IS A DEMONSTRATION OF A GOOD STORAGE OF PUBLIC FUNDS AND GOOD GOVERNANCE. THIS IS JUST THE DETAILED INFORMATION ABOUT WHEN THE SAVINGS ARE EXPECTED TO BE REALIZED, IT IS GOING TO BE SPREAD OUT OVER THE NEXT FIVE YEARS OR SO AND BASED ON A TYPICAL HOMEOWNERS ASSESSED VALUE, AGAIN, NOT THE MARKET VALUE, WE ESTIMATE IT IS ABOUT A FOUR DOLLARS SAVINGS FOR A TYPICAL HOMEOWNER FOR EVERYBODY AT THE DISTRICT. AGAIN, ALL OF THE SAVINGS ARE THE NET OF THE TRANSACTION COSTS AND THEY GET PAID OUT OF REFINANCING AND NOT OUT OF THE DISTRICT'S GENERAL FUND. HOWEVER, AS THE DAYS AND THE WEEKS PASSED, WE SAW THE INTEREST RATES CALM DOWN, SOMETIMES INVESTORS GET JUDY AND THEY BECOME EXTREMELY RISK ADVERSE, BUT REALITY SETS IN AND THEY START TO BE MORE RISK ON, MEANING THEY ARE MORE WILLING TO MAKE INVESTMENTS AND BY BONDS. SO IN CASES WHERE THE INTEREST RATES STAY HIGH, WE WOULD PAUSE UNTIL A MINIMUM SAVINGS THRESHOLD IS REALIZED AND THEN WE WOULD PICK IT UP AGAIN. THAT HAS HAPPENED BEFORE. IN 2016, WE PAUSED THE REFINANCING BECAUSE INTEREST RATES SPIKED AND IT IS DATA ELEVATED FOR A NUMBER OF WEEKS BUT WE WERE ABLE TO COME BACK A MONTH OR SO AFTERWARDS AND EXECUTE AND LOCKING THE SAVINGS FOR THE SCHOOL DISTRICT. >> AND CONVERSELY, IS THERE ANY BENEFIT TO WAITING TO SEE IF INTEREST RATES COME DOWN EVEN FURTHER? >> THAT IS A GREAT QUESTION. SO, WE RAN A DIFFERENT OF -- A NUMBER OF DIFFERENT SCENARIOS, BECAUSE WE ARE TAKING OUT CAPITAL APPRECIATION BONDS, THE LONGER YOU WAIT, THOSE BONDS COMPOUND TO A LARGER VALUE SO YOU HAVE MORE DEBT YOU HAVE TO REFINANCE, SO IT IS BETTER TO REFINANCE AS SOON AS THEY ARE ABLE TO TO LOCK IN THE GREATEST AMOUNT OF SAVINGS. >> SO, WHEN DID THESE BONDS, DID THEY JUST BECOME ELIGIBLE [01:25:04] FOR REFINANCING BECAUSE I WAS LOOKING AT THE INTEREST RATES, WHY DIDN'T WE REFINANCE IN JANUARY OR FEBRUARY? >> THE FIRST ELIGIBLE DATE FOR THE BONDS TO BE PREPAID IS FEBRUARY OF 2025. SO, WE COULDN'T HAVE REFINANCED THEM A YEAR AGO. SO, THIS IS JUST THE NEXT STEPS RELATED TO THE REFINANCING PROCESS, AS YOU REMEMBER, BOND ISSUANCES ARE DONE IN THREE GENERAL STEPS, FIRST IS THE PREPARATION OF LEGAL DOCUMENTS AND APPROVAL OF THOSE DOCUMENTS BY YOU. THE SECOND STEP IS THE CREDIT RATING PROCESS AND THE THIRD STEP IS SELLING OF THE BONDS AND LOCKING IN THE INTEREST RATES. THERE WERE CELEBRATIONS ALL ACROSS THE CONEJO VALLEY UNIFIED AND I HAD THE OPPORTUNITY TO VISIT THE CELEBRATIONS OVER AT THE MIDDLE SCHOOL, WHERE ALMOST EVERY STUDENT WAS WEARING ONE OF THE 60TH ANNIVERSARY UNITY SINCE 1964 SHIRTS, AND THE STUDENTS WERE SENT OVER TO THE BLACKTOP IN THEIR ORANGE TO PARTICIPATE IN ACTIVITIES AND BE CAUGHT IN SOME DRONE FOOTAGE TO BE SENT OUT AS A PART OF THE CELEBRATION AND IN THE RUSH OF STUDENTS GOING OVER TO THE BLACKTOP, I HAD ONE STUDENT COME TO SPEAK WITH ME TO ASK ABOUT WHY EVERYONE WAS GOING OVER THERE . CLARK WITH THE CONEJO SCHOOLS FOUNDATION AND SAFE PASSAGES SPOKE ABOUT THE RELATIONSHIPS AND PARTNERSHIPS THEY HAVE WITH ATHENS AND THE GREAT SUPPORT THAT THEY RECEIVE FROM THIS COMPANY.
