IN COMPLIANCE WITH ALL APPLICABLE STATE AND FEDERAL LAWS, THE GOVERNING BOARD STRIVES TO RESPECT THE PRIVACY OF THE STUDENTS AND EMPLOYEES DURING THE MEETINGS. THIS ALLOWS TO REMAIN CONFIDENTIAL. WE ASK THAT -- TO CONFIDENTIALITY. AS A REMINDER. THOSE REQUESTED TO SPEAK AT THIS TIME WILL SPEAK ON ITEMS THAT ARE NOT ON THE BOARD AGENDA TONIGHT. PLEASE NOTE THAT SPEAKER CARDS WILL NOT BE ACCEPTED ONCE THE BOARD STARTS THE PUBLIC COMMENTS AGENDA ITEM WITH THE FIRST SPEAKER. DO YOU HAVE SPEAKER CARDS? 15. WITH THAT, THE SPEAKER WILL HAVE THREE MINUTES TO SPEAK. FIRST UP, WE HAVE BRIAN. FOLLOWED BY SHEILA -- IF I BUTCHER IT, I AM SORRY. AND MARIA SHAW. SO PLEASE,

[00:40:03]

MAKE YOUR WAY TO THE PODIUM. IN THE ORDER IF YOU WANT TO LINE UP. YOU HAVE THREE MINUTES.

>> GOOD EVENING. I'M HERE TO TALK ABOUT THE ADULT SCHOOL. MY PROPERTY , WE HAVE A THIN DRIVEWAY. AND I WANT TO TALK ABOUT A GATE. THE PROJECT YOU GUYS ARE WORKING ON. I GET IT.

I AGREE. COMPLAIN ABOUT IS YOU GUYS ARE CAUSING ACCESS TO THE PARK.

THE GATE YOU HAVE TO BE CLOSED. I WILL NOT BE ABLE TO GET OUT OF THAT SPOT. BACK INTO THE PROPERTY. THE OTHER ISSUE, I UNDERSTAND YOU ARE ADDING A GARDEN SHED. SO EACH VEHICLE WILL HAVE TO STOP TO CHECK IN. THAT WILL CAUSE TRAFFIC ON MONTGOMERY WARD AND -- ROAD . MAKING IT MORE DIFFICULT TO GET IN AND OUT OF THE DRIVEWAY OR AROUND TRAFFIC.

YOU KNOW, ACCESS TO THE PARK, IT MAKES IT DIFFICULT FOR FAMILIES SO I ASK YOU GUYS COMMUNICATE WITH THE NEIGHBORS ON ANY PROJECT YOU'RE WORKING ON IN THAT AREA.

>> THANK YOU VERY MUCH. MY NAME IS SHEILA AND I AM GIVING MY TIME TO MARIA SHAW.

>> THANK YOU, SHERRY. I DO NOT THINK I WILL NEED ALL SIX MINUTES. MY NAME IS MARIA SHAW. AND I STAND HERE BEFORE YOU TODAY, NOT AS A PARENT OR GRANDPARENT, BUT AS A STUDENT IN THE SCHOOL SYSTEM. BUT AS AN INDIVIDUAL WHO IS, -- SOCIETY THAT WE ALL KNOW IS DISAPPEARING. I WOULD LIKE TO UNDERSTAND HOW THE SCHOOL BOARD CAN APPROVE $750,000 TO HAVE SCHOOL RESTROOMS TO ACCOMMODATE BOYS AND GIRLS AT THE SAME TIME. WHAT POSSESSED YOU TO TAKE THE RAID THE RIGHT OF OUR CHILDREN TO PRIVACY TO PERFORM THE MICE -- MOST PRIVATE OF BODILY FUNCTIONS? CAN YOU THINK ABOUT BOYS AND GIRLS SHARING BATHROOM TIME BETWEEN CLASSES AND WHAT WE ARE ASKING THEM TO DO? THE TEACHERS AND THE CAMPUS ADMINISTRATORS AND WORKERS. AND ALSO, THE SHARING OF RESTROOMS AS THE CHILDREN WOULD BE. IT IS A YES OR NO ANSWER.

I UNDERSTAND. FOR THOSE BOARD MEMBERS WHO ARE MARRIED, WHAT YOUR HUSBAND OR WIFE BE THRILLED THAT YOU WOULD BE SHARING A RESTROOM WITH THE OPPOSITE SEX? I DO NOT THINK THEY WOULD BE. THESE WOULD HAVE THE PRIVACY WAS STUDENTS OF THE SAME SEX .

WE SHOULD NOT DO THIS TO THE CHILDREN. PETITION SIGNING EVENT ON APRIL 2ND BETWEEN THE HOURS OF 4:00 AND 7:00 TO SIGN A PETITION TO PUT THAT ON THE BALLOT TO REVERSE SOME OF THE GOVERNOR POLICIES THAT REMOVE PARENT'S RIGHTS, REDUCED TITLE IX PROTECTIONS. AND TO PUT THE BRAKES ON IRREVERSIBLE TRANSITION THERAPIES FOR MINOR CHILDREN UNTIL THEY ARE ABLE TO MAKE THEIR OWN ADULT DECISIONS.

>> AMONG OTHER POLICIES. THOSE THEY WOULD BE DOING.

PROTECTING GIRL'S PORTRAIT THAT IS ALL I HAVE TO SAY.

THANK YOU.

ALLISON WALTON FOLLOWED BY JOHN BROOKS. AND FOLLOWED BY

DEANNA NOVELLA. >> HELLO, MY NAME IS ALLISON WALTON.

I'M SOON TO BE A RESIDENT HERE IN WAVERLEY HEIGHTS. FIANCE AND I ARE MOVING IN WITH OUR MOTHER-IN-LAW -- WE ARE HERE TO DISCUSS WHAT IS GOING ON AT WAVERLEY SCHOOL. MY MOTHER-IN-LAW TAKES THE BABY UP THERE TO THE PARK EVERY MORNING. THEY HAVE ALWAYS, EVERYBODY IN THE NEIGHBORHOOD

[00:45:02]

HAS BEEN ABLE TO WALK FREELY THROUGH THE NEIGHBORHOOD UP ALL TONE WROTE ACROSS THE DRIVEWAY OF THE SCHOOL AND INTO THE PARK. THE CONSTRUCTION OF THE FENCE YOU GUYS ARE BUILDING AND THE GATES YOU ARE INSTALLING ARE TAKING THE RAID AWAY FROM THE NEIGHBORHOOD BUT THE PARK THERE IS BEAUTIFUL. I DO NOT KNOW IF THE BOARD MEMBERS HAVE BEEN THERE BUT IT WAS GORGEOUS. THERE IS BEAUTIFUL GRASS AND TREES FITTED WITH WONDERFUL PLACE, ESPECIALLY FOR A YOUNG FAMILY TO BE ABLE TO GO ON THE WEEKENDS AND SPENT FAMILY TIME.

AND NOT EVEN LETTING US KNOW THAT THAT IS BEING TAKEN. IT IS NOT UNTIL VERY LATE THIS EVENING THE FRONT OF THE SCOPE OF WHAT THIS FENCE AND GATE SYSTEM IS GOING TO ENTAIL. OUR NEIGHBORS , WE ARE NEIGHBORS WITH THIS GROUP SO WE CAN HAVE OPEN COMMUNICATION AND THE SCHOOL SHOULD BE LETTING US KNOW WHAT THEY ARE PLANNING TO DO TO KEEP THE STUDENTS SAFE.

THAT IS WHAT THE INTENT OF THE FENCE IS GOOD AS THE COMMUNITY, WAS ABLE TO TELL YOU HOW WE CAN SEE THAT NEGATIVELY IMPACTING US.

NOT BEING ABLE TO REPORT THE PARK WITH OUR FAMILY. OTHERS THAT NEED TO ACCESS THAT AREA TO GET IN AND OUT OF THEIR DRIVEWAYS. THE FIRST COMMUNITY GOES THROUGH THE PARK INTO THE HORSE FIELD. WITH THE HORSES. IT WAS VERY DISHEARTENING TO HEAR THIS IS HAPPENING RIGHT UNDER OUR NOSES. EVEN WITHOUT THE BOARD STOPPING FOR A MOMENT TO SEE HOW THIS IS IMPACTING YOUR NEIGHBORS. WE CANNOT LIVE IN A SILOED WORLD. WE NEED TO KNOW HOW ALL OUR ACTIONS ARE AFFECTING THE PERSON NEXT TO US. THIS IS THE OPPORTUNITY TO HAVE OPEN COMMUNICATION. GOING FORWARD, WE LIKE IT IF THE BOARD WOULD LET US KNOW IN THE NEIGHBORHOOD WHAT YOUR INTENTIONS ARE. WE CAN TELL US THINGS THAT WOULD WORK OR NOT WORK OR EVEN GIVE YOU AN INSIGHT YOU HAVE NOT THOUGHT OF. THANK YOU FOR YOUR TIME.

>> THANK YOU. TO MAKE IT EVENING FOR JOHN BROOKS WITH THE CITY OF THOUSAND OAKS WHAT I'M WITH THE DEPARTMENT OF SUSTAINABILITY WORKS DIVISION. AND THE CITY OF THOUSAND OAKS HAS RELEASED OUR DRAFT CLIMATE ENVIRONMENTAL ACTION PLAN. I WANTED TO SHARE THAT WITH YOU TONIGHT TO INVITE BOTH THE BOARD AND STAFF TO REVIEW IT. THERE ARE 60 ODD ACTIONS AND ARE BEING PROPOSED. AND WE WELCOME ANY COMMENTS FROM THE BOARD , STAFF, AND THE COMMUNITY AT LARGE IF THEY WANTED TO SHARE THEIR THOUGHTS WITH US. ON THOSE PROPOSALS.

IN THE CITY HERE, ABOUT 63% OF OUR OMISSIONS ARE RELATED TO VEHICLES FOR THE OTHER 20% IS RELATED TO NATURAL GAS. THEY ARE PRIMARILY WARRANTED TOWARD THOSE TWO SECTORS. THERE ALSO SOME OTHER ONE SO THIS IS AN ENVIRONMENTAL DOCUMENT AS WELL.

THESE ARE THE QUALITY OF LIFE TOP ISSUES THAT MAY NOT HAVE EMISSIONS REDUCTIONS. PERHAPS BANNING GAS POWERED LEAF BLOWERS. CERTAINLY YOU HAVE HEARD A LOT OF INTEREST IN THAT OVER THE YEARS. THERE ARE SOME OTHER ITEMS IN THEIR AS WELL. WE ENCOURAGE YOU TO TAKE A LOOK AT IT AND SHARE THE THOUGHTS YOU HAVE WITH THE PC COUNCIL FOR THEY WILL BE MEETING ON APRIL 9TH. A STUDY SESSION IN A NAKED STAFF ADDITIONAL DIRECTION AND COMMENTS ON APRIL 23RD. THANK YOU. HAVE A GOOD EVENING.

STEAM SCHOOL BOARD, THANK YOU FOR LETTING US SPEAK. MY NAME IS DIANA RAVEL. I'M A 24 YEAR RESIDENT OF THOUSAND OAKS AND I LIVE ON A RESIDENTIAL PROPERTY THAT BACKS UP TO THE CONEJO VALLEY ADULT SCHOOL. I'M HERE TO SPEAK ON THE SAME TOPIC AS RYAN DID IN THE BEGINNING. REGARDING ACCESS THROUGH THE PARKING LOT TO THE EQUESTRIAN PARK. OUR QUESTION NEIGHBORHOOD WAS BUILT IN THE 1950S AND 1960S. IT WAS NOTED BEFORE THE CONEJO VALLEY ADULT SCHOOL WAS FOUNDED SO THE HORSES WERE THERE FIRST FOR THE ADULT SCHOOL HAS ALWAYS BEEN REALLY GRACIOUS IN SHARING ACCESS TO THE PUBLIC EQUESTRIAN PARK THROUGH THE PARKING LOT . THAT HAS BEEN A SAFE ACCESS FOR HORSES FROM THE STREETS LIKE JASMINE AND OLD FARM ROAD.

WITH CHILDREN AND OTHER EQUESTRIANS. IT CUT THROUGH THE ADULT SCHOOL PARKING LOT TO GET ACCESS THROUGH THE HORSE PARK. WE WERE NOT NOTIFIED THAT NOTHING WAS GOING TO BE PUT UP.

I KNOW WITH FENCING BEING PUT INTO PLACE, IT IS GOING TO LOCK ACCESS FOR EQUESTRIANS WHO HAVE ALWAYS BEEN , WHO HAVE BEEN THERE AS A LEGACY BUT FOR THE -- BEFORE THE SCHOOL AND HAVE ACCESS TO THE HORSE PARK. THEY WILL HAVE TO CIRCUMVENT AND GOING TO PUBLIC ROADS LIKE LOWE'S FLORENCE OR GO DOWN MONTGOMERY. THAT IS VERY, VERY DANGEROUS BUT A LOT OF TRAFFIC ON THOSE ROADS TO HAVE HORSES AND THE KIDS ON HORSES TO GO THROUGH THOSE ROADS. WE ARE CONCERNED ABOUT THE ACCESS

[00:50:02]

ISSUE. ALSO, OUR PERSONAL PROPERTY HAS DRAINAGE THAT GOES TO THE ROAD BEHIND OUR PROPERTY.

THAT IS ON THE SCHOOL BOARD, SCHOOL PROPERTY. THERE IS A HEAVY DOWNPOUR OF RAIN. MY COUSIN WILL TALK SEPARATELY ABOUT IT. HE HAS TO GO CLEAR THE DRAINS THAT ARE ON THAT SIDE OF THE SCHOOL FENCE. AND IF HE DOES NOT, OUR PROPERTY FLOODS BUT THAT IS AN ACCESS ISSUE FOR US. THERE IS ALSO THE BASEBALL DIAMOND. USUALLY PEOPLE ON THE WEEKENDS GO WATCH OR PARTICIPATE IN THE BASEBALL GAMES. THEY PERK ON THE ADULT SCHOOL CAMPUS WOULD I DO NOT KNOW WHERE THEY WILL PARK KNOW IF IT IS CLOSED OFF. IF THEY COME IN THE DATE -- THE GATE APPEARED A SUSPENSION, THERE'LL BE AFRICAN AMOUNT OF CONGESTION ALONG MONTGOMERY. THAT STRETCH INTO THE ADULT SCHOOL ENTRANCE IS VERY SHORT. SO THERE IS BOUND TO BE TRAFFIC BACKING UP ONTO MONTGOMERY AND THAT IS A HUGE CONCERN. AND I REALIZE WE NEED TO PROTECT THE SAFETY OF OUR STUDENTS, BUT I'M NOT AWARE OF ANY UPTICK IN CRIME. LITERALLY, WE BACK UP TO THE ADULT SCHOOL. WE DO NOT SEE ANY UPTICK IN CRIME OR MISBEHAVIOR.

SO I AM NOT SURE WHY THIS IS HAPPENING. BUT WE CERTAINLY NEED NOTIFICATION AND COLLABORATION WITH THE COMMUNITY AND THOSE HOMES OF OURS THAT BACK UP TO THE SCHOOL. TO COME UP WITH A SOLUTION THAT WILL WORK FOR EVERYBODY. AND NOT IMPACT THE EQUESTRIANS THAT HAVE BEEN THERE BEFORE. THANK YOU FOR YOUR TIME AND CONSIDERATION.

>> THANK YOU VERY MUCH. NEXT UP, WE HAVE STACY FOLLOWED BY JULIE FOLLOWED BY -- FOLLOWED BY VICTORIA -- GOOD EVENING. I AM STACIA WATSON AND I WILL GIVE MY THREE MINUTES TO JEWEL.

>> HELLO AGAIN , DR. MCLAUGHLIN, TRUSTEES AND PERSONNEL. I AM JULIE FURMAN AND I'M A LICENSED MARRIAGE AND FAMILY THERAPIST IN PRACTICE WITH THE CHILDREN IS EXCELLENT AT THE FOUR SEASONS -- CENTER FOR HEALTH AND WELL-BEING. I HAVE TWO KIDS AT WESTLAKE HILLS ELEMENTARY IN THE FIRST AND FOURTH GRADE. MY FOURTH CHILD HAS BECOME WORKING ON THIS PROJECT. WRITING IN MEETING AND TALKING WITH PEOPLE ABOUT HOW WE CAN DO TECHNOLOGY DIFFERENTLY. I AM ALSO SUPER EXCITED TO ANNOUNCE I WAS RECENTLY APPOINTED , AS OF THIS MONDAY, AS LEADING THE VENTURA COUNTY CHAPTER OF MAMA. THAT STANDS FOR MOTHERS AGAINST MEDIA ADDICTION. IT IS A NEW GRASSROOTS MOVEMENT LAUNCHED IN NEW YORK THIS MONTH. IT IS DETERMINED TO FIGHT BACK AGAINST COMPULSIVE MEDIA USE WITH A DESIRE TO CREATE A WORLD IN WHICH REAL LIFE EXPERIENCES REMAIN AT THE HEART OF A HEALTHY CHILDHOOD. MY PLAN ORIGINALLY IT WAS TO HAVE ALL OF THOSE FELLA MEMBERS OF MAMA GIVE ME ALL THERE -- SINCE THERE IS A SIX MINUTE LIMIT, I WILL GET A LITTLE HELP FROM MY FRIENDS FROM THEY WILL FINISH OFF FOR ME HERE. JUST KNOW THIS IS A SMALL PERCENTAGE OF THE PARENTS I HAVE SPOKEN TO THAT FIELD PASSIONATELY ABOUT HAVING THE DISTRICT MAKE A CHANGE TO OUR SCHOOL TECHNOLOGY POLICIES. BECAUSE MANAGING TECHNOLOGY IS WITHOUT A DOUBT THE HARDEST PART OF PARENTING TODAY. I HAVE FOUND THAT PARENTS ARE DESPERATE FOR INFORMATION AND ACTIONABLE STEPS ON HOW TO BE EMPOWERED IN THIS AREA INSTEAD OF RE-SIGN.

WE WANT TO DO THINGS INTENTIONALLY WITH THE NEW DATA WE HAVE. THIS RESEARCH IS INCHING INTO THE MAINSTREAM PUBLIC DISCOURSE. I AM TRYING TO SPREAD THE WORD AS FAST AS I CAN . BEFORE THIS TOPIC IS BROUGHT UP FOR DISCUSSION OR FOR A VOTE IN OUR DISTRICT , BECAUSE I FOUND THE INITIAL REACTION TO CHANGE IS NORMALLY. WHETHER WE ARE TALKING ABOUT OUR FAMILY POLICIES AT HOME, OR DISTRICT POLICIES , CHANGE IS HARD. EVEN HARDER FOR PARENTS OF OLDER KIDS AND TEENS PROBABLY HAVE THEIR OWN PERSONAL DEVICES BUT I KNOW IT WILL BE HARDER TO PULL BACK SOMETHING THAT FOR THEM, HAS ALREADY BEGUN. THEY WILL PROBABLY BE EVEN A LITTLE DIFFICULT TO CONVINCE THIS IS EVEN POSSIBLE. AGAIN, WE USED TO SMOKE IN HOSPITALS NOT THAT LONG AGO. INFORMATION BEGETS CHANGE. LET'S START BY REVIEWING THE PROBLEM.

SOMETHING WENT HORRIBLY WRONG FOR ADOLESCENTS IN THE EARLY 2010. BY NOW YOU HAVE HEARD THE STATISTICS WITH RATES OF DEPRESSION AND ANXIETY ROSE BY MORE THAN 50% BUT THIS IS PRE-PANDEMIC DATA FROM 2010-2019. THE SUICIDE TOTAL RAISED 48% FOR TEENS AGES 10-19. AND MOST FOR GIRLS WITH THE SUICIDE RATE QUADRUPLE BUT IF THE CURRENT

[00:55:08]

SUICIDE RATE, IF THE CURRENT SUICIDE RATE COMPARISON TO 2011, THE ADDITIONAL SUICIDES NOW ARE THE EQUIVALENT OF NINE JUMBO JETS FULL OF KIDS CRASHING EVERY YEAR. CAN YOU IMAGINE IF NINE AIRPLANES FULL OF KIDS CRASHED EVERY YEAR? WE WOULD GROUND PLANES. ACADEMIC ACHIEVEMENT STARTED GOING DOWN BEFORE THE PANDEMIC AS WELL. IT BEGAN IN 2012. THE NATION REPORT CARD SHOWED SCARES IN READING AND MATH BEGAN TO DECLINE FOR STUDENTS IN THE EARLY 2010S, REVERSING DECADES OF GENERALLY STEADY INCREASE WITH THE NUMBERS OF GENERATION Z IN THEIR 20S ARE CONTINUING TO STRUGGLE. THEY ARE DATING LESS, SHOWING LESS INTEREST IN EVER HAVING CHILDREN IN PRIOR GENERATIONS FOR THEM ARE LIKELY TO LIVE WITH THEIR PARENTS AND MANAGERS SAY THEY ARE HARDER TO WORK WITH. SURVEY SHOWED THEIR MORE SHY AND RISK-AVERSE AND PREVIOUS GENERATIONS AS WELL.

THAT CAN ALSO BE LINKED TO LESSON BISHOP FOR GENERATIONS ARE NOT MONOLITHIC, OF COURSE. MANY PEOPLE ARE FLOURISHING.

TAKEN AS A WHOLE, HOWEVER, GENERATION Z ISN'T FOR MENTAL HEALTH AND IS BEHIND PREVIOUS GENERATIONS IN MANY METRICS. SO WHAT HAPPENED, RIGHT? IT IS PRETTY CLEAR THE WAY TECHNOLOGY BEGAN TRANSFORMING CHILDHOOD AND ADOLESCENCE ROUGHLY 12 YEARS AGO HAS BLOCKED THEIR PROGRESS TO FLOURISHING IN ADULTHOOD BUT THE MAJORITY OF MY CLIENTS ARE AND ALWAYS HAVE BEEN YOUNG PEOPLE. I HAVE HAD A FIRST-CLASS SEAT TO THE TYPICAL STRUGGLES OF THE TEEN YEARS BEING EXACERBATED BY COMPULSIVE USE OF TECHNOLOGY. IT IS WILD.

WHEN THIS ALL BEGAN, WE WERE SO OPTIMISTIC , MYSELF INCLUDED BUT WE THOUGHT TECHNOLOGY WOULD KEEP US CONNECTED TO EACH OTHER AND THAT HAVING ALL THE INFORMATION IN THE WORLD WOULD UNDOUBTABLY MAKE FOR A MORE INFORMED CONSTITUENCY OF CITIZENS WHICH WOULD POSITIVELY AFFECT THE FUNCTIONALITY OF OUR DEMOCRACY. BUSY PARENTS OF YOUNG CHILDREN WERE ALSO THRILLED TO HAVE WHAT SEEM TO BE A MIRACLE WORKER . OUR SMART PHONES AND TABLETS WHICH ALLOW FOR PEACE AT RESTAURANTS, LONG CAR TRIPS, OR WHILE PREPARING DINNER. AND OLDER CHILDREN WERE EXCITED TO JOIN THEIR FRIENDS ON SOCIAL MEDIA , EVEN THOUGH THERE'S ALWAYS BEEN A MINIMUM AGE OF 13 TO JOIN, THESE PLATFORMS DID NOTHING AND STILL DO NOTHING TO VERIFY THE AGE OF APPLICANTS. ANY CHILD CAN OPEN MULTIPLE ACCOUNTS WITHOUT PARENTAL KNOWLEDGE OR PERMISSION.

FACEBOOK AND LATER INSTAGRAM BECAME PLACES WHERE FIFTH, SIX, AND SEVENTH GRADERS WERE HANGING OUT. THEY FOUND OUT IT WAS TOO LATE BUT NOBODY WANTED THEIR CHILD TO BE ISOLATED SO THEY REALLY FORCED THEIR CHILDREN TO SHUT DOWN THEIR ACCOUNTS. WE HAVE NO IDEA WHAT WE WERE DOING. THE 1854 REFLECTION ON SIMPLY LIVING, HENRY DAVID THOREAU WROTE, "THE COST OF THE THING IS THE AMOUNT OF LIFE WHICH IS REQUIRED TO BE EXCHANGED FOR IT. IMMEDIATELY OR IN THE LONG RUN. IT IS BASICALLY THE OPPORTUNITY COST OF ANY CHOICE , ALL THE THINGS YOU CAN NO LONGER DO WITH YOUR TIME AND MONEY ONCE YOU HAVE COMMITTED THEM TO SOMETHING ELSE." AN EVENING.

>> I WILL BE CONTINUING JULIE'S THOUGHTS.

MOST RECENT GALLUP DATA SHOWED AMERICAN TEENS ABOUT FIVE HOURS A DAY JUST ON SOCIAL MEDIA. AND ALL THE OTHER SCREEN-BASED ACTIVITY AND ADD IN ALL THE OTHER PHONE AND SCREEN-BASED ACTIVITIES, THE NUMBER RISES TO SOMEWHERE BETWEEN SEVEN AND NINE HOURS A DAY ON AVERAGE. THE NUMBERS ARE EVEN HIGHER IN SINGLE-PARENT AND LOW INCOME FAMILIES. AND AMONG BLACK, HISPANIC, AND NATIVE AMERICAN FAMILIES. ABOUT HALF OF KIDS , AGES 11-17, GET AT LEAST 237 NOTIFICATIONS ON THEIR PHONES IN A TYPICAL DAY. AND OF THOSE NOTIFICATIONS, 25% ARISE DURING THE SCHOOL DAY. THAT'S ACCORDING TO A REPORT FROM COMMON SENSE MEDIA. THE REPORT ALSO SAYS DURING SCHOOL HOURS, ALSO THE PURCHASE USED THEIR PHONES. WITH ALL THE TIME, IT IS NO WONDER CHILDREN AND TEENS HAVE EXPRESSED MAJOR DECLINES IN SLEEP, EXERCISE, AND BOOK READING. THESE CHANGES ALL BEGAN IN THE EARLY 2010S AND HAVE SET UP A PERSON'S BEEN MIND WANDERING, CONTEMPLATION, AND IMAGINATION ARE ALSO ON THE LIST OF THINGS THAT WERE CROWDED OUT. THE MOST DEVASTATING CONCEPT IN THE COLLAPSE OF TYSON INTERACTING WITH OTHER PEOPLE FACE-TO-FACE. PEOPLE STILL CLEAN ARCHITECT CONNECTION. IT LOOKS DIFFERENT NOW THAN IT WOULD YOU STUPID THEY ARE OFTEN BROADCAST TO POTENTIALLY HUGE AUDIENCES.

[01:00:01]

CATCHING ATTENTION IN SHORT THIS WHICH INTERFERES WITH THE DEPTH OF THE MESSAGE WITH THE MOTIVATIONS ARE DIFFERENT TOO GOOD WITH AN AUDIENCE, ONE OF THE THREE REPUTATION IS ALWAYS ON THE LIGHT. THESE COMMUNICATIONS TEND TO BE MORE INFORMATIVE AND EXCITING INDUCING THAN ONE-ON-ONE CONVERSATIONS.

SOCIAL MEDIA IS OFTEN COMPARED TO TOBACCO COMPANIES. IT IS UNFAIR TO THE TOBACCO INDUSTRY. THEY HAVE TWEAKED THEIR PRODUCTS FOR MAXIMUM CUSTOMER RETENTION. TEAMS COULD INDEED USE LARGE NUMBERS NOT DO SO. EVEN WITH THE TEEN CIGARETTE USE IN 1997, NEARLY TWO THIRDS OF HIGH SCHOOL STUDENTS DID NOT -- -- SOCIAL MEDIA, CONTRAST, APPLIES PRESSURE ON END-USERS.

A MORE INSIDIOUS WAY. THE PRESSURE ON EVERYONE ELSE BECOMES INTENSE. THEY KNOW CONSCIOUSLY THAT ANXIETY AND EATING DISORDERS -- EXCEPTING THOSE RISKS AND SOCIAL ISOLATION. AS SHE RESIST, WHY WAS REQUESTING DO NOT, SHE MIGHT IN FACT BE MARGINALIZED, THAT WHICH PUTS HER AT RISK FOR ANXIETY AND DEPRESSION. THERE FOR, SOCIAL MEDIA, THIS IS A REMARKABLE FEAT. EVEN HARMS THE CHILDREN WHO DO NOT USE IT.

THIS IS A COLLECTIVE ACTION PROBLEM. EACH ACTOR IS DETERRED FROM ACTING THE PERSONAL COST OUTWEIGHS THE GROUP BENEFITS. AS PARENTS WERE LAMENTING THE EVENTUALITY LAST SUMMER OF GIVING A FOURTH-GRADER A SMART PHONE.

SHE HAS BEEN SHARING HER RECOMMENDATIONS FOR THREE-PRONGED PARENTING APPROACH CALLED DELAY, TEACH, MODEL. DELAY MEANS GOING SLOW. INTRODUCING ANY NEW TECHNOLOGY. THE 2023 STUDY OF 28,000 YOUNG ADULTS SHOWS THERE IS A SUBSTANTIAL INCREASE IN POSITIVE MENTAL HEALTH OUTCOMES FOR EVERY YEAR OF DELAYING THE FIRST SMART PHONE.

JONATHAN HATE, AN NYU SOCIAL PSYCHOLOGIST, RECOGNIZED FOUR NEW NORTHWOOD DELAYING FOR ROOMS INTO HIGH SCHOOL.

DELAYING SOCIAL MEDIA AGE UNTIL AGE 16. WE WILL DISCUSS THAT LATER ON. DELAYING SMART PHONES AND SOCIAL MEDIA IS ABSOLUTELY POSSIBLE IF WE DO IT TOGETHER AND WITH YOUR HELP.

IF ONLY HALF OF THE CHILD A POSITIVE SIX GRADE HAS HAD A SMART PHONE, PEERS WOULD FEEL MORE COMFORTABLE PROVIDING A PHONE OR NONE AT ALL UNTIL NINTH GRADE. DISTILLATE WOULD GREATLY HELP TO PROTECT ADOLESCENTS DURING A VERY VULNERABLE FIRST FEW YEARS OF PUBERTY. PART TWO OF DELAY TEACH MODEL IS TEACH. AS PARENTS, WE NEED TO SET BOUNDARIES AROUND -- WE CAN GET THE MOST BANG FOR OUR BUCK WITH INSISTING ON BOUNDARIES AT BEDTIME. BEING ON OUR SCREENS BEFORE BED REDUCES THE QUALITY AND QUANTITY OF OUR SLEEP.

PHONES AT THE BEDSIDE. ADULTS CAN TAKE BABY STEPS TO MAKE THIS CHANGE BY USING THE SLEEP FUNCTION OR PUTTING IT ACROSS THE ROOM INSTEAD OF ON YOUR PILLOW. JULIE HAS WORKED WITH MANY ADULT CLIENTS WHO MAKE THESE CHANGES AS A WAY TO IMPROVE THEIR MARRIAGES AND THEIR FUNCTIONING AT WORK. FOR CHILDREN, REGARDLESS OF AGE, BABY STEPS ARE NOT RECOMMENDED.

THEIR BRAIDS ARE IN A STATE OF EXCESSIVE DEVELOPMENT AND IT IS TOO DIFFICULT FOR TEENS TO RESIST ATTACKS FROM A FRIEND OR ONE OF THE MANY OTHER ADDICTIVE APPS WHEN THEY THINK THEIR PARENTS ARE NOT LOOKING FOR WHEN IT IS TIME FOR HOMEWORK FOR DINNER OR IF YOU'RE DRIVING OR IF YOU'RE WITH PEOPLE IN REAL LIFE, WE SHOULD PUT OUR DEVICES AWAY. FAMILIES CAN CREATE A CONTRACT OR A FAMILY PHILOSOPHY THAT WORKS FOR THEM. WE SHOULD KNOW WHEN THEY CROSS THE THRESHOLD OF TWO HOURS OF SCREEN TIME PER DAY, HEALTH AND HAPPINESS OUTCOMES DECLINE. THE DISTRICT HAS A PART TO PLAY IN THIS AS WELL. SO OFTEN HOMEWORK CABINS ON SCREENS, EVEN FOR OUR YOUNGEST STUDENTS WOULD WITH ENTICING GAMES, HOMEWORK TIME IS ALSO LINKED AS KIDS TOGGLE BETWEEN THE TWO OF THIS MAKES IT HARDER AND HARDER TO PUT SCREENS AWAY AND HAVE BALANCE. ULTIMATELY, WE WANT OUR KIDS TO HAVE LIVES THAT ARE BALANCED BUT WE WANT THEM TO DO WELL IN SCHOOL, SPORTS, MUSIC, AND HAVE GOOD RELATIONSHIPS. THANK YOU.

>> THANK YOU. NEXT, WE HAVE MARCY FOLLOWED BY LAURA.

AND THEN FOLLOWED BY JULIA. FOLLOWED BY SYLVIE.

DOTING MY TIME TO LAURA. >> ALMOST DONE, PROMISE. TO

[01:05:07]

ACCOMPLISH THIS TAKES TIME AND EFFORT. WE ALSO PUT OUR PHONES AWAY AND SEND TIME WITH PEOPLE IN RELATED WE DID THIS AND ARE GIFTING TO SEE US DO THIS. IT IS IMPLEMENTING MORE INDEPENDENCE FOR YOUR RESPONSIBILITY . KIDS NEED TO SPEND MORE TIME FACE-TO-FACE WITH THEIR FRIENDS . THIS INTEGRAL PART OF BEING HUMAN IS MISSING FROM SO MANY LIVES AND KIDS ARE CRYING OUT IN DISTRESS WITH THE PARENTS DO NOT REPLACE SCREEN TIME WITH REAL WORD EXPENSES BOWLING FRIEND AND -- DEPRIVATION. NOT OPENING UP A WORLD OF OPPORTUNITIES. THE FOURTH RECOMMENDED NEW NORM IS A MAIN ASK OF YOU TONIGHT.

HEADING PHONES OUT OF OUR SCHOOLS FOR THIS MAY SEEM LIKE A POWDER KEG OF AN ISSUE. IF YOU LOOK CLOSER, YOU WILL SEE THAT PARENTS OF YOUNGER KIDS, MANY OF WHOM ARE HERE, THEY DO NOT WANT THINGS TO CONTINUE THE WAY THEY HAVE BEEN GOING. WE'VE HAD STORIES FROM FRUSTRATED TEACHERS ABOUT KIDS ANSWERING THEIR PHONES DURING CLASS AND PARENTS TEXTING THERE CHILDREN OF CECILY DURING THE SCHOOL YEAR. WE HAVE A RECENT SUCCESS STORY TO SHARE GIVING US HOPE AND VENICE HIGH SCHOOL IMPLEMENTED THEIR FIRST PHONE FREE POLICY AS OF MARCH 1ST.

MIDYEAR, OUR FRIEND HAZEL TEACHES THERE AND IS IN PART OF THIS CAMPAIGN FROM THE BEGINNING. SHE WOULD'VE PREFERRED THE SCHOOL USED THE LOCKABLE POUCH SYSTEMS, SHE IS THRILLED WITH THIS STEP THEY DECIDED ON. I'LL HAVE THEIR PHONES IN BROWN PAPER PACKS DURING THE DAY. IT IS CHEAP AND DUAL. THINK ABOUT IT. YOUR KID'S DEVICES GO IN BROWN SACK. WHEN THEY TRY TO STICK IT OUT, THEY HAVE THE CRINKLE.

THIS WAS THEIR POLICY FOR TESTING SO THEY KNOW IT WOULD WORK. HAZEL'S CLASSROOM WAS PHONE FREE. NOT MUCH CHANGE FOR HER BUT SHE SHARED WITH JULIA THAT TEACHERS AND STAFF IF THIS AT WORK AND SAID THANK YOU TO HER FOR HER EFFORTS. THEY GET TO SEE STUDENT FACES AND KIDS INTERACTING WITH EACH OTHER. THEY WERE PLAYFUL, WILLING TO TAKE RISKS IN PE AND DRAMA CLASS BECAUSE THEY DO NOT FEAR GETTING CAUGHT ON CAMERA.

THE ONLY WAY TO GET MINDS OFF THEIR PHONES DURING THE SCHOOL DAY IS TO MAKE THEM INACCESSIBLE. SCHOOL DISTRICTS ACROSS THE COUNTRY HAVE BEGUN TO IMPLEMENT A SYSTEM THAT REQUIRE PHONES TO BE LOCKED UP IN POUCHES WHILE AT SCHOOL. AS A SAID BEFORE, RECEIVING MORE THAN THREE TEXTS PER DAY AFFECTS LITERACY SCORES WERE ARKANSAS RECEIVING HUNDREDS OF NOTIFICATIONS DURING SCHOOL HOURS SPENT IN RESEARCH IN GREAT BRITAIN THAT LED TO THE BAN ON PHONES, THE STUDENTS WITHOUT PHONES SCORED A HIGHER BY A LETTER GRADE -- FUNCTIONING IQ OF OFFICE WORKERS FELL 10 POINTS WHEN THEY HAVE ACCESS TO THEIR SMART PHONES WITH THIS IS MORE THAN DOUBLE THAT AND HAVING RECENTLY SPOKE TO MARIJUANA. WE ARE BETTER OFF STONED AND DISTRACTED. FINALLY, THE ULTIMATE ARGUMENT FROM PARENTS. THE WHAT IF SOMETHING HORRIBLE HAPPENED ARGUMENT.

LET'S GO THERE. I IMAGINE THIS TO BE A SELLING POINT FOR THE POLICY CHANGE. THE WORST-CASE SCENARIO. SOMETHING BAD HAPPENS AT SCHOOL TO A NATURAL DISASTER OR MAN-MADE ONE. KIDS HAVE WATCHES OR FALLS ON THEM AND WHAT THEY DO NOT GET THE KIDS WITH WATCHES AND PHONES WOULD CALL THEIR PARENTS OR LOVED ONE IMMEDIATELY. SO INEXACT MOMENT WHEN THEY NEED TO FOCUS AND BE QUIET AND FOLLOW INSTRUCTIONS, THE TEACHER IS 30 PLUS KIDS ON THEIR PHONE BUT WE KNOW KIDS OFTEN FILM WHAT IS GOING ON AND LIVE STREAM TO SOCIAL MEDIA BEFORE THEY ARE IN A FULLY SAFE LOCATION BUT WHO DOES THIS HELP? WHAT IS THE OUTCOME? IMAGINE ANOTHER CLASS WHERE PHONES ARE LOCKED IN POUCHES. THE TEACHER GIVE INSTRUCTIONS ON EVACUATION. KIDS GOT THERE POUCHES, EVER GET TO A PLACE AND THEY'LL CALL THEIR PARENTS AT THE SAME TIME. HAVING KIDS WITH THE VICES IS NOT SAFE AT ALL IN THE WHAT IS THE NARRATIVE THAT REALISTICALLY, THIS IS LESS THAN A 1 MILLION CHANCE OF OCCURRING. WHAT WE KNOW IS HAPPENING EVERY DAY IS KIDS ARE FAILING TO MANAGE THE RELATIONSHIP TO THESE DEVICES AND SCHOOLS ALLOWING DEVICES INTO THE EVERYDAY EDUCATIONAL SYSTEM IS MAKING IT THAT MUCH HARDER. WE CAN MAKE A BIG CHANGE TO THEIR LIVES WITH ONE SIMPLE STRATEGY. HAVING PHONE PRESCHOOLS WOULD AUTOMATICALLY IMPART MORE BALANCE TO THEIR LIVES AND WOULD SEND A MESSAGE THAT SCHOOLS UNDERSTAND HOW IMPORTANT IT IS TO USE TECHNOLOGY IN A HEALTHY AND INTENTIONAL WAY. WE SINCERELY HOPE THIS ISSUE IS BROUGHT UP FOR DISCUSSION IN 2025. AND THAT WE BEGIN A PUBLIC HEALTH CAMPAIGN GIVING PARENTS THE DATA THEY NEED TO MAKE INFORMED DECISIONS FOR THEIR FAMILIES. THANK YOU AGAIN FOR YOUR TIME AS ALWAYS AND FOR ALL YOU DO FOR OUR COMMUNITY.

ALLERGIES. THAT EVENING, PRESIDENT GOLDBERG AND FELLOW BOARD MEMBERS WOULD I NAME IS SYLVIE AND I'M A PARENT AT WETHERSFIELD ELEMENTARY AS WELL AS A CVUSD PARENT BUT I CAN TALK ABOUT BEING A PARENT AND EMPLOYEE BUT I'M SEEING THIS FIRSTHAND. I'M WATCHING KINDERGARTENS HAVE CONVERSATIONS PARALLEL TO OTHER STUDENTS ABOUT VIDEO GAMES , BUT WHAT THEY ARE SAYING. THEY'RE NOT INTERACTING WITH ONE ANOTHER. I AM HERE BEFORE YOU PLEADING FOR THE DISTRICT TO CREATE A TECHNOLOGY POLICY. ONE OF THE MONSTER ASKED ME TO READ A LETTER ON HER BEHALF ABOUT HER SPIRITS WORKING WITH SOME OF THE WORLD'S LARGEST SOCIAL MEDIA PLATFORMS. TELL PARENTS AND THE BOARD BETTER UNDERSTAND WHY DELAYING PHONES AND SOCIAL MEDIA IS SO IMPORTANT.

LETTER SAYS, "I SPENT MUCH OF MY CAREER WITH INSIGHT ACCESS TO GLOBAL SOCIAL MEDIA COMPANIES AND A FRONT ROW SEAT TO HOW THEY HAVE EVOLVED OVER THE LAST DECADE PLUS. AS PART OF ANY DISCUSSION ABOUT PHONES AND ACCESS TO SOCIAL MEDIA, AND IS INCREDIBLY IMPORTANT FOR PARENTS AND THE BOARD TO UNDERSTAND NOT JUST THE IMPACTS, BUT THE INTENTIONS OF THE SOCIAL MEDIA PLATFORMS WHEN IT COMES TO OUR CHILDREN. WHEN TIKTOK EMERGE IN THE U.S. IN 2018, STARTED TO TAKE A LOT OF THE YOUTH MARKET SHARE AWAY FROM OTHER SOCIAL MEDIA PLATFORMS. IT ALSO EXPANDED THE POPULARITY OF SHORT FORM RAPIDFIRE VIDEO CONSUMPTION WHICH HAS AFFECTED THE ATTENTION SPAN OF CHILDREN SO BADLY THEY CANNOT EVEN SIT THROUGH A FEATURE LENGTH MOVIE. THE COMPETING SOCIAL PLATFORMS REACTED BY CHANGING THEIR PRODUCTS. ALGORITHMS AND PRIORITIES WITH THE INTENTION OF COORDINATING KITS. THE GOAL IS NOT TO JUST HAVE THE CHILDREN ENDLESSLY SCHOOL BUT ALSO MADE IT ATOP RARITY TO ENCOURAGE YOUNG CHILDREN AND PEOPLE TO BECOME CREATORS AND INFLUENCERS THEMSELVES.

INCENTIVIZING THEM TO PUT MORE AND MORE OF THEIR LIFE ONTO SOCIAL MEDIA PLATFORMS UNDER THE GUISE OF SHARING THEIR TRUE, AUTHENTIC SELVES. FINDING COMMUNITY. WE KNOW THIS PUSH IS WORKING. 57% OF GEN Z SAY THEY WANT TO BE AN INFLUENCER BID TO SOCIAL MEDIA COMPANIES QUOTING 29 AND JEN ALPHA ARE ENSURING STOCK PRICES STAY HIGH. MATTER HOW MANY TIMES THEY TESTIFY IN FRONT OF CONGRESS TO THE CONTRARY, I PROMISE YOU THE PEOPLE AT THE TOP CARE MORE ABOUT PROFIT THAN THE PEAK FACT THAT THERE PLATFORMS CONTRIBUTE TO MENTAL HEALTH DECLINE, INCREASED ANXIETY, POOR BODY IMAGE, AND EXPOSURE TO ONLINE HARASSMENT HAVE ALL OF THE MOTIVATION OF THE WORLD TO KEEP KIDS ADDICTED TO THEIR PLATFORMS. THEY SHARE INTERNAL POWERPOINT TOUTING THEIR USAGE TIME AMONG TEENS.

THEY SPENT ENDLESS RESOURCES ON HOW TO GET YOUNG PEOPLE TO BECOME CREATORS AND CONTINUOUSLY SCROLLED THERE PLATFORMS READ THAT BREAKS INTO THE ALGORITHMS. THE ALGORITHMS ARE THE MOST DANGEROUS PART. WE SEE THIS IN OUR SCHOOLS WHEN

THEY ARE ON THEIR COMPUTERS. >> THEY ARE A PRIMARY SOURCE OF THE PHONE ADDICTION. TIME. >> THANK YOU VERY MUCH. OUR LAST SPEAKER IS -- . THANK YOU FOR ALLOWING US TO SPEAK. MY NAME IS BRAD. MY WIFE DIANE AND I ARE RESIDENTS ON WILSHIRE ROAD. THAT BACKS TO THE CONEJO VALLEY ADULT SCHOOL . AS MENTIONED, THE TOPIC IS THE PROPOSED FENCING UNDER CONSTRUCTION THAT IS AT THE SCHOOL NOW. FIRST, I'M NOT COMPLETELY FAMILIAR WITH THE PLATFORM HERE OR THE FORUM. HOW ARE THE QUESTIONS ANSWERED IF WE HAVE SUCH? DO WE CHECK THE WEBSITE FOR ANSWERS? DO WE CHECK THE ACORN? IF WE ARE ADDRESSING QUESTIONS, HOW DO WE GET THOSE RESPONSES? INFORMATION . ANY QUESTIONS THAT COME THROUGH, WE'LL HAVE STAFF REACH OUT TO WITH RESPONSES VERY GOOD. I APPRECIATE THAT. THANK YOU FOR THE CLARIFICATION. THE FIRST QUESTION I HAVE IS THE MAIN ENTRANCE TO THE SCHOOL IS ON -- ROAD AS WAS MENTIONED. HE IS ON THE CORNER RIGHT THERE.

TRAFFIC SLEEP COMES AND GOES. THERE IS A SECOND ENTRANCE WHICH IS FENCED OFF. IT IS ACCESSIBLE BY PEDESTRIANS. WE

[01:15:03]

ARE WILSHIRE MEETS BEVERLY HILLS DRIVE. MY QUESTION IS, IS THIS GOING TO AFFECT BOTH ENTRANCES? WILL THERE STILL BE ACCESS AT THAT ENTRANCE OFF OF WAVERLEY HEIGHTS DRIVE? THAT IS HOW OUR NEIGHBORHOOD ACCESSES THE PARK AND THE BALLPARK AND SUCH. THE OTHER QUESTIONS THAT WERE BROUGHT UP IS HOW THAT WILL AFFECT THE PARKING. THE MAIN PARKING IS AT THE SCHOOL FOR BOTH THE BALLPARK AND THE MAIN PARK THERE. THE ONLY OTHER THING I CAN THINK OF THAT WOULD BE CONSIDERED AS A LONG LOS FLORES. THAT WOULD BE NOT SAY FOR PARKING FOR EITHER FACILITIES. THE BACK FENCE IS A CONCERN FOR ME. MY WIFE MENTIONED, WE HAVE A STORE DREAM ALONG OTHER NEIGHBORS THAT DRAINS BACK THERE. I WOULD LIKE TO KNOW WHAT THE TIMING IS OR WHAT THE ACCESS HOURS WOULD BE IF THERE WERE LIMITATIONS TO THE PARKING AREA AND HOW WE WOULD BE ABLE TO ACCESS THE BACK FENCE IN ORDER TO MAINTAIN A FLOW OF WATER WE HAVE TO KEEP UNDER CONTROL SO WE DO NOT FLOOD. I MENTIONED ACCESS AND TIMES.

FINALLY , OF COURSE, IT IS STILL A VERY HIGHLY POPULATED EQUESTRIAN UBER HOOD BUT AS MY WIFE ALSO MENTIONED. CLOSING ACCESS TO THAT WOULD CERTAINLY PROVOKE A LOT OF PUSHBACK. I WOULD LIKE TO SEE WHAT THE ALTERNATIVES WOULD BE AS FAR AS ACCESS THROUGH THE PARK IN ORDER TO MAINTAIN ACCESS TO THE EQUESTRIAN PARK. WE APPRECIATE OPEN COMMUNICATION ON THIS TOPIC. THANK YOU FOR GIVING US YOUR ANSWERS TO OUR QUESTIONS

REGARDING THIS TOPIC. >> THANK YOU VERY MUCH.

>> POINTS. I HAVE AN EIGHTH-GRADER AT 19 AND 21 YEAR OLD. I SEE THE PHONES AND POINTS YOU MADE RELEVANT IN MY OWN LIFE. WE APPRECIATE THAT. I WILL ADDRESS, THE WAVERLEY HEIGHTS COMMUNITY . OBVIOUSLY, WE ARE NOT TRYING TO CREATE A CONTACT -- A CONFLICT. I KNOW MEANS, THAT IS NOT A COMMUNITY WE WOULD WANT TO CREATE A CONFLICT WITH. I'VE BEEN HERE FOR GOING ON 12 YEARS. SO I WILL SAY, YOU KNOW, WE HAVE AN OBLIGATION TO MAKE OUR CAMPUS SAFE. NOT SO MUCH FOR THE ADULT AND STUDENTS IN THE EVENING, BUT WE HAVE A DAY PROGRAM THERE NOW.

WE ARE WORKING WITH OUR BOARD AND COMMUNITY. WE HAVE NOT WORKED OUT ANY OF THE DETAILS. WE DO NOT KNOW WHAT THE FENCING IS GOING TO LOOK LIKE PER SE COMING IN. WHAT WE ARE GOING TO DO WITH THE GUARD SHACK, IF ANYTHING. RIGHT NOW, HAVE IT BUILT . WE DO NOT KNOW WHAT THE IN AND OUT TIMES WILL BE. THERE'S INFORMATION WE ARE STILL WORKING OUT THAT WE WILL COMMUNICATE OUT AND WORK WITH YOU AS MUCH AS WE CAN. WE KNOW WE HAVE OTHER SCHOOLS WE HAVE OPEN ACCESS TO ONCE A GROUP OF STUDENTS LEAVE. IT IS OPEN TO THE COMMUNITY AND ANTICIPATE SIMILAR THINGS HAPPENING WITH THE DIVINITY OVER IN WARILY HEIGHTS AS WELL. THEIR DETAILS WERE WORKING OUT. WE'RE NOT TRYING TO CREATE CONFLICT. TRYING TO MAKE SURE WE ARE WORKING WITH YOU ALL PLUS WORKING WITH THE SCHOOL TO MAKE SURE OUR PROGRAM IS AND THE STUDENTS ARE SAFE DURING THE TIME THEY ARE THERE. INFORMATION WILL COME OUT. I KNOW DR. HIATT WAS INTERVIEWED BY THE ACORN SO THERE MAY BE SOME INFORMATION IN AN ARTICLE TOMORROW . I WOULD ANTICIPATE SOMETHING COMING OUT SOON. WE HAVE YOUR CONTACT INFORMATION AND ANY QUESTIONS THAT CAME UP TONIGHT, WE HAVE RECEIVED OTHER QUESTIONS FROM THE COMMUNITY.

WILL BE PART OF HOW WE COMMUNICATE BACK OUT. MORE INFORMATION FOR YOU AT THIS POINT. THANK YOU.

>> CAN ADD ONE THING? >> I DO NOT WANT TO SELECT WHERE DOING STUFF WITHOUT PLANNING IT. THE REASON HAPPENED TO DATE THERE IS BECAUSE THE PARKING LOT WAS SLATED FOR REPAVING. WE ALSO DISCUSSED SCHOOL VIOLENCE AND -- ON CAMPUSES AS WELL AS SOME POSSIBLE SOLUTIONS TO THOSE. THAT IS ALL I HAVE FOR NOW.

THANK YOU SO MUCH AND HAVE A GREAT REST OF YOUR NIGHT.

>> THANK YOU VERY MUCH. NEXT UP, TRUSTEE KAREN SYLVESTER .

WILL START SOME COMMENTS WITH SOME VERY FUN STUFF I DID.

EVERYTHING I DO IS FUN, BUT SOME THINGS ARE LITTLE MORE FUN THAN OTHERS BUT AS IS MENTIONED, THE STUDENT REPORTERS. I ATTENDED MY FUSED UNIFIED BASKETBALL GAME AT WESTLAKE HIGH SCHOOL LAST WEEK. IT WAS INCREDIBLE. I HAVE HEARD ABOUT IT BUT WORDS COULD NOT DO IT JUSTICE. JUST LECTURING FROM THE CROWD , EVERY TIME A BASKET WAS CORPORATE EVERYONE JUMPED TO THEIR FEET. THE CHOIR WAS THERE, THE BAND WAS THERE, THE CHEERLEADERS WERE THERE BUT IT WAS AN AMAZING EVENT. I PLAN ON ATTENDING THE NEXT GAME WHICH IS TOMORROW AT THOUSAND OAKS HIGH SCHOOL. EXCELLENT. I HAD THE OPPORTUNITY AT THOUSAND OAKS HIGH SCHOOL SEE THE PROTECTION OF GREECE. AS I PROBABLY SAID BEFORE, ALL THREE OF MY KIDS WERE THEATER KIDS THAT I HAVE SAT IN THAT THEATER FOR HOURS AND HOURS ON END. BROUGHT BACK GREAT MEMORIES BUT IT WAS FUN TO SEE THAT TRADITION CONTINUING. THE STAGE JUST POPPED WITH KIDS SINGING AND DANCING THEIR HEARTS ARE.

THEY HAD MUSICIANS ON STAGE WHO WERE PLAYING. THE AUDIENCE WAS PACKED. THEY WERE WAY INTO IT. IN FACT, WHEN I WAS WAITING TO GET MY TICKET, THE STUDENT TURNED AROUND AND TOLD ME HOW GREAT THE PLAY WAS AND IT WAS HIS THIRD TIME SEEING IT . THAT IS EXACTLY WHAT I WANTED TO HEAR. IT IS SO GREAT TO SEE ARTS AND THEATER THRIVING IN THIS DISTRICT. CONGRATULATIONS TO THE WESTLAKE HIGH SCHOOL THEATER COMPANY, TO TRACY AND -- AND ALL OF THE GREAT WORK DONE BY THE CAST, CREW, AND VOLUNTEERS. I HAD THE OPPORTUNITY TO ATTEND THE THOUSAND OAKS YOUTH SUMMIT. THIS IS SOMETHING THAT IS ACTUALLY PUT ON BY THE CITY OF THOUSAND OAKS. YET. THE CITY OF THOUSAND OAKS. I GOT THAT RIGHT. DURING THIS, I HAD THE OPPORTUNITY TO CHAT WITH THREE DIFFERENT SETS OF STUDENTS.

TWO WERE HIGH SCHOOL STUDENTS AND ONE WAS A MIDDLE SCHOOL STUDENT. MOST OF THE STUDENTS WERE -- STUDENTS, BUT THERE WERE ALSO SOME PRIVATE SCHOOLS IN A NEIGHBORING SCHOOL DISTRICT REPRESENTED. THERE WERE ISSUES AND CONCERNS THAT THE STUDENTS BROUGHT UP WERE SAME AT THE PRIVATE SCHOOLS AND THE OTHER PUBLIC SCHOOLS AS THEY WERE AT OUR SCHOOLS. WHAT WE HEARD WAS ABOUT SOCIAL MEDIA USAGE AND THE ADDICTIVE QUALITIES. MEETING AND DRUG USE . SOCIAL AND EMOTIONAL AND MENTAL HEALTH SUPPORTS AND CELL PHONES IN THE CLASSROOMS.

[01:25:01]

HEARD A LOT OF POSITIVE FEEDBACK ON THE CENTERS AT OUR SCHOOL. -- OR THEY WERE REFINED ON HOW TO USE THE CENTERS. CELL PHONE USAGE. SEVERAL STUDENTS WHO HAVE TEACHERS THAT DO COLLECT PHONES PRIOR TO CLASS. THEY ARE VERY STRICT ABOUT THE USE DURING CLASS. ALL OF THE STUDENTS , THEY COULD TELL THE AMOUNT OF CLASS FOR DISSIPATION IN THOSE CLASSES WHERE THE FUNDS ARE NOT AVAILABLE WAS ACTUALLY HIGHER.

ALYSSA THOUGHT THAT USING A CELL PHONE DURING CLASS WAS VERY DISTRACTING AND DISRESPECTFUL. I HAD THE OPPORTUNITY LAST WEEK ALONG WITH PRESIDENT GOLDBERG TO ATTEND THE MORNING PORTION OF THE HATCHING TRAINING. THIS IS TRAINING THE DISTRICT IS PROVIDING TO ALL OF OUR SCHOOL COUNSELORS. IT WAS ACTUALLY INCREDIBLY INFORMATIVE .

INTERACTIVE FOR THEM. WE HAD TO SIT AND WATCH FOR THE FOCUS OF THE MEETING WAS ON TIER TWO INTERVENTIONS. IT WAS NOT JUST ABOUT CLASSIFYING STUDENTS BY GROUP AND LOOKING AT WHAT THE ISSUE WAS GLOBALLY . IT WAS REALLY UNDERSTANDING THE ROOT CAUSE OF WHAT IS CAUSING THIS BEHAVIOR CAN WEATHER IT WAS A CHRONIC CAPTAIN TEASES HIM OR POOR GRADES. NOT EVERY STUDENT WAS EXPERIENCING THAT FOR THE SAME REASONS. THE ROOT CAUSE ANALYSIS WAS DONE TO BE ABLE TO ADDRESS AND WORK ON THOSE CAUSES. HONESTLY, THAT WILL NECESSITATE MORE SOLUTIONS.

AT THE OPPORTUNITY AS PART OF THE CALIFORNIA SCHOOL BOARD ASSOCIATION LEGISLATIVE ACTIONS WEEK TO MEET WITH JACKIE IRWIN. SHE WAS OUR CALIFORNIA ASSEMBLY MEMBER. SHE VOICED HER SUPPORT FOR PROTECTING EDUCATION WHILE ACKNOWLEDGING THE REALITY AND THE POTENTIAL ISSUES SURROUNDING THE STATE BUDGET. SHE WAS SUPPORTIVE OF MAINTAINING AND SUSTAINING OUR EXISTING PROGRAMS AND ALSO AGREED TO SUPPORT SB 1315.

THIS WAS MY PERSONAL FAVORITE. THIS SENATE BILL WOULD REQUIRE THE CDE TO PRODUCE A REPORT ASSESSING THE NUMBER AND TYPES OF REPORTS DISTRICTS ARE REQUIRED TO COMPLETE EACH YEAR.

SO LOOKING AT THE USAGE , ARE THESE REPORTS ACTUALLY USED AND ARE THEY USABLE? ALSO, THE ADMINISTRATIVE COST OF THE DISTRICT OF HAVING TO SUBMIT ALL OF THESE REPORTS. THIS SENATE BILL HAS NOT BEEN PASSED YET. YESTERDAY, I WENT TO OF BUDGET MEETING . I SIT ON THAT COMMITTEE. WE SPENT SOME TIME DISCUSSING AND REWORKING THE GOALS FOR THAT IS ACTUALLY ON THE AGENDA TONIGHT. I WILL TALK ABOUT IT THEN. WE ALSO BROKE INTO SMALL GROUPS TO ASSESS THE RELATED GOALS OF GOAL TWO. THAT RELATES PRIMARILY TO STAFF PROFESSIONAL DEVELOPMENT AND RECRUITMENT. THERE ARE SOME GOOD IDEAS GENERATED BY THE GROUPS AND CAPTURED AND WE WILL NEXT WANT TO GOALS THREE AND FOUR. THE NEXT PORTION OF THIS IS A PSA. LAST WEEK, THE CITY COUNCIL PROCLAIMED CROSSING GUARD APPRECIATION WEEK THAT I FULLY SUPPORT THAT AND I APPRECIATE THE CROSSING GUARD TO WORK FOR US. I WANT TO MAKE ANOTHER PLEA. SOME OF OUR STUDENTS TAKE BUSES TO SCHOOL.

I WAS RECENTLY GOING UP THE ROAD AND A BUS WAS STOPPED AT A BUS STOP AND HAD THE LITTLE STOP SIGN ON AND THE LIGHTS BLINKING. I STOPPED AND TWO CARS WENT AROUND ME AND CONTINUE DRIVING. I WANTED TO, IT DOES NOT HAPPEN VERY OFTEN , BUT PLEASE WHEN YOU SEE A SCHOOL BUS AT THE LIGHTS FLASHING AND STUDENTS MIGHT BE CROSSING THE STREET, PLEASE WAIT FOR ONE OR TWO MINUTES. FINALLY, I WANT TO SAY THANK YOU TO THE CHAMBER AND THAT THE RPD FOR ORGANIZING THE PRINCIPAL HALF-DAY EVENT. I GOT TO ATTEND THE LUNCHEON WHERE HE HEARD FROM A LOT OF THE COMMUNITY MEMBERS WHO SHARED THEIR EXPERIENCE OF THE HALF-DAY AT ALL OF OUR SCHOOL SITES. MY TAKEAWAYS FROM LISTENING TO THEM ARE THAT PRINCIPLES ARE ALL TRULY SPECIAL PEOPLE WHO FORM DEEP CONNECTIONS WITH STUDENTS ON THEIR CAMPUSES. THAT WAS MUCH IN TIME AND TIME AGAIN.

THE OTHER THING WAS THERE WAS QUITE A LOT HAPPENING AT OUR SCHOOL IS AS WE INNOVATE TO EDUCATE OUR CHILDREN. MOST PEOPLE SPOKE ABOUT HOW DIFFERENT AND BETTER THE TEACHING AND EDUCATION WAS TODAY VERSUS WHEN THEY WERE IN OUR SCHOOLS. AT BOARD MEETINGS WE TALK ABOUT MANY THINGS BUT HONESTLY, IT IS OUR SCHOOLS. TEACHERS AND STAFF REALLY MAKE THE MAGIC HAPPEN. I WANT TO APPRECIATE ALL OF OUR PRINCIPALS, TEACHERS, STAFF. HAPPY SPRING BREAK TO EVERYBODY! I HOPE IT IS A GREAT TIME TO RECHARGE AND COME

[01:30:02]

BACK TO FINISH THE SCHOOL YEAR. WE KNOW WHAT WE ARE BACK FROM SPRING BREAK, THINGS JUST ACCELERATE.

TRUSTEE GORBACK? >> THANK YOU. GOOD EVENING.

WELCOME TO THE FINAL DAYS OF WOMEN'S HISTORY MONTH THAT I WANT TO ADDRESS THE COMMENT TO MY FELLOW TRUSTEE. I WAS SO IMPRESSED BY YOUR GROUP OF STUDENTS MONDAY AFTERNOON. I MEAN, I JUST SAID, I HOPE THIS IS BEING RECORDED. I WOULD LIKE TO SEE THESE COMMENTS AGAIN. THE WOMEN THAT MOTIVATED THEM.

IT WAS SO SPECIAL. IT WAS WONDERFUL. CONGRATULATIONS TO ALL THE INCREDIBLE ACCOMPLISHMENTS BY THE STUDENTS WE HONORED EARLIER THIS EVENING. THANK YOU FOR THE STUDENT REPORTERS FOR THAT IS ALWAYS THE FUN TIME TO SEE WHAT IS OPENING -- HAPPENING ON THEIR CAMPUSES BUT I SAY THANK YOU TO THE SPEAKERS WHO CAME OUT TONIGHT.

IT WAS NOT A HOSTILE TAKEOVER, BUT IT WAS VERY IMPASSIONED.

WE DO LISTEN. THE VENTURA COUNTY OF EDUCATION EQUITY CONFERENCE . I ATTENDED THAT. OUR WHOLE COUNTY EMPHASIZES THE DIVERSITY IN OUR HOLT COUNTY. WE HEARD FROM NATIVE AMERICAN SPEAKERS SINGER WHO TALKED ABOUT THE ORIGINS OF THIS LAND. AND NOT ONLY TALKED, BUT THING. IT WAS VERY IMPRESSIVE AND I ENJOYED THAT A LOT. CONGRATULATIONS TO OUR TEACHER OF THE MONTH, ALLIE -- WHEN WE HONOR A TEACHER OF THE MONTH, WE REALLY RECOGNIZE THE RIGHT TEACHERS ARE PARTS OF STAFF.

GREAT STAFF SUPPORT GREAT TEACHERS. IS UNLIKE CONGRATULATIONS TO ALLIE, IT IS CONGRATULATIONS TO THE WHOLE IMMUNITY. I THE OPPORTUNITY TO VISIT THE EXTRAORDINARY ARTS PROGRAMS AS WAS PREVIOUSLY SAID. I ATTENDED THE CRUCIBLE.

THE ACTING WAS SO MOVING. CONGRATULATIONS TO THEM. I ATTENDED THE BERRY PARK SPRING BAND CONCERT. THOUSAND OAKS AND LOWE'S DORITOS, EXCELLENT JAZZ BAND CONCERT. AND WESTLAKE HIGH SCHOOL IS VERY FUN PRESENTATION OF GRACE. AS WAS PREVIOUSLY SAID , THE MUSIC, THE SITTING , I MEAN, THAT IS A SMALL THEATER. BUT I THINK THE SINGING KNOCKED THE ROOF OFF. I ALSO HAD THE CHANCE TO MEET DIRECTLY AND OBSERVE THE PASSION OF THE STUDENT FUTURE LEADERS ARE COMMUNITY AT THE SUMMIT , DISCUSSING ISSUES WITH STUDENTS WHO SHOWED THEIR WISDOM AND PASSION AND KNOWLEDGE OF ISSUES AFFECTING THE SCHOOLS AND COMMUNITIES GOOD I WAS VERY IMPRESSED WITH OUR FUTURE LEADERS. WE ARE IN GOOD HANDS.

I HAD A DOUBLE OPPORTUNITY AT -- HIGH SCHOOL AS WAS SAID BY THE REPORTER , JOCELYN JIMENEZ. I WAS THERE WITH BRIAN. TO SEE THE HONORING OF THE STUDENTS. I LOVE THE FACT THEY DID NOT HONOR, YOU KNOW, THE HIGHEST GPA. THEY HONORED KINDNESS , INTEGRITY, WARMTH. EACH TEACHER SPOKE OF THE IMPACT OF THAT STUDENT ON THEIR CLASS. IT WAS VERY INSPIRING.

THE UNIQUENESS OF THAT CAMPUS WAS EXHIBITED IN A PERSONAL WAY. EACH TEACHER ADDRESSED THE STUDENTS. I WENT BACK LATER IN THE DAY. THEY ARE IN THE MIDDLE OF A PICKLE BALL TOURNAMENT. I WENT AND PLAYED PICKLE BALL WITH STUDENTS. THAT WAS A LOT OF FUN. THEY PLAYED ON COURTS THAT WERE KIND OF , WE NEED TO GIVE THEM BETTER COURTS.

>> YOUR SPEECH THAT I THOUGHT YOU WERE GOING TO BE BEFORE YOU MENTIONED THAT.

THE MOST HEARTWARMING OFFENSE I WENT TO, AND WENT TO TWO EVENTS IN THE LAST FEW SCHOOL DAYS. THE UNIFIED BASKETBALL GAME AT SEX WAS , AS ALWAYS, MOVING . A FUN EXPERIENCE. IT WAS FUN TO SEE THOSE KIDS WHO ARE USUALLY IN THE STANDS CHEERING ON THE ATHLETES WE HONORED EARLIER. BUT THIS TIME, IT WAS THEM GIVING THE APPLAUSE . SEEING THE REACTION. YOU CAN SEE HANDS GOING UP WHEN THEY SCORED. EXCITEMENT. IT WAS A FUN, FUN EXPERIENCE. LAST THING I DID. IT IS ALSO A WARM AND FUN EXPERIENCE YESTERDAY, I WENT TO CAMP -- TO VISIT OUR SIXTH GRADERS FROM REDWOOD. AGAIN, I WOULD LIVE THERE. IT IS A FUN

[01:35:09]

ENVIRONMENT.

TO BE THERE. THE VIEWS, THE WONDERFUL -- AND THE INTERACTION BETWEEN THE HIGH SCHOOL COUNSELORS AND THE KIDS.

THAT WAS WONDERFUL TO SEE. I CANNOT LEAVE OUT THE STAFF. THE DEDICATION OF THE TEACHERS THAT GO DOWN THERE AND SHARE AND LEAD AND THINGS LIKE THAT. FANTASTIC TO ALL OF YOU, HAVE A GREAT AND SAFE SPRING BREAK. WE WILL SEE YOU BACK AT THE BEGINNING OF APRIL.

>> THANK YOU VERY MUCH . NEXT, TRUSTEE GIL . THAT GOOD EVENING, EVERYONE. I KEEP EXPECTING THAT TAYLOR WILL COME IN AND GIVE US ALL A RESPONSE. HE WAS A ROLE MODEL FOR ME AND I DON'T PEOPLE ALL ACROSS THE SCHOOL COMMUNITY AND CONEJO VALLEY TO SAY WE ARE GOING TO MISS HIM TERRIBLY.

SO MUCH AS HAPPENED SINCE WE WERE TOGETHER . MY COLLEAGUES HAVE CAPABLY REPORTED ON MUCH OF IT SO I WILL BE VERY BRIEF.

I WANT TO NOTE THAT I PARTICIPATED IN LEGISLATIVE ACTION WEEK. I APPRECIATE THE SCHOOL BOARD ASSOCIATION HELPS US INCORPORATING THOSE DEDICATED OPPORTUNITIES FOR US TO SPEAK WITH OUR LEGISLATORS. THE CALIFORNIA LEGISLATION -- LEGISLATURE, HAS CHANGED SOMEWHAT SINCE TERMS HAVE BEEN INITIATED. THERE ARE A LOT OF NEW MEMBERS ACROSS THE LEGISLATURE. WE ARE REALLY FORTUNATE THAT WE HAVE VERY SENIOR EXPERIENCED AND VERY SUPPORTIVE REPRESENTATIVES OF THE ASSEMBLY AND STATE SENATE. -- A GREAT OPPORTUNITY TO SPEAK WITH THEM. THEY APPRECIATE HEARING FROM US ABOUT OUR PERSPECTIVES. THIS WAS AN OPPORTUNITY TO TO ASK THEM, DESPITE THE DIFFICULTIES THAT CALIFORNIA IS EXPERIENCING IN ITS BUDGET , TO IMPRESS UPON THEM TO USE THEIR SONORITY AND USE THEIR EXPERIENCE AND THEIR VOICES TO INSIST THAT STABILITY IS WHAT WE NEED FOR OUR STUDENTS. FULL AND FAIR FUNDING IS REALLY, REALLY IMPORTANT.

THOSE MESSAGES WERE LISTENED TO AND HEARD BY OUR LEGISLATURE. I APPRECIATE THAT. I SAY THANK YOU TO THOSE WHO PARTICIPATED IN THE THOUSAND OAKS YOUTH -- THAT WAS A WONDERFUL AFTERNOON WITH CANDID REFLECTIONS FROM DIFFERENT SCHOOLS IN DIFFERENT AGES SHARING WITH US POSSIBLE SOLUTIONS TO THE CHALLENGES WE SHARE . I APPRECIATED THAT. I ALSO ATTENDED THE -- HIGH SCHOOL MAGNIFICENT PREDICTION OF THE CRUCIBLE. THERE WERE MESSAGES COMING FROM THOSE ACTORS ON STAGE. IT SPOKE TO SOME OF THE THINGS WE ARE EXPERIENCING TODAY. I APPRECIATED THAT.

I WENT TO OUTDOOR SCHOOL AND LIKE I COLLEAGUE , TRUSTEE GORBACK, I WOULD LOVE TO LIVE THERE. I TOOK A HIKE WITH SOME OF THE STUDENTS FROM SEQUOIA AND EXPERIENCED THEM LEARNING ABOUT THE PLANT LIFE . I WAS IMPRESSED WITH THEIR KNOWLEDGE AND HOW MUCH THEY SEEM TO BE ENJOYING THEMSELVES. FINALLY, I WISH EVERYONE A VERY HAPPY, HEALTHY SPRING BREAK. ENJOY! REST, RELAX, AND COME BACK TO US SAFELY THANK YOU.

>> THANK YOU. TRUSTEE EVANS POWELL?

>> THANK YOU , EVERYBODY. I'M HAPPY TO BE HERE TONIGHT. THANK YOU TO OUR STUDENT REPORTERS AND THOSE WHO CAME OUT TONIGHT WHO GAVE PUBLIC COMMENT. AS MANY OF YOU KNOW, I HAVE THE SPECIAL TREAT OF ORGANIZING MY OWN SON'S TEAM. I WANT TO SAY IT HAS BEEN AN ABSOLUTE JOY BEING A BASKETBALL MOM FOR FOUR YEARS FOR AN EVEN GREATER JOY TO GET THE OPPORTUNITY TO WATCH THESE YOUNG ATHLETES GROW AND DEVELOP CLOSE-UP, REALLY. THIS YEAR'S SEASON WAS HISTORY MAKING FOR THOUSAND OAKS HIGH SCHOOL. I KNOW THE TEAMS WILL CARRY THESE MEMORIES AS WELL AS THE LESSONS THEY HAVE LEARNED FROM THE COACHES AND FROM THE LEADERS OF A COMPETITIVE ATHLETIC ENVIRONMENT. I WANT TO TAKE THIS OPPORTUNITY TO EXTEND MY CONDOLENCES TO THE FAMILY AND FRIENDS OF BRETT TAYLOR. I KNOW HE WAS AN ICON IN THIS COMMUNITY. HE WAS AT ALL OF OUR BASKETBALL GAMES. I KNOW I WILL BE BACK FOR BASKETBALL GAMES NEXT ASKED -- NEXT YEAR.

IT WILL FEEL A VERY STRANGE TO NOT HAVE BRETT TAYLOR THERE.

I'VE ENJOYED HEARING HOW SCHOOLS ARE CELEBRATING WOMEN 'HISTORY MONTH AND DISABILITY HISTORY MONTH. MY FAVORITE

[01:40:03]

EXAMPLE WAS THE BULLETIN BOARD AT ACACIA ELEMENTARY. THEY CELEBRATED THE INTERSECTIONALI TY OF WOMEN AND DISABILITY.

THEY HIGHLIGHTED WOMEN IN THE DISABILITY COMMUNITY. NOT THAT WE NEED AN EXCUSE TO CELEBRATE DISABILITY, BUT DISABILITY HISTORY MONTH IS A WAY OF SETTING TIME ASIDE TO REALLY EXPLORE AND LEARN ABOUT IMPORTANT FIGURES IN THE DISABILITY COMMUNITY , AND IMPORTANT CONCEPTS AROUND DISABILITY HISTORY. RECENTLY, I'VE ENGAGED IN DISCUSSIONS AROUND ABLEISM AND HOW IMPORTANT IT IS , HOW IMPORTANT LANGUAGE IS WHEN WE ARE TALKING ABOUT DISABILITY IN THE DISABILITY COMMUNITY. THERE WAS A VIDEO SHARE THAT EXPLAINS TO ALL OF US WHO WERE THERE WHY THE TERM SPECIAL NEEDS WHEN REFERRING TO SOMEONE WITH A DISABILITY IS INAPPROPRIATE. I REALLY FOLKS TO TAKE TIME IF YOU HAVE NOT ALREADY TO EXPLORE THE DISABILITY CELEBRATIONS TOOL KIT. WE TALKED ABOUT IT HERE MANY TIMES TO HONOR OUR WEBPAGE. I AM NOT SURE IF IT IS IN SEVERAL LOCATIONS WITHIN THE EXTENSIVE RESOURCES FOR PEOPLE TO LEARN AND THEY ARE ALWAYS UPDATING IT. HERE IS A SNIPPET OF A PASSAGE FROM THE TOOLKIT. THE WAY THE SOCIETY THINKS ABOUT DISABILITY IS ALWAYS EVOLVING. CURRENTLY, BEING AMONG DISABLED PEOPLE AND ALLIES OF THE PREFERENCE FOR THE SOCIAL MODEL OF DISABILITY RATHER THAN THE MEDICAL MODEL.

THE MEDICAL MODEL OF DISABILITY APPROACHES PEOPLE WITH DISABILITIES AS THE PROBLEM. THEY TRIED TO FIX THE DISABILITIES SO THEY CAN FUNCTION IN A WORLD NOT BUILT FOR THEM. THE SOCIAL MODEL OF DISABILITY LOOKS AT BARRIERS AND SOCIETY AS THE PROBLEMS THAT REQUIRE SOLUTIONS RATHER THAN PLACING THE RESPONSIBILITY ON THE DISABLED AND PEOPLE ARE ENCOURAGED TO BE BE THEIR AUTHENTIC SELVES. SOCIETY NEEDS TO CHANGE TO PROVIDE ACCOMMODATIONS, ACCESSIBILITY, EQUITY, AND INCLUSION FOR DISABLED PEOPLE. -- DUE TO BEING OUT OF TOWN. I'M SO GLAD THE OTHER TRUSTEES WERE AT THE LUNCHEON TO REPRESENT. IT SOUNDED LIKE A GREAT EVENT WITH GREAT TURNOUT. I THINK FINALLY BACK TO, I'M SORRY, TUESDAY. WAS IT TUESDAY? TODAY IS WEDNESDAY.

DAY IS IT? SORRY. IT IS A GREAT WAY FOR COMMUNITY MEMBERS TO LEARN MORE ABOUT OUR SCHOOLS WOULD I LOOK FONDLY BACK TO MY TIME THERE SEVERAL YEARS AGO DURING THIS EVENT. I WANTED TO GIVE A SHOUT OUT TO OUR PRINCIPLES. I KNOW VERY WELL HOW CHALLENGING THAT ROLE CAN BE. I REALLY SAY THANK YOU ALL FOR WHAT YOU DO. THE CITY OF THOUSAND OAKS YOUTH SUMMIT WAS ESTABLISHED . FOLKS SHARED ON IT SO I WILL NOT GO INTO DETAIL BUT I REALLY GOOD ENGAGING WITH YOUTH BUT IT WAS HIGH SCHOOL AND MIDDLE STUDENTS AND THEY WERE SO GREAT. THEY WERE SO WELL SPOKEN AND A GREAT IDEAS AND SHARED AND IT WAS JUST A REALLY LOVELY AFTERNOON WITH THEM. I ATTENDED PART OF THE LATINO YOUTH CONFERENCE AT THOUSAND OAKS HIGH SCHOOL COUPLE WEEKS AGO. EIGHT RIDERS -- AND SPENT TIME WITH IT WAS REALLY STUDENT LED BY THOUSAND OAKS STUDENTS. IT IS ALSO GOOD EXAMPLE OF A COMMITTEE PARTNERSHIP AND AUW WAS THERE TO HELP. STAFF, STUDENTS, EQUITY PARTNERS PUT ON A GREAT EVENT TO HELP EIGHTH-GRADERS THEY CAN AHEAD TO TRANSITIONING TO HIGH SCHOOL. WE NOTE THAT TRANSITION IS SO IMPORTANT TO MAKE SURE STUDENTS ARE SUPPORTED ALONG THAT ROAD. I AM REALLY GRATEFUL THAT EVENT TOOK PLACE. FINALLY, I WANT TO SAY THANK YOU TO THE MEMBERS OF THE BUDGET COMMITTEE OR THE FRUITFUL DISCUSSIONS YESTERDAY IN OUR MEETING. I KNOW THERE IS A SIGNIFICANT AMOUNT OF WORK TO BE DONE REGARDING THE DESIGN OF THE NEW DOCUMENT FOR THE NEXT THREE YEAR CYCLE. THERE IS QUITE A BIT OF A DISCUSSION AROUND THE GOALS WHICH PROVIDE THE FRAMEWORK FOR THE DOCUMENT, AS WELL AS WHAT WE DO AS A DISTRICT. WE WILL BE DISCUSSING THOSE LATER TONIGHT BUT THERE WAS A VERY DETAILED ANALYSIS OF DASHBOARD INDICATOR WITH THE BREADTH OF WHAT WE WANT TO SEE IMPROVEMENT IN KEY INDICATORS.

WE DID SOME SMALL GROUP WORK AS TRUSTEE SYLVESTER EXPLAINED AROUND GOAL NUMBER TWO. I'M LOOKING FORWARD TO HEARING ABOUT WHAT IS LEARNED FROM ALL THE DATA FROM OUR SURVEYS AND OUR INTERVIEWS AND DISCUSSIONS WITH VARIOUS GROUPS ACROSS THE DISTRICT IN THE NEXT COUPLE OF MONTHS. I WISH EVERYBODY A VERY RELAXING SPRING BREAK AND HAPPY EASTER TO THOSE WHO

CELEBRATE. THANK YOU. >> THANK YOU VERY MUCH. I WOULD LIKE TO CELEBRATE THE LANCERS FOR ALL OF THEIR WOODS.

AND TO CELEBRATE -- EXACTLY. THAT IS A WIN FOR ANY BOARD MEMBER.

[01:45:02]

COVERED ALREADY. THE CITY YOUTH LEADERSHIP SUMMIT, I WANT TO GIVE A SPECIAL THANK YOU TO SARAH MILLS FOR GUIDING THE STUDENTS AND TO CVUSD -- FOR PLANNING AND LEADING THEIR TEAM FOR SUCH A MEANINGFUL AND INFORMATIVE EVENT. MY ONLY REGRET WAS MISSING TRUSTEE GORBACK'S KEYNOTE SPEECH.

THANK YOU FOR HIGHLIGHTING UNIFIED SPORTS. THE TRULY UNIFYING NATURE OF THAT EVENT. CHEERING ON STUDENTS FROM ACROSS THE BOARD, CHEERING ON OUR STUDENTS. IT IS PHENOMENAL.

I WILL STICK TO TWO THINGS. FIRST, I WANT TO GRADUATE OUR AMAZING -- AND COUGARS ON AN IMPRESSIVE VICTORY IN THE AREA

OF SPEECH INNOVATE. >> KALINA HAS BEEN A LOCAL LEADER FOR A VERY LONG TIME. THIS YEAR, A NUMBER OF -- FROM SYCAMORE CANYON PARTICIPATED IN THE COLLEGE DEBATE TRY LEAGUE TOURNAMENT IN PASADENA -- THAT IS A VERY ELITE PRIVATE SCHOOL. THERE WERE 19 SCHOOLS IN ATTENDANCE AND 106 TEAMS WITH 298 INDIVIDUAL CONTENDERS. OUR THREE SCHOOLS COMPETED AGAINST THESE PRIVATE SCHOOLS. POLYTECH, HARVARD WESTLAKE, CAMPBELL HALL, OAKWOOD, AND THE LIKE. -- THEY WON FIRST PLACE IN THE TOURNAMENT OUT OF 19 SCHOOLS.

AND -- WON THE FIRST SPEAKER AWARD OUT OF 298 SPEAKERS. IT TAKES A VILLAGE TO MAKE SOMETHING LIKE THIS HAPPEN AND I WANT TO SAY THANK YOU TO THE AMAZING CHRISTIE AND WHO RUNS THE DEBATE PROGRAM AND TAKES RESPONSIBILITY THAT ALLOWS OTHER SCHOOLS TO COMPETE IN TOURNAMENTS LIKE THIS. I WANT TO RECOGNIZE THE FABULOUS WESTLAKE HIGH SCHOOL DEBATE CLUB WHOSE MEMBERS HAVE BEEN VOLUNTEERING TO COACH THE LOW CERRITOS TEAM. THEY DO NOT HAVE A TEAM DEDICATED TO DEBATE AND THEIR TEAM JUST STARTED LAST YEAR. WHAT THEY'VE ACCOMPLISHED IN ONE SHORT YEAR IS REMARKABLE. MIDDLE SCHOOL STUDENTS AND FAMILIES COULD NOT SAY ENOUGH GREAT RINGS ABOUT THE WORRIERS . OVER AND ABOVE EFFORTS AND DEDICATION THAT ENABLED THEM TO COME OUT ON TOP. I WANT TO NOTE THAT THREE OF THOSE WESTLAKE HIGH SCHOOL DEBATE STUDENTS QUALIFY FOR THE NATIONAL SPEED AND DEBATES TOURNAMENT THAT WILL BE HELD IN DES MOINES, IOWA, IN JUNE. LOOKING FORWARD TO FOLLOWING ALL OF THEIR JOURNEYS. BEFORE I CLOSE, I WILL EXPRESS MY HOPE THAT YOU ALL ENJOY A GREAT SPRING HOLIDAYS AND ALL WELL-DESERVED SPRING BREAK. I WANT TO TAKE A MOMENT TO TALK ABOUT OUR FRIEND , BRETT TAYLOR. THE NEWS HIT ANY OF US LIKE A THUNDERBOLT. AS IT BEGINS TO SINK IN, AND I WILL ADMIT I STILL AM SHOCKED AND IN A LITTLE BIT OF DENIAL ABOUT BRETT'S PASSING. HER STORIES POPPED UP. JUST AS HE WOULD LIKE IT. HE WAS PROUD OF HIS BEING IN THE COMMUNITY AND HE WAS PROUD OF BEING BRETT MILLER. HE LOVED WEARING HIS FIRST RESPONDER UNIFORM.

WESTLAKE HIGH SCHOOL EMBROIDERED JACKET THAT SHOWED HE BELONGED. MOST OFTEN, HE HAD A TEAL SHIRT ON UNDERNEATH.

BRETT WAS A KEY PART OF THE CORE FABRIC OF THE CONEJO VALLEY COMMUNITY. HE ALWAYS HAD NEWS FOR YOU. I KEEP WAITING FOR HIM TO COME AROUND THE CORNER RB AT THE END OF THE FIELD OR RUSH OVER TO ME AND ASK, DID YOU TALK TO HARRISON? TELL ME, THE PLAYER WILL NOT LET ME -- CAN YOU FIX THAT? DID YOU HEAR WHAT THAT BLONDE LADY SAID? WHAT THE BLONDE LADY SAID TO ME? ARE YOU GOING TO FIGHT HER FOR IT? WHEN AM I GOING TO GET MY JACKET? THE GREEN HALL IS MAKING A MESS. I'LL GO TELL THEM MY BOSS IS NOT GOING TO LIKE IT. -- USED TO TAKE ME TO THE MEETING SO I COULD GIVE A REPORT. I MISS THOSE REPORTS.

BRETT CARED ABOUT EVERYONE IN HIS ORBIT AND FOR A GUY WITHOUT A CAR, HE HAD A REALLY LARGE ORBIT. HE LOVED EVERYONE AND LEFT HE DID NOT. IN TURN, WE ALL LOVED HIM. HIS SMILE, HIS VOICE, HIS MANNER AND DEMEANOR, HIS TOTAL AND COMPLETE WARMTH AND GENEROSITY OF SPIRIT. HE LOVED HIS MARCH BUT HE WOULD JUST AS SOON GIVE IT TO YOU AS KEEP IT. MOST OF IT, NOT THE BASEBALL RING. THAT WAS NOT GOING ANYWHERE. HE WOULD GIVE YOU ALL OF HIS TIME. 100% OF HIS EFFORT AND 100% OF

[01:50:04]

HIS HEART AND STILL HAVE THE TIME AND ENERGY AND LOVE FOR EVERYONE ELSE IN THIS COMMUNITY. MAYOR BRETT WAS VERY EXCITED ABOUT BEING GRAND MARSHAL. I JOKED WITH HIM THAT THE AWARD AT THE DISTRICT WITH M AT THE END OF THE YEAR WAS NOT GOING TO MEAN MUCH AFTER THAT. HE WAS ADAMANT HE HAD NEVER GOTTEN ONE AND IT MEANT A LOT TO HIM BECAUSE HE MEANT A LOT TO HIM.

I HOPE YOU KNOW HOW MUCH HE MEANS TO ALL OF US. I THINK YOU HAVE AN INKLING PAID HE WOULD BE FLOORED IF HE KNEW THE DEPTHS INTO WHICH HE LEFT HIS MARK ON THE CONEJO VALLEY. HE IS LOVED , HE IS MISSED. I KNOW FIRSTHAND WHAT A HUGE INFLUENCE HE HAD AND WILL CONTINUE TO HAVE. HIS LESSONS ARE STRONG AND LIFELONG. I KNOW HIS MEMORY WILL BE A

[I. Comments - Superintendent]

BLESSING. I WILL TURN IT OVER TO DR. MCLAUGHLIN.

>> GOOD EVENING. A QUICK ANNOUNCEMENT. A STATEMENT ON MY END. THIS LAST WEEK, WE HAD A SUPERINTENDENT MEETING AT THE COUNTY OFFICE OF EDUCATION. THAT ALLOWED ME TO WALK OVER AND SET SOME TIME AT THE COUNTY SCIENCE FAIR. YOU KNOW, I WOULD LIKE TO POINT OUT I AM SOMEWHERE. VERY SELDOM , IT VERY SELDOM HAPPENS BUT I'M OVER THERE WITH A GROUP OF SUPERINTENDENTS. OUR STUDENTS DID VERY WELL . THERE ARE A LOT OF STUDENTS MOVING ONTO THE NEXT LEVEL OF THE SCIENCE FAIR.

THAT WAS A VERY PACKED ROOM. NOT MUCH SPACE TO MOVE AROUND IN AND GET AROUND TO ALL THE EXHIBITS AND HEAR FROM OUR STUDENTS. I DID GET TO HEAR FROM A COUPLE OF THOUSAND OAKS STUDENTS . I RAN INTO SOME OF OUR TEACHERS. THAT WAS GREAT.

THE OUTCOME OF THE CONVERSATION AND WHAT I WANTED TO SHARE WAS WALKING BACK WITH ACCOUNTING SUPERINTENDENTS. WERE HAVING A CONVERSATION ABOUT BOARD MEMBERS AND OFFENSE. I MADE THE STATEMENT. I SAID I CANNOT EVEN COME CLOSE TO KEEPING TRACK OF WHERE ALL MY BOARD MEMBERS ARE. ARE YOU WITH THEM AND EVERYTHING THEY GO TO? I WAS, LIKE, I CANNOT. I LITERALLY DO NOT KEEP TRACK OF WHERE THEY ARE AT. I CAN'T. ALLOW THEM TO GO ON CAMPUS WITHOUT YOU? YOU ALLOW THEM TO INTERACT WITH YOUR MINISTRATION? ON THE RESPONSES, I TRUST MY BOARD. I TRUST THE STAFF ON OUR CAMPUSES. FOR ME , I THINK IT IS REALLY IMPORTANT I DO NOT HAVE TO BE BY YOUR SIDE. I TRUST YOU ARE LOOKING OUT FOR THE BEST OF THE DISTRICT AND YOU ARE OUT THERE LOOKING AND WATCHING OUR KIDS AND WHAT IS HAPPENING ON THE SCHOOL CAMPUSES AND TALKING TO ADMINISTRATORS AND TEACHERS. NONE OF THAT BOTHERS ME.

WHEREAS OTHER SUPERINTENDENTS IN THE COUNTY HAVE A DIFFERENT OPINION AND THEY WOULD NEVER LEAVE THEIR BOARD OUT ON CAMPUS WITHOUT THEM. I SAY THANK YOU FOR BUILDING THAT TRUST. I WOULD NEVER GET ANY WORK DONE IF I KEPT UP WITH YOU ALL ANYHOW BUT I THINK IT IS A KEY PIECE TO OUR COMMUNITY TO KNOW WHEN THEY GIVE THESE REPORTS AND SPEND AN HOUR GOING THROUGH THEM, THAT YOU ARE ALLOWED ON CAMPUS AND YOU ARE SEEING WHAT IS HAPPENING. I APPRECIATE THAT. THE COMMUNITY SHOULD APPRECIATE THAT BECAUSE OUR SCHOOLS APPRECIATE AT IT. THE TRUST I HAVE WHEN YOU'RE OUT THERE IT MEANS A LOT. THANK

YOU. >> VERY GOOD.

>> THINK WE HAVE NO ITEMS FOR SECTION 3, ACTION ITEMS

>> THANK YOU. A QUICK COMMENT. FIRST AND ONLY, THE POST ON SOCIAL MEDIA. WITH TEARS IN MY EYES ABOUT BRETT. AT THE TURN-OF-THE-CENTURY , COMPETING AGAINST MY INNER ARCHRIVAL

[01:55:03]

AND MY GREAT FRIEND, GEORGE HURLEY. WE USED TO BOUNCE BACK AND FORTH AND GEORGE WAS UP ONE DAY AT THOUSAND OAKS AND SAYS, COACH, HE WILL GIVE ME, IF I WOULD BE ON HIS STAFF AND HE WENT OUT AND HE WOULD GO BACK TO GEORGE. BUT THE GREAT THING THAT I PUT IN THERE WAS THAT HIS SMILE AND HIS PRESENCE MADE YOU NEVER REALLY FORGET WHAT YOU WERE DOING ON THAT FIELD IN THE GRASS WITH THOSE KIDS AND IT WAS REALLY SPECIAL.

AND I AM THE PROUD PRINCIPAL OF THE CONEJO VALLEY EDUCATION.

THANK YOU, SUPERINTENDENT LAUGHLIN -- MCLAUGHLIN, BOARD OF TRUSTEES TO SHARE WITH YOU ABOUT OUR SCHOOL. AND HOPEFULLY, SHED SOME LIGHT ON THAT DEEP SECRETS OF ADULT EDUCATION. IN THE STATE, QUITE FRANKLY, BUT FOR SURE IN THE COUNTY. THANK YOU FOR THE OPPORTUNITY TO SHARE ABOUT OUR SCHOOL. A LITTLE BIT OF HISTORY TO START WITH. WE WERE FOUNDED IN 1969. THERE WE GO.

HE TOLD ME HE WAS GOING TO PUSH THE BUTTON . TO THE WAVERLEY

HEIGHTS COMMUNITY I WOULD NOTE. >> I'VE BEEN ON THE CAMPUS SINCE 2008 IN A COUPLE CAPACITIES. LOTS OF PEOPLE AND LOTS OF FOLKS AND LOTS OF THINGS. MOVED TO THE WAVERLEY SITE IN 1974. PARENT EDUCATION STARTED AT RISING HILLS IN 1985 IN OUR MISSION STATEMENT READS , PROVIDING ADULT WITH OPPORTUNITIES TO IMPROVE AND ENRICH THEIR LIVES, INCLUDING SKILLS TO TRANSITION TO A SUCCESSFUL WORKFORCE, COLLEGE, VOCATIONAL PROGRAMS, AND TO OBTAIN PERSONAL GOALS. I WOULD SAY, WHEN I HAD OCCASION TO SPEAK TO ORGANIZATIONS IN THE COMMUNITY , AND I REMIND OUR STAFF EVERY YEAR AS WE START.

OUR MISSION IS WE PROVIDE HOPE IN THIS COMMUNITY FOR ADULTS.

WE PROVIDE HOPE FOR THOSE WHO NEED LANGUAGE SKILLS, CITIZENSHIP SKILLS, CATCH UP ON A DIPLOMA THEY DID NOT GET.

YOU KNOW, RETRAINING FOR A JOB. THERE ARE MANY THINGS.

AND A VERY BIG POPULATION AND WE PROVIDE HOPE TO HAVE A REGULAR PLACE TO BE. AND TO FEEL GOOD ABOUT, YOU KNOW, TO JUST HAVE PLACES TO GO AND SHARE AND BE WITH OTHER FOLKS .

THEY ENJOY THE SAME ACTIVITIES IS THE BEST WAY TO SAY THAT. WE PROVIDE THAT. AT A REALLY HIGH LEVEL AND THINGS THEY ENJOY, OKAY? I WILL COVER AND TALK ABOUT THE BASIC PROGRAMS WE HAVE. THE FIRST WOULD BE AS THE STATE DEFINES SOME, I DON'T BASED EDUCATION. ENGLISH AS A SECOND LANGUAGE WRAPPERS SIX LEVELS OF ENGLISH AS A SECOND LANGUAGE. BASICALLY WHAT HAPPENS IS, AS THE STUDENTS ENROLLED, THEY TAKE AN EVALUATION TOOL BY PROCESS. THAT IS THE STATE KIND OF MANDATED THING. THEY GET PUT INTO A LEVEL THAT IS APPROPRIATE TO THEIR SKILL BASE. AND AS WE GO, THEY TEST AT THE END OF THE SEMESTER ON THEIR WAY OUT. IT RUNS AS A SEMESTER TYPE PROGRAM. A LITTLE BIT SHORTER. THEY RUN IT .

INTERESTING ENOUGH, MORNING CLASSES START ABOUT 8:45. AND THE END RIGHT ABOUT NOON. THAT WAS -- FOLKS THAT ARE DROPPING KIDS THAT'S COOL AND PICKING THEM UP AROUND NOON IS THE WAY THAT HAS WORKED. AND THERE IS A CREW THAT HAVE -- THAT COMES IN. THEY GO UNTIL 8:45 OR 9:00 FOR THAT WOULD BE THE FOLKS THAT WORK ALL DAY AND CALM AND ARE TRYING TO ACHIEVE THEIR GOALS AND GET THE THINGS THEY NEED TO MOVE FORWARD IN LIFE.

SO THERE ARE QUITE A FEW OF THOSE. WE HAVE AN INCREDIBLE GROUP OF PEOPLE THAT DO THAT. THAT PROGRAM IS FUNDED THROUGH THE WORKFORCE INNOVATION ACT FAMILY LITERACY TWO , PARTIALLY. AT ONE OF THE THINGS THAT I WILL TALK TO LATER. ONE OF THE REALITIES IS THE ACHIEVEMENT OF STUDENTS ARE THE MEASUREMENT THEY CALL PAY POINTS. THAT IS KIND OF HOW WE GET THAT GRANT AND THAT GRANT IMPROVES. THAT IS PART OF THAT WHOLE THING. THE ADULT LITERACY PROGRAM IS ANOTHER OF WHAT WE CALL THE BASIC EDUCATION PROGRAMS. NOT LITERACY NECESSARILY EXACTLY HOW YOU THINK OF IT. NOTING TO READ. ALTHOUGH WE HAVE THOSE SKILLS AND WE HAVE PEOPLE THAT NEED HELP IN MATH. WE NEED PEOPLE THAT NEED SUPPORT IN DB THEIR DSL CLASSES BUT BIGGER THAN THAT, WE ARE ABLE TO MATCH STUDENTS WITH VOLUNTEERS IN THE COMMUNITY. WE HAVE A HIGH

[02:00:04]

LEVEL OF HIGHLY EDUCATED POPULATIONS THAT COME IN. THEY STRUGGLE WITH LANGUAGE SKILLS AND TRANSFERRING TO THE PROFESSIONAL -- YOU KNOW, THE LANGUAGES OF THEIR PROFESSION.

IT ENGINEERS, DOCTORS, ALL KINDS OF FOLKS THAT ARE COMING IN OUR COMMUNITY THAT HAVE A HIGH LEVEL SKILL AND LICENSORS.

THEY MAY BE STRUGGLING TO GET INTO THE ENGLISH LANGUAGE PART.

SOMETIMES THAT IS DONE WITH RETIRED ENGINEERS OR PEOPLE IN THEIR FIELD AND THOSE KIND OF THINGS. THAT IS A REALLY BIG SUPPORT. THAT IS A TREMENDOUS -- I DON'T SECONDARY. ADULTS ASSISTING ELEMENTARY SECONDARY SUCCESS, THAT IS A STATE TITLE SO REALLY HARD TO FOLLOW. IT READS WORSE THAN THAT, TO BE HONEST WITH YOU. WE'RE TRYING TO HELP ADULTS LEARN SKILLS TO BETTER HELP THEIR K-12 STUDENTS IN THE PROCESS OF THEIR EDUCATION. WHAT WE HAVE DONE IS PARTNERED WITH OUTREACH PROGRAMS. WE SUPPLY TEACHERS TEXTBOOKS AND THOSE KIND OF THINGS. OUR STAFF GOES OVER THERE. WHAT THEY DO WITH THOSE FOLKS IS THEY PAPER TEST THEM AND THEY MANUALLY PUT IN THOSE RESULTS SO WE CAN GET THAT STUFF. SO WE PARTNER WITH THAT PROGRAM TO TRY TO MAKE SURE, YOU KNOW, I THINK WE ARE ON FOUR CAMPUSES NOW AND ELEMENTARY ACROSS THE DISTRICT.

THAT IS SOMETHING THAT ORGANICALLY CAME OUT OF WHEN OUR CHANGES HAPPENED. SOMETHING THAT IS IN THE ALLOWABLE -- I PUSHED IT AND WE'VE BEEN ABLE TO DO IT. THAT IS FROM OUR FIRST INITIAL OFFER. THAT HAS BEEN A GOOD THING. I DON'T SECONDARY EDUCATION. THE HIGH SCHOOL DIPLOMA PROGRAM. WHAT WE DO WITH THAT IS, AGAIN, THIS COMES FROM OUR BACKGROUND COMING FROM THE INITIATION OF CENTURY ACADEMY. WHEN I GOT THERE, WE SHIFTED TO DIGITAL CURRICULUM. THAT ALLOWED OUR STUDENTS TO ACCELERATE THEIR LEARNING. THAT IS A BIG, BIG PUSH IN THE STATE.

OUR STUDENTS CAN WORK ON THEIR ACADEMICS ANYWHERE THEY CAN GET ONLINE. WHEN IT COMES TO TESTING, WE ARE ABLE, THEY HAVE TO COME AND WORK WITH AN INSTRUCTOR TO TAKE BIG EXAMS. WE HAVE TEACHERS IN OUR LAB , IF THEY NEED EXTRA TUTORING, THEY ARE THERE. THEY CAN COME INTO OUR LAB.

REALLY, THE ONLINE COMPONENT HAS BLOWN UP THAT PROGRAM AND REALLY MADE A GO WELL. WE HAVE FOLKS THAT , YOU KNOW, SOMETIMES THOSE ARE THE FOLKS THAT GOT LOST IN THE SHUFFLE.

WITH SOME PRETTY SOCIAL FOLKS ON THERE. I HAVE NOT SEEN THEM IN TWO WEEKS OR SEE THEM ONLINE. THEY WILL JUST PESTER THEM UNTIL THEY ARE SUCCESSFUL AND IT IS A GREAT THING. THAT IS A GREAT PROGRAM.

ARE HIGH SCHOOL PROGRAM, A LOT OF PEOPLE STILL SAY GED. BUT IN THE STATE OF CALIFORNIA, THAT CHANGED SEVERAL YEARS AGO.

THEY CHANGE TESTS THAT IS A HIGH SCHOOL CURRENCY IN CALIFORNIA. THINGS KIND OF WENT BY THOUGH WAYSIDE. THE WAY THINGS ARE CENTERED IN MOST THINGS BUT WHAT WE DO IN THOSE PROGRAMS AS WE GET FACE-TO-FACE INSTRUCTION. SO STUDENTS CAN COME IN THEY WORK WITH THE TEACHER. HELPING WITH FIVE DIFFERENT SUBJECTS. AGAIN, REALLY, THE TWO THINGS THEY FOCUS ON. THE TEST TAKER TO PASS THE THIRD-PARTY EXAM.

SOME FOLKS DO DIFFERENT THINGS. WE FIND FACE-TO-FACE INSTRUCTION TO BE A POWERFUL TOOL AT OUR SCHOOL EVEN THOUGH OTHERS MAY BE CHOOSE A DIFFERENT PATH. NEXT, WE'LL TALK ABOUT THE CAREER EDUCATION. THE TECHNICAL EDUCATION INTEGRATED. THE REASON I PUT THE SECOND AND ON THEIR THE CAPE IS OUR STATE PROGRAMMING. ALONG WITH THE WHEEL PROGRAM. AGAIN, THE ACRONYMS ARE EVERYWHERE. A SICKLY, WHAT IT IS, IT IS TECHNICAL TRAINING WITH LANGUAGE SUPPORT . WHAT WE HAVE DONE IS PAIRED OUR TEACHERS , OUR ESL TEACHERS WITH OUR CAREER TECHNICAL TEACHERS SO WE CAN GIVE THEM THE SUPPORT THEY NEED TO GET THOSE JOB ENTRY LEVEL SCARCE. THE GREAT SKILL -- THE GREAT THING ABOUT THAT IS IT IS FREE. IT IS PULLING THE GRANT STRUCTURE THAT OTHER THINGS, IT IS BEEN A SUCCESSFUL THING. EFFORT MEDICAL PROFESSIONAL TRAINING THAT IS BEEN OUR SHINING STAR FOREVER.

FRONT OFFICE, BACK OFFICE. PHLEBOTOMY. MEDICAL RECORDS.

WE KIND OF HAVE A LITTLE THING GOING WITH COMMUNITY HEALTH. WE HAVE ADDED TO THE FRONT OFFICE AND BACK OFFICE AND SOME OF THESE PROGRAMS WITH A SICKLY COMPUTER SKILLS WITH PEOPLE

[02:05:02]

SHOWING UP FOR A JOB AND THEY HAVE A CERTIFICATE IN THIS.

THEY HAVE GOT TO KNOW HOW TO PUT IT IN THE COMPUTER AND GET THE DATA RIGHT AND DO ALL OF THE PIECES BECAUSE OF EVOLUTION IN MEDICINE IS EVERYWHERE ELSE. WITH ADDED THAT TO THE CURRICULUM THAT OTHER PEOPLE MAYBE DO NOT DO IN SOME PLACES.

WE SEE THE CLINICAL, MEDICAL. IT IS THE PROGRAM THAT IS ACTUALLY IN PART OF THE CALIFORNIA EDUCATION PROGRAMMING SECTION. THEY STILL ALSO, BY LAW, ALLOW FEES. THERE IS A COMBINATION THERE. THAT HELPS A LITTLE BIT. I WISH THEY WOULD GIVE ME $1 MILLION AND WE WOULD JUST MOVE ON. YOU KNOW HOW THAT GOES, RIGHT. ANYHOW, IF YOU'RE WONDERING ABOUT THE IMPACT OF THIS PROGRAM, NOT LONG AGO , HAD A SURGERY THE DAY BEFORE. I GO TO THE HOSPITAL AND THE PHLEBOTOMIST GRADUATED FROM HIGH SCHOOL. THE NURSE TAKING IN WAS THE WIFE OF MY PHLEBOTOMY DIRECTOR. AN INSTRUCTOR. TALKING TO MY DOCTOR LATER ON THE FOLLOW-UP.

HE GOES, EVEN, THE SCHOOL WHERE I TOOK SPANISH? YEAH, THAT IS THE PLACE. THAT WHOLE PROCEDURE, EVERYBODY ASSOCIATES WITH OUR SCHOOL. ANYHOW. BUSINESS TECHNOLOGY AND TRAINING. THROUGH MICROSOFT OFFICE SUITE . EXCEL, ALL OF THOSE THINGS. ONE OF THE THINGS THAT ARE COMING ALONG, THE I.T. SUPPORT KIND OF THING. WE HAVE A MARVELOUS INSTRUCTOR THERE. WE CONTINUE TO LOOK TO TRY TO EXTEND THOSE CHALLENGES BUT IT HAS BEEN -- WHATEVER REASON, BECAUSE THERE'S SO MUCH OTHER STUFF OUT THERE WITH COMPUTERS, YOU KNOW, WHEN YOU ARE TRYING TO CREATE A UNIQUE PROGRAM TO DRAW PEOPLE, IT -- THE GREAT INSTRUCTORS, AGAIN, BOTH OF THESE PROGRAMS, FACE-TO-FACE INSTRUCTION, AND I WILL TELL YOU . PEOPLE DRIVE PAST OTHER INSTITUTIONS TO COME TO OURS FOR OUR GREAT FACE-TO-FACE INSTRUCTION FOR THAT IS ALWAYS BEEN THE HALLMARK OF THAT SCHOOL.

>> OUR STUDENTS HAVE ALWAYS REAPED THE BENEFIT BUT I'M SO PROUD OF OUR TEACHERS AND WHAT THEY DO. AND THE INTEGRATED PART OF THE BOTTOM THERE IS, AGAIN, THAT EVERYTHING THAT THE GRANT CAN SUPPORT WHERE WE CAN OFFER GOING TO OFFER A HIGHER LEVEL TWO A IS OLD STUDENTS. YOU LANGUAGE SUPPORT TO HELP THEM GET THROUGH THAT PROGRAM AT A HIGH LEVEL. AND GO OFF AND HAVE JOBS TO DO THOSE KIND OF THINGS BEEN THAT IS WHAT THAT CAREER TECH LOOKS LIKE. THEY HAD TO TOILET. COMMUNITY SUPPORT, FEE-BASED PROGRAM. -- HAS BEEN A LONG TIME. BUT THEY HAVE THE ROOTS AND TITLE V AND WITH THE 80 PROGRAMS ONCE UPON A TIME. EVERY SPEECH IS NOT A LOCKER ROOM SPEECH. SLOW DOWN.

FEEL FREE TO GO, MIKE? TAKE A BREATH. ANYWAY. THESE TWO PROGRAMS HAVE THEIR ROOTS IN THAT. THE SENIORS. IT IS JUST INCREDIBLE. THE VARIETY OF THINGS THEY OFFER. WE HAVE SO MANY TALENTED PEOPLE THAT COME TO OUR SCHOOL THAT WANT TO SHARE THEIR PASSIONS AND SKILLS. WE ALSO HAVE FOLKS, I MEAN, I WILL TELL YOU. -- HAS BEEN TEACHING ART AT THE ADULT SCHOOL FOR MORE THAN 30 YEARS.

THE SAME CLASS. I ALSO HATE TO TELL YOU , BUT MANY OF THOSE UNITS HAVE BEEN THERE FOR 30 YEARS CONTINUALLY TAKING HER CLASS. THE PAINTING IS JUST INCREDIBLE.

YOU KNOW, EVERYTHING FROM BANJO TO LANGUAGE FROM TRAVEL TO GENTLE YOGA TO CHAIR YOGA, YOU KNOW? HIP-HOP AND JAZZ FITNESS KIND OF THING. IT IS A LOT OF GREAT STUFF GOING ON ALL THE TIME. IT WAS A REALLY HIGH-TRAFFIC KIND OF THING FOR US. THOUSANDS OF ENROLLMENTS PER YEAR FOR THAT. UP ON THE HORIZON AT HORIZON HILLS. STARTING IN 1945, A UNIQUE SPECIAL PROGRAM DESIGNED AND DEVELOPED BY ALAN GREENE WHO HAD A GREAT VISION. HE WAS A DRIVING FORCE LIKE NO OTHER.

TRYING TO MAKE IT WORK. THAT IS A PROGRAM REALLY WHERE WE ENROLLED PARENTS. IN THE PARENT EDUCATION PROGRAM. WITH THE COOPERATIVE PLAY COMPONENT THEY PUT THEIR KIDS IN. WE ARE HELPING THE STUDENTS LEARN ABOUT CONFLICT RESOLUTION. AND THOSE KIND OF THINGS. BUT WHILE THEY PRACTICED THOSE WITH OUR CORROBORATIVE PLAY, WHICH IS THEIR KIDS. IT IS A VERY UNIQUE THING AND A LOT OF SOCIAL STUFF THAT GOES ON THERE. I AM SURE YOUR KIDS WENT THROUGH THERE. NO? DISAPPOINTING. I AM GOING

[02:10:05]

TO SEND YOU A TUITION BILL ANYWAY. ANYWAY, AGAIN, THAT CONTINUES. IT HAS HAD AN EVOLUTION. IN THE PUBLIC SCHOOLS. YET, BEING OFFERED IN THE DISTRICT. WE HAD BOTH AGE GROUPS. THEY WILL RESPOND THEIR INFANT TODDLER PROGRAMS WHICH ARE MORE ONE-TO-ONE. YOU KNOW, DANIELLE VAUGHN WHO HAS TAKEN OVER FOR ARLENE. GOD KNOWS, THAT IS NOT ONE OF THOSE THINGS YOU WANT TO DO. SHE HAS DONE A GREAT JOB WITH CONVERTING THAT PROGRAM. NOT THAT THEY HAVE DONE AWAY WITH THE PLAY, BUT THEY UNDERSTAND THEY ARE PUSHING A YOUNGER PARENT TEAM -- PARENTING SKILLS WITH THE REALLY YOUNG CHILDREN SO IT IS A GREAT ADDITION TO OUR COMMUNITY AND SERVICE WE OFFER. THE MADNESS BEGINS HER. WE WILL TRY TO GIVE A HISTORY ABOUT WHY WE ARE HERE AND WHY WE ARE THERE.

MELODY IS TOO EARLY KIND OF UNDERSTAND THAT WE ARE IN OUR PROGRAM THAT HAS THREE FUNDING SOURCES IN TWO PARALLEL BUDGETS. NANCY WILL, GOD BLESS HER WHO IS KIND OF ARE A PERSON OF FISCAL SERVICES. TRIES TO NAVIGATE ALL OF THAT. AND TRY TO PUT UP WITH ME. THAT IS NOT AN ENVIABLE TASK IS A MONUMENTAL THING THAT CAN BE VERY COMPLICATED. WE COMMUNICATE ALL THE TIME. WE ARE VERY GOOD. NOT ONLY WITH HER JOB, BUT PUTTING UP WITH ME AND I APPRECIATE THAT A LOT. IF YOU GO WAY BACK BEFORE, LIKE I MENTIONED, TITLE V. THE ADULT SCHOOL WAS A.D.A. FUNDED. IT IS A CALCULATION. SO MANY HOURS EQUAL ATTENDANCE, THAT SORT OF THINK THAT IT WAS ALL A.D.A. BASED. AT THAT TIME, WE WERE PULLING IN ABOUT 2.7 MILLION IF I LOOK AT THIS STUFF RIGHT. BUT THEN THINGS EVOLVED, OBVIOUSLY. RECENTLY, IT ALL KIND OF WENT AWAY, RIGHT? BECAUSE WE ARE GOING TO TALK ABOUT -- AM I AM -- ON THE RIGHT SIDE? OKAY. IN 2013, LOCAL EDUCATION AGENCIES IT WAS KIND OF THE REBIRTH OF ADULT EDUCATION MANY WAYS.

THEY CREATED CONSORTIUMS ACROSS THE STATE. I THINK WE HAD A COUPLE ADDED. IT IS EARTHLY 71 AND I THINK IT IS THAT 73. THAT INVOLVED ALL THE LOCAL LDA IS, THE COMMUNITY COLLEGES, COUNTY OFFICE OF EDUCATION AND COLLABORATION. IT STARTED AS A EVALUATION TOOL TO SAY WHAT ARE YOU DOING? WHERE THE GAPS? WHAT ARE WE SUPPOSED TO DO? IT EVOLVED INTO A FUNDING -- ALL THOSE THINGS HAPPEN AND THOSE WERE AREAS WE WERE CONCENTRATING FOR US THAT WE WANTED TO FOCUS ON. THAT IS WHEN THE PARENTING FOCUSED IN A WAY AND THE SENIOR, THE NEW FOCUSES CAME AND THAT IS WHERE WE ARE AT. THAT KIND OF ALL EVOLVED INTO WHAT THEY CALL CALIFORNIA ADULT EDUCATION PROGRAMMING. IF I AM GOING ALL YOU GUYS WILL HAVE QUESTIONS AT THE END. WE ACTUALLY OPERATED ON A CONSORTIUM MODEL OF GOVERNANCE. SO WE HAVE ALL OF OUR SCHOOLS AND THE COUNTY AND THESE WERE OUR PARTNERS. SO REALLY, THE ORIGINAL CONEJO VALLEY, THE SURVIVORS, BUT CONEJO VALLEY , SIMI VALLEY, VENTURA, AND OXNARD WERE KIND OF IN WHAT WE CALLED THE BIG FOUR. THROUGH THE PROCESS OF THAT 8086 EVALUATION TOOL, WE IDENTIFIED HUGE GAPS IN OUR COUNTY. THERE WERE NO SERVICES IN -- MOORPARK AND OJAI. THROUGH OUR BIG RESEARCH PROJECT , THERE WAS A LITTLE MORE FUNDING THAT CAME BEYOND WHAT THE FOUR SCHOOLS AT THAT TIME HAD. THE 2.5 MILLION AND WITH THAT WE WERE ABLE TO HAVE TWO AS A GOOD SOURCE TO CREATE THOSE OTHER NEW SCHOOLS. AND TO CREATE SERVICES WHERE THEY WERE NOT BEFORE. AND GRACIOUSLY, THE COMMUNITY COLLEGE, YOU KNOW, THEY BACKED OUT OF THAT. IT WAS IN THE WORLD, VERY LITTLE NUMBER AND THEY RECOGNIZE THE BIG THINGS WE HAD TO DO. THAT WAS THE PROCESS. THERE WAS THE CHAIRPERSON OF THAT COUNTY, I AM IN MY EIGHTH YEAR OF THAT.

I DID NOT STEP BACK FAST ENOUGH WHEN YEAR AND THEY ELECTED ME.

A SICKLY, REALLY THE ONLY ONE STANDING THAT IS LEFT FROM THE ORIGINAL CREW. I ACTUALLY APPROVED ABOUT $18 MILLION OF EDUCATION THAT GOES TO ALL THE PROGRAMS IN THE COUNTY AND I APPROVE ALL THE EXPENDITURES. THAT WE HAVE TO REPORT OUT TO THE STATE QUARTERLY. AND FINISH UP ANNUALLY. THAT KIND OF THING. I SPEND QUITE A BIT OF TIME AS MEMBERS OF ALL OF, HOW DO WE ENTER STUFF IN? HOW DO YOU BREAK THIS DOWN AND HOW

[02:15:02]

DOES THIS GO? WHEN YOU MAKE A MISTAKE, WE HAD TO GO UNCERTIFIED. TRY TO HELP EVERYONE IT IS SO DIFFERENT.

THEN THE REGULAR SYSTEM. I'VE HAD THE PLEASURE OF DOING THAT.

ALL OF THE MEMBERS WERE ABLE TO COME IT WAS ENLIGHTENING FOR ME. OKAY. I AM TRYING NOT TO BE CONFUSED BUT IT IS LATE AND I AM OLD.

HISTORICAL FUNNY.

WEIRD, RIGHT? LIKE I TALKED ABOUT, THE ORIGINAL WAY BACK TO THE LAST TIME WE GOT ALL 88 WAS TO .70. THE STATE HAD BIG ISSUES. FLEX FUNDING WAS APPROVED. -- THE GENERAL BUDGET AND GENERAL FUND. THERE BECAME A POINT AT 1112 WHERE, YOU KNOW, THERE WERE SOME BUDGET ISSUES ACROSS THE STATE. WHAT ENDED UP HAPPENING IS THE THIRD OF THE INITIAL DOLLARS WENT TO THE GENERAL FUND. ACROSS THE STATE , MANY, MANY DISTRICTS CLOSE THE DOOR AND PUT IT ALL INTO KTUL. THE DISTRICT DECIDED IT WAS A WORTHWHILE PROJECT. THE LEFT IS A THIRD OF THAT. THE KEY FUNDING COMES ALONG AND THE WAY THAT PROCESS WORKED WAS VERY SCARY. THEY LOOKED AT THE 2013 MONEY AND SAID THIS IS WHERE THEY ARE GOING SO THIS IS WHERE WE WILL MOVE INTO THE NEW FUNDING. THROUGH THE 1.5 PROCESS. THERE ARE SCHOOLS THAT DID NOT GET SWEPT HERE THERE WAS SCHOOLS THAT GOT SEPARATE -- YOU CAN COUNT THAT MONEY. -- HOW MANY HOURS TRYING TO MAXIMIZE THAT MONEY.

SHE WAS INCREDIBLE DURING THAT PROCESS. THE 1.5 BECAME ONE .2. IT IS BEEN A STRUGGLE, RIGHT? ALL OF THE PROCESSES .

WE LOST THE ORIGINAL $300,000, 330. IN THE CAPE TRANSACTION, THE DISTRICT GRACIOUSLY ALLOWED US TO BE AT 1026 .

THAT WENT AWAY THROUGH THE ELK HALF-SISTER. WE BECAME A TRUE ENTERPRISE PROGRAM. WE RECEIVED MORE FUNDING FROM THE DISTRICT AND PAID DIRECT AND INDIRECT TO THE DISTRICT FOR SPACE AND SERVICES AND THAT KIND OF FUN. THAT COMES FROM FEES AND THAT IS THE SOLUTIONS. THAT IS PART OF THE PROCESS BUT IT IS IMPORTANT TO REALIZE THE FUNCTION OF THE WAY THE STATE ROLLED IT OUT WAS JUST ILLOGICAL. SO THAT IS THE BEST THING I CAN SAY ABOUT THAT. BUT I ALSO WANT TO SHARE WITH YOU OUR TWO ANNUAL EXCITED SERVICE. OKAY. WHAT YOU SEE HERE WAS ROUGHLY ON A YEARLY BASIS , 60% OF OUR ANNUAL INCOME GOES TO OUR SALARIES AND BENEFITS. AND 13% OF OUR ANNUAL MANAGERS GOES TO OUR DIRECT AND INDIRECT THAT GETS PAID BACK TO THE DISTRICT. THAT IS AGAIN FOR THE SERVICES OF MAINTENANCE OPERATION, FISCAL SERVICES, THE SPACE WE UTILIZE ON THE CAMPUS. TO SAY IT HAS BEEN TIGHT IS AN EXAGGERATION.

SO WE DO THEM AS WE CAN. OUR PEOPLE ARE INCREDIBLE. THEY ARE VERY MUCH INCREDIBLE. ONE OF THE THINGS I WANT TO TALK ABOUT IN THAT . BECAUSE OF THE WAY THIS THING ROLLED OUT, IT IS IMPORTANT TO REALIZE THAT OUR, LET'S SAY OUR 1.6 MILLION -- IT WAS 1026 MILLION SOMETHING. THOSE ARE DISPARITIES ALL OVER THE STATE. EXCUSE ME. IN DECEMBER 2022, THE LEGISLATIVE ANALYST OFFICE CAME OUT WITH THE SUGGESTION OF PROPOSALS ON HOW TO FIX THE FUNDING TO ELIMINATE THOSE

[02:20:03]

INADEQUACIES. YOU KNOW, TURNING THE BATTLESHIP. MY LIFETIME IT MIGHT NOT HAPPEN. AND WHEN WE HAD THOSE DISPARITIES, WHAT HAPPENS? IT IS A STRUGGLE TO PAY AND KEEP OUR TEACHERS AT THE SAME -- TO REALIZE AND 2022-23, THE DIFFERENCE IN STUDENTS SERVED WAS 70. WE ONLY SERVED 70 STUDENTS LESS IN THOSE CATEGORIES THAN THE PEOPLE THAT GOT MORE THAN THREE TIMES WHAT WE GET FROM THE STATE. A CREDIT TO MY STAFF A CREDIT TO OUR TEACHERS THAT ARE WONDERFUL. THEY ARE WORKING VERY, VERY HARD. WE HAVE TWO THINGS THAT ARE JUST AMAZING. NOT TO MENTION OUR SUCCESS RATES HAVE BEEN PHENOMENAL, RIGHT? SO I THINK THAT IS GOING TO TAKE US TO THE --, RIGHT? OH. A LITTLE BIT DIFFERENT. OUR HIGHLIGHTS. A COUPLE THINGS. I TOOK OVER IN 2013. THE FIRST THING I DID IS I BROUGHT IN THE HIGH SCHOOL. I DID DIGITAL CURRICULUM. I WANT TO SHOW ON THE LEFT, THIS IS FROM THE LOSS REPORT. YOU SEE THAT WAS PACKAGING MATERIAL.

YOU HAVE TO BE IN THE LEARNING CENTER TO DO THE WORK. AS A TRADITIONAL, WHAT YOU SEE IS THOSE NUMBERS GO WAY UP TO 2022-23 IS THE HIGHEST NUMBER OF HIGH SCHOOL GRADUATES THAT I BELIEVE I'VE EVER SEEN BUT I CANNOT FIND ANYMORE DATA THAT MAKES THAT DIFFERENT. I AM VERY PROUD OF THAT. THE THINGS WE HAVE DONE , SINCE WE HAVE BEEN THERE, WHEN -- AND SO THE VENUE MANAGEMENT SYSTEM. WE CAN NOW , STUDENTS COULD LOG ON TO REGISTER ONLINE. THEY'LL SHOP ON AMAZON. I CANNOT CLICK AND GET IN A CLASS? WERE ABLE TO GET TO THAT. IT ALLOWS THE CREATION OF INTERACTIVE DIGITAL CATALOGS YOU CAN LOOK AT THE CAN LOOK ONLINE AND CLICK AND GO TO THE REGISTRATION PAGE AND WE CAN GET ON AND DO OUR STUFF BUT THAT IS BEEN VERY GOOD BUT ALSO ALLOWED US, EVERY SINGLE ONE OF OUR HIGH SCHOOL DIPLOMA RECORDS BACK TO 1873 BUT I HAVE TO TELL YOU, SOME OF THEM ARE INTERESTING FOR THAT IS SOME WRITING AND IS AN ANSWER. BUT THAT IS ALL DIGITIZED UP THAT WE HAVE CREATED ACCOUNTS IN OUR SYSTEM THAT SOMEBODY CAN COME TO OUR COUNTRY AND SAY I GOT MY DIPLOMA HERE IN 1976 . WE CAN GO IN AND PULL UP THAT INFORMATION AND GIVE IT TO OUR STUDENTS THERE AT THE COUNTER. IT IS BEEN A CREDIT TO OUR OFFICE STAFF TO DO THAT PROJECT AND TO ALL THOSE THINGS. WE HAVE IMPROVED OUR SERVICES . WHEN I GOT THERE, THE SYSTEM WOULD NOT ALLOW SOMEBODY TO TALK TO THE COUNTER AND SAY I NEED MY TRANSCRIPT AND HAVE IT PRINTED AND HERE YOU GO.

WE HAVE EVOLVED AS AN INSTITUTION QUITE A BIT WITH THAT. OTHER THINGS. AGAIN, I CANNOT SAY ENOUGH ABOUT OUR STUDENTS AND PROGRAMS AND INSTRUCTORS. ONE OF THOSE THINGS IS, THE STUDENTS HAVE INCREASED THEIR PAST RATES ON THE LICENSURE EXAM BY 20%. WE KNOW ADDED TO THE MID- 80S WHICH IS PART OF THE TOP PROGRAMS IN THE COUNTY. THAT IS HAPPENED IN THE LAST FEW YEARS. AGAIN, IT IS WORKING ON THE STRUCTURE OF SOME OF THAT STUFF AND THEY ALL SOUND REALLY -- I THINK I HAVE A FEW OTHER THINGS WITH STUDENT ACHIEVEMENT. THE LEGACY IN OUR PROGRAM. -- TAUGHT IN THE PROGRAM. LAURA BECAME OUR COORDINATOR KIND OF AT THE END OF 2021-22 FOR THAT PROGRAM.

SO PAIN POINTS FOR 2022 GOES TO 1196. DOUBLE THE NEXT YEAR AGAIN TO 2228. THAT INCREASE, YOU KNOW, 412,000 FOR THAT IS ALMOST $60,000 IN REVENUE NOW THAT WE DID NOT HAVE BEFORE BECAUSE OF THE DIRECTION LAURA AND THE CONTINUITY LOSS PROVIDED TO THAT PROGRAM. HIGHLY, HIGHLY TALENTED PEOPLE.

THE COMPUTER AND THE MEDICAL SKILLS FOR THAT IS AHEAD OF ALL OF OUR FOLKS AROUND US. DIGITAL LITERACY IS A BIG THING. WHEN YOU ATTACH IT TO THE ACTUAL JOB THEY GO GET, THAT IS A REALLY POWERFUL TOOL. I HAVE INNOVATIVE FOLKS THAT DO THAT, RIGHT? THEY LOOK AT THOSE THINGS.

SOME OF THE THINGS YOU HAVE DONE ON CAMPUS WHICH HAS ALWAYS BEEN , SPACE HAS ALWAYS BEEN A CHALLENGE FOR US BUT WITH THE POTENTIAL OF 88 COMING BACK, ONE OF THE THINGS WE TALKED ABOUT IS WE TOOK OLD DESKTOPS THAT WERE READY TO BE ABSOLUTE AND WE WERE ABLE TO MAKE THEM OPERATIONAL BY A $20 HANDGUN.

USE THE STUDENT I.D. SYSTEM AND USE SKIN IN AND SCAN OUT GIVE A VERY ACCURATE ATTENDANCE FOR THAT COME AROUND. I WANTED TO START THAT AS SOON AS WE COULD BECAUSE I WANTED TO HAVE A HISTORY. WE DID THAT FOR $20 PER CLASSROOM. TO MAXIMIZE OUR SPACE, WE HAVE PROGRAMS THAT HAD COMPUTER LABS, NOT JUST OUR COMPUTER TRAINING PROGRAM. WE DID IS WE TOOK THOSE DOWN AND WE HAD SEVERAL , WE BOUGHT LOTS OF LAPTOPS FOR VAPED WE STARTED

[02:25:07]

TO UTILIZE THE LAPTOP CARTS FOR OUR CLASSROOMS. THE GOAL IS ONE LAPTOP FOR EVERY TWO CLASSROOMS WE MAXIMIZE THE COMPUTER SPACE AND WE INTERJECTED TECHNOLOGY INTO EVERY SINGLE CLASSROOM T WAS LAPTOPS IN EVERY SINGLE CLASSROOM WE HAVE. THAT IS DONE AT A VERY INEXPENSIVE LEVEL. MOST OF WHICH WE HAVE. WE ISSUED THEM . IT HAS ALLOWED US TO PUT THE TECHNOLOGY WE WANT IN THE CLASSROOM FOR OUR STUDENTS TO ACHIEVE THE MAXIMUM THEY CAN. AGAIN, THESE ARE NOT MY THOUGHTS. I TRY TO SURROUND MYSELF, IT IS NOT HARD TO SURROUND MYSELF WITH PEOPLE SMARTER THAN ME. THESE ARE REALLY TALENTED AND INNOVATIVE PEOPLE TO COME UP WITH THINGS THAT HELP US SURVIVE.

>> THEY CONTINUE TO OFFER AS MANY STUDENTS AS MUCH AS WE CAN. OKAY? THE CHALLENGES IT IS IMPORTANT TO UNDERSTAND THE CAPE FUNDING IS STATEMENT. THAT IS THE DESIGN. THE ONLY WAY YOU GET IS -- BUT MY 1 POINT TO GETS 2%. AND ANOTHER SCHOOL FOR .5 MILLION GETS A 2%. THAT IS A HUGE DISPARITY. IT TOOK ME EIGHT YEARS TO GET BACK TO 1026. RIGHT? IT IS VERY FRUSTRATING TO KNOW HOW HIGHLY ACHIEVING WE DO WITH WHAT WE GET. WHAT WE SEE DOWN THE ROAD. WE ARE COMPARING THE NUMBERS FOR THAT IS AND FRUSTRATION FOR ME BUT AGAIN, I WILL SAY IT IS A CREDIT TO OUR STAFF. HOWEVER, TO REALIZE THAT OUR STAFFING CHALLENGES GROW AND GROW AND GROW. IT IS INCREASINGLY MORE DIFFICULT TO RECRUIT AND MAINTAIN PEOPLE. I LEFT A T-SHIRT LAST YEAR. DID NOT HAVE ANOTHER ONE. WE REFUNDED $96,000 IN THE SPRING. WE COULD NOT, THEY PAID AND WE HAD TO GIVE IT BACK TO THEM. THAT IS A HUGE HIT AND A BUDGET. BUT WHAT ARE WE GOING TO DO? RIGHT? YOU CAN GO RECRUIT AGAIN BUT THAT IS WHAT HAPPENS. THAT PART IS REALLY HARD. REALIZING THAT CTE CREDENTIAL PIECE IS A HUGE CHALLENGE. I STRUGGLE WITH IT. I UNDERSTAND THE K-12 PROCESS WITH KIDS. WHEN YOU GET A MASTER CRAFTSMAN TO COME IN AND TEACH ADULTS SKILL .

THEY HAVE BEEN RUNNING THEIR BUSINESS AND DOING THEIR THING.

I AM NOT SURE THAT THE PROGRAM OF THE COUNTY REALLY HELP THAT PERSON BE A BETTER INSTRUCTOR TO THOSE PEOPLE. THAT IS MY OPINIONATED THING AND I DO IT A LOT. I STRUGGLED WITH THAT FOR ADULTS. I STRUGGLE WITH THAT BUT IT IS REALLY, REALLY HARD .

YOU FIND THAT PERSON WHO IS AWESOME. AND SAY, HEY, I NEED YOU TO GET A CREDENTIAL. I HAVE TO DO WHAT? I HAVE TO PAY WHAT? IT IS A VERY DIFFICULT CONVERSATION AND WE LOSE A LOT OF PEOPLE. THAT CHALLENGE NEVER GOES AWAY. CLASSROOM SPACE CONTINUES AS ALWAYS BUT FOR EVERYONE IN THE WORLD, UNINSURED CAMPUS, RIGHT? WE HAVE HAD OCCASION TO LOSE SPACE AND DO DIFFERENT THINGS. IT IS AN ONGOING REVOLUTION ALL THE TIME. I GET IT. I KNOW. WE ARE AN ENGINE PROGRAM. STANDALONE IN THE DISTRICT. K-12 WILL ALWAYS BE THE PRIORITY. THE THING IS THE THING IS THE THING, RIGHT? THE THING IN THE DISTRICT IS THE KIDS. I REALLY HAPPY WE CAN OFFER THESE TO THE COMMUNITY. THEY CONTINUE AND I THINK WE DO A GREAT JOB AT IT.

YOU KNOW, WE HAVE, HOPEFULLY, I WILL NOT SAY IT WILL NOT BE FRUSTRATING. BUT I UNDERSTAND IT, RIGHT? SO THOSE ARE SOME OF THE CHALLENGES THAT WE FACE. THAT IS WHO WE ARE. I AM HAPPY TO TAKE YOUR QUESTIONS. I WILL DO THE BEST I CAN.

>> >> THANK YOU, MR. SANDERS. THAT WAS GREAT. COMMENTS OR QUESTIONS FROM THE BOARD? TRUSTEE SYLVESTER? I HAVE TO START BECAUSE I WAS THE TRUSTEE WHO ASKED FOR THIS. IT WAS THE DARK DEEP --

>> WE TRY TO KEEP IT A SECRET TOO.

>> YES, I THINK I UNDERSTAND A LOT MORE AND I DID NOT UNDERSTAND EVERYTHING WE OFFER . CONGRATULATIONS BUT IT REALLY DOES SOUND FABULOUS BUT I WANT TO MAKE SURE I UNDERSTAND YOUR THREE FUNDING SOURCES. YOU HAVE THE MONEY THAT COMES TO THE CONSORTIUM AND YOU ALLOCATE IT.

>> THAT WOULD BE THE PROGRAMMING FUNDS. SO THE CAPE DOLLARS COME THROUGH THE CONSORTIUM THAT WAY . THROUGH

THAT MECHANISM. >> AND YOU HAVE THE -- NO,

THE CONSORTIUM IS THE STATE. >> I HAVE TO ASK THAT THAT IS CALIFORNIA -- PROGRAMMING FUNDS FOR THAT COMES FROM THE STATE THROUGH ALL OF THE REALLY BAD FORMATTING STUFF, RIGHT? WE HAVE ANOTHER. THAT IS BASICALLY FUNDING. IT IS NOT REALLY, IT IS FUNDING. IT DOES NOT CHANGE UNLESS : HAPPENS REGARDLESS OF HOW MANY STUDENTS YOU SERVER HOW GREAT YOU DO. AND THEN WE HAVE WORKFORCE INNOVATION ACT, FAMILY LITERACY TWO FUNDING.

THAT FUNDS A LOT OF THE ESL, TUTORING, THAT KIND OF STUFF.

[02:30:06]

THAT IS DRIVEN BY STUDENT ACHIEVEMENT. THAT PROCESS TESTING WE DO AT THE BEGINNING OF EVERY SEMESTER, WHEN STUDENTS ACHIEVE AND RAISE A LEVEL, THAT IS -- WHEN A STUDENT GETS A HIGH SCHOOL DIPLOMA, THAT IS -- WHEN A STUDENT PASSES, I JUST DID IT. RIGHT? YOU KNOW, THOSE KIND OF POINTS. IT IS MORE OR LESS POINTS FOR DIFFERENT THINGS.

THE STUDENT ACHIEVEMENT BASED FUN. WE GET THESE. WE HAVE PROGRAMS , YOU KNOW, CLEARLY PARENTING AND COMMUNITY ENRICHMENT, THEY ARE DRIVEN BY FEES THAT THERE WAS A TIME WHEN MEDICAL WAS 100% DRIVEN BY FEES AND SEWER COMPUTERS. THAT HAS EVOLVED THROUGH COVID AND DIFFERENT THINGS AND NEEDS TO SUPPLEMENT BECAUSE OF , YOU KNOW, THE ABILITY , WE WERE CLOSE, RIGHT? THAT IS THE WAY THINGS GO. THOSE ARE OUR THREE. ALL RIGHT. REALLY WHAT WE HAVE IS MOST OF THOSE DEPARTMENTS HAVE OPTIONAL CODES AND A BUDGET ON THE FEE-BASED SIDE. THERE WAS ANOTHER HOLE ALMOST EXACT BUDGET ON THE GRANT-BASED SITE. THERE IS A WALL OF OPPORTUNITY BECAUSE YOU CANNOT SPEND THAT. CERTAIN DOLLARS YOU CANNOT SPEND ON PROGRAMS THAT ARE NOT ACCEPTED.

THE DISTRICT AS WELL. UNDER THE CONSORTIUM, THERE IS NO, IT SOUNDED LIKE THERE WERE GEOGRAPHIC GAPS THAT EXISTED .

IS IT THAT ALL OF THE ADULT EDUCATION SCHOOLS ALL OFFER THE SAME TYPES OF PROGRAMMING? OR DO SOME SPECIALIZE IN ONE AREA? SIMILAR. SOME OF THE CHANGES GEOGRAPHIC IN THE WAY THEY DO BUSINESS, RIGHT . THERE ARE THINGS WE DO AS WE PARTNER WITH THE WORKFORCE BOARD. WE HAVE TO LOOK AT COUNTY NEEDS, JAPANESE, THOSE KIND OF THINGS. WE COLLECT ALL KINDS OF DATA.

I HAVE NATIONAL EMPLOYMENT RATES AND THE CTE ENROLLMENTS THAT ARE REALLY CLOSE. WHEN THE EMPLOYMENT DROPS , THE CTE DROPS AND THAT MAKES TOTAL SENSE AND WOULD LOOK AT SOME OF THE STUFF. SOME OF THE RESEARCH IN THAT PACKET, WHEN YOU LOOK AT HISTORICALLY, THERE ARE TIMES WHERE, WHY IS CTE DOWN? WELL, PEOPLE DO NOT NEED JOBS BUT THEY HAVE JOBS . THAT KIND OF THINKING WE TRY TO TRACK THAT STUFF AND FIGURE OUT WHAT CAN WE DO? WHAT IS IT? WE ALSO COMPARE WHEN WE CHARGE FEES TO OTHER PROGRAMS AND OTHER SCHOOLS AND WHAT THEY CHARGE.

SO WHEN WE CHARGE A FEE, YOU HAVE GOT TO BE COMPETITIVE, RIGHT? I KNOW THERE ARE SITUATIONS WHERE WE OFFER A SIMILAR PROGRAM FOR SEVERAL HUNDRED DOLLARS MORE THAN ONE OF OUR COMPETITORS BUT I SAY COMPETITORS, OUR SOCIAL COLLEAGUES. THEY HAVE A HIGHER LEVEL OF FUNDING BUT OURS ARE FULL. THERE IS A BREAKING POINT . EVEN THOUGH I DO NOT LIKE IT THAT MUCH BUT IT IS A BUSINESS ON THAT SIDE. PROGRAMMING QUARTER TO A TON OF WORK IN THAT KIND OF STUFF. AND I GO CRAZY. BUT JUST RAISE IT. THEY HATE THAT BUT I DO IT SOMETIMES. THANK YOU FOR COMING TONIGHT

>> THANK YOU FOR SHARING TONIGHT. ANY COMMENTS OR

QUESTIONS? >> I WANT TO ECHO. THANK YOU FOR THE REALLY INFORMATIVE REPORT DID I APPRECIATE IT AND APPRECIATE YOU BEING HERE. THANK YOU.

>> MY PLEASURE. THANK YOU. >> I KNOW IT IS LATE.

>> I AM JOKING WITH YOU. YOU KNOW THAT .

>> IT IS FUNNY THAT WHEN I THINK ABOUT GARY TONIGHT, HE AND I CAME IN AT THE TURN-OF-THE-CENTURY. HE AND I CAME IN AT THE SAME TIME, YOU KNOW? HE WAS JUST A KID WHEN I

WAS A FOOTBALL COACH. >> THANK YOU FOR YOUR YEARS OF STEWARDSHIP AND THIS GREAT PRESENTATION. THANK YOU. NEXT ON THE AGENDA, BEFORE I GET TO THAT, DOES ANYBODY NEED A BREAK? OR DO YOU THINK WE CAN GO THROUGH , POWER THROUGH?

[B. Discussion on Amended Local Control Accountability Plan (LCAP) Goals]

ITEM 5B. DISCUSSION OF AMENDED LOCAL CONTROL.

WOULD LIKE. WE HAVE THE ADJUSTED LCAP POOL FOR THE BOARD OF EDUCATION. WE HAVE INPUT FROM THE BUDGET COMMITTEE IN THIS EXACT ROOM YESTERDAY. WE HAVE GOALS FOR CONSIDERATION. THE GOAL FOR THESE GOALS IS FOR THE NEXT

[02:35:01]

MEETING FOR POSSIBLE APPROVAL .

>> THANK YOU VERY MUCH. ANY COMMENTS OR QUESTIONS? CONCERNS OR THOUGHTS?

TRUSTEE SYLVESTER? >> I WANT TO SET SOME OF THE PARAMETERS BECAUSE I WAS PART OF THAT DISCUSSION. OF THE GROUP YESTERDAY FELT THE GOALS, NOT SO MUCH AS WRITTEN, BUT THAT THE GENERAL IDEAS BEHIND THE GOALS WERE STILL APPROPRIATE. NO ONE WANTED ANY WHOLESALE THAT I CANNOT THINK NO ONE. THE GROUP CONSENSUS WAS THAT JUST OF THESE GOALS ARE WHAT IS CORRECT. I DO NOT THINK COMPLETELY CHANGING WHAT THE ORIGINAL ORIGINAL INTENT OF THESE GOALS ARE. THEY ARE ADDING TO IT. THEY ARE ADDING TO IT. WITH THAT SAID, I THINK, PERSONALLY, THAT SOME OF THESE GOALS HAVE GOTTEN TOO LONG AND TOO READY. UNDERSTAND THE INTENT BEHIND IF HE WERE TO UNBOLT ONE. WE USED TO SAY, ACTIONS AND SERVICES THAT SUPPORT POSITIVE STUDENT OUTCOMES. AND IT SEEMED TO BE FROM THE BUDGET LCAP PERSPECTIVE THAT MANY PEOPLE FELT THAT WAS VAGUE. I BELIEVE IT TO BE PURPOSELY VAGUE.

THAT WAY, YOU CAN , IN MY MIND, IT WAS BROUGHT ENOUGH YOU CAN DESCRIBE IT AND PUT A LOT INTO IT. THE COMMITTEE THOUGHT IT WAS SOMEWHAT VAGUE. SO CHANGE THE WORDING TO THIS OPTIMAL LEARNING FOR THE ACCESS IN POSITIVE STUDENT OUTCOMES. ONE OF THE WAY THAT HELP SCHOOL ONE FOR THE PROBLEM IS WHEN YOU TAKE THAT PHRASE AND ATTACH IT TO THE END GOAL TWO, THREE, AND FOUR BUT I THINK THAT MONEY IS WHAT THE INTENT OF THOSE GOALS ARE. THAT WOULD BE ONE THOUGHT . I DO NOT WANT TO MONOPOLIZE BECAUSE YOU SPENT A LOT OF TIME ON THIS YESTERDAY

AS WELL. >> THANK YOU VERY MUCH. I WOULD FOLLOW-UP ON WHAT WAS SAID AND SHARED. I WOULD SAY THE FEEDBACK WAS NOT JUST FROM THE COMMUNITY. I THINK THE EDUCATION PARTNERS IN GENERAL, THERE IS THE POSITIVE OUTCOMES PHRASE. I KIND OF WENT BACK THROUGH THE GOOGLE FORM. THE HIGH SCHOOL PRINCIPALS THOUGHT IT WAS TOO BROAD AND VAGUE.

ASKING FOR MORE SPECIFIC AND MEANINGFUL. THE COUNCILS WANTED TO BE MORE SPECIFIC. CLASSIFIED STAFF ON AT THAT AS WELL. -- WANTED MORE SPECIFIC AND THEY WROTE A NEW ONE. THE LANGUAGE WAS CRAFTED YESTERDAY. DEBORAH REALLY CAME OUT OF THE HUMAN RESOURCES TEAM. I THINK THERE WAS SOME DISCUSSION ON THE POSITIVE STUDENT OUTCOMES PHRASING. THAT IS WHY IT WAS KEPT IN. THEY FELT IT WAS TOO VAGUE. ON THAT, I AGREE. IF IS VERY WORDY. I THINK YOU WORKED EXTENSIVELY WITH GOAL THREE I BELIEVE IT WAS. I CANNOT REALLY FIGURE OUT HOW TO MAKE THAT MORE SMOOTH. ONE OF MY QUESTIONS WOULD BE, YOU NEED THAT FREEZE FOR ALL OF THE GOALS? YOU KNOW, I THINK THE ORIGINAL IDEA WAS , WITHOUT THIS ATTACHED TO ALL FOUR.

CERTAINLY, YOU WANTED FOR GOAL NUMBER ONE. MADE IT WORSE FOR GOAL NUMBER FOUR AS WELL . PRETTY WELL WITH OUR SOCIAL, EMOTIONAL, AND THE WELL-BEING OF STUDENTS. FOR OUR GOAL ON PROFESSIONAL DEVELOPMENT AND HR IN GENERAL AND OUR GOAL ON COMMUNICATION OUTREACH , I DO NOT KNOW YOU NEED IT. THAT IS

ONE THOUGHT. >> SO TRUSTEE GILL.

>> THE DESIRE TO MAKE THESE GOALS CRISP . I ALSO LIKE THE LONGER PHRASING. THIS IS NOT A RECIPE WE ARE ONLY CONCERNED WITH THE CAKE THAT COMES OUT THE END. WE ARE REALLY TALKING ABOUT CREATING CONDITIONS AND LEARNING EXPERIENCES THROUGH THE ENTIRETY OF THE TIME THAT HISTORY ARE WITH US. I APPRECIATE THE , I THINK THERE ARE EXTRA WORDS THAT MEAN SOMETHING. I SEE THEY ADD

[02:40:07]

LENGTH WITH GOAL TWO AND GOAL THREE. MAYBE WE JUST WANT TO BE CONSISTENT. AND THEN ONE MINOR NOTE PITTING GOAL THREE, CAN WE SAY ALSO BRING -- BUILDS STRONG CONNECTIONS -- JUST TO BE GRAMMATICALLY CORRECT, PLEASE?

>> TRUSTEE SYLVESTER? >> I HEAR WHAT YOU ARE SAYING.

I THINK THAT WAS A LOT OF THE CONVERSATION YESTERDAY. GOAL THREE. I DO NOT KNOW HOW YOU WANT TO STRUCTURE THIS CONVERSATION, MS. GOLDBERG. I HAVE SOME THOUGHTS ON WAYS TO KIND OF TIGHTENED UP A LITTLE BIT. I AGREE ON AMONG VERSUS THE BETWEEN. OR DO WE WANT TO STICK WITH THE WHOLE -- OF THAT PHRASE AT THE END? BEFORE WE START TALKING ABOUT THE

INDIVIDUAL GOALS? >> I'M GOING TO SAY, PERSONALLY, I HAD AN AHA MOMENT. I LIKE TO FOCUS ON STUDENTS IN EACH SCHOOL. THOUGHT IT REMINDS US. AS AS I WAS LOOKING AT THE LENGTH, LOOK. I'M GUILTY AS THE NEXT PERSON OF HAVING A VERY LONG SENTENCE. SOMETIMES WHEN YOU'RE TRYING TO GET YOUR POINT ACROSS, THESE ARE THE GOALS. BOOM. OH, MY GOD. AND THEN YOU HAVE TO FIGURE OUT WHAT IT ACTUALLY MEANS. MY INITIAL REACTION WAS, THIS IS TOO LONG. THEN I HAD THE AHA MOMENT. REALLY, IT IS ONE GOAL.

IT IS GOAL ONE WITH SOME SUBSETS OF GOALS THAT SORT OF SUPPORT THAT GOAL ONE. I AM NOT THINK WE SHOULD CHANGE IT .

WHEN I STARTED STRUCTURING IT LIKE THAT IN MY HEAD, THEN I WAS A LITTLE MORE OPEN TO GETTING THAT POSITIVE STUDENT OUTCOME. BECAUSE THESE OTHER SUBSEQUENT GOALS , BOTH TWO, THREE, AND FOUR, SUPPORT GOAL ONE. RIGHT? WHEN YOU THINK ABOUT IT THAT WAY, I WAS AMENABLE.

WHEN YOU LOOK AT MY NOTES, I SORT OF TOOK UP A WHOLE END PHRASE BUT I UNDERSTAND WHAT YOU ARE SAYING, TRUSTEE GILL.

FIRSTLY, IF YOU HAVE GOT SOMETHING THAT WOULD CLEAN IT UP, I WOULD LOVE TO HEAR IT.

UNLESS EVERYBODY ELSE LOVES THEM AS THEY ARE. GREAT. I AM OPEN TO SOME SUGGESTIONS. PERSONALLY.

KNOW, THIS WAS ME LOOKING AT IT WITH FRESH EYES THIS MORNING. I LIKE A LOT OF THE CONCEPTS WE ADDED TO IT. I THINK WHAT WE WERE DOING IN GOAL THREE WAS MUCH MORE BROAD THAN WHAT WE HAD ORIGINALLY CRAFTED GOAL THREE TO BE. I LIKE A LOT OF THE ADDITIONS YOU JUST GOT LONGER AND WHAT I HAVE IS PROVIDE TWO WAY COMMUNICATION AND TARGETED OUTREACH TO INFORM, ENGAGE, AND CONNECT FAMILIES AND THE COMMUNITY PROGRAMS, POLICIES, AND OPPORTUNITIES. WE CAN SAY THAT

SUPPORT, ET CETERA. >> TO ME, THAT TAKES IT UP A

LITTLE BIT . >> CAN YOU READ IT AGAIN?

>> PROVIDE TWO WAY COMMUNICATION AND TARGETED OUTREACH TO INFORM, ENGAGE, AND CONNECT FAMILIES AND THE COMMUNITY WITH PROGRAMS, POLICIES, AND OPPORTUNITIES.

AND ARE YOU SAYING TO GO TO GET BACK TO THAT , TO THE PHRASE ON ALL OF THEM? FOR OPTIMAL LEARNING, EQUITABLE ACCESS, AND POSITIVE -- OR USING LEAVE THAT OUT?

>> IF WE HAVE THAT PHRASE IN ONE OF THEM, IT WILL SAY EXPORTS CONDITIONS, ET CETERA. YEAH, THAT WOULD BE ONE DECISION POINT. IT SOUNDS LIKE THERE IS SOME THOUGHTS ABOUT

LEAVING IN THAT WHOLE PHRASE. >> I MEAN, I LIKE THE EMPHASIS THAT SAYS , OUR LCAP IS FOR THAT . THE OPTIMAL LEARNING, EQUITABLE ACCESS, AND POSITIVE -- I MEAN, I THINK THE REPETITION OF THAT IS THE EMPHASIS OF THAT FOR THE STUDENTS.

LIKE THE ADDITION OF THAT PHRASE TO THE ENDS OF ALL OF THAT REALLY KEEPS IT STUDENT FOCUS. BUT I GUESS THIS WOULD BE A LARGER RESTRUCTURING. I ALSO HEAR TRUSTEE GOLDBERG'S POINT ABOUT ALL OF THOSE CONTINUE -- IF THERE WAS

[02:45:05]

RESTRUCTURING OF HOW IT IS PRESENTED AND THAT GOAL ONE IS THE MAIN GOAL AND THE SUBSEQUENT GOALS CONTRIBUTE TO THAT, THEN I THINK THAT OMITTING THE LAST PHRASE IS FINE. IT IS ALWAYS ABOUT THE STUDENTS. BUT IF THEY ARE STILL FORMATTED THE WAY THEY ARE, THERE COULD BE A -- VERSION OF THE ENDING PHRASE. I THINK IT IS DEFINITELY IMPORTANT.

>> I ALSO TRIED TO FIT IN WITH THE GOALS OF THE MEETING YESTERDAY, PARTICULARLY BECAUSE THEY DID FEEL LONG. WHAT I CAME UP WITH , AND THIS MAY NOT GO OVER WELL WITH ANY OF YOU.

I ACTUALLY SIMPLY CUT THAT GOAL THREE LANGUAGE INTO TWO SENTENCES. ASSUMING WE ARE GOING TO KEEP THAT PHRASE IN.

IT WOULD READ, WELL, I CHANGE A WORD. INSTEAD OF PROVIDE IT WAS UTILIZED. IT COULD BE EITHER. UTILIZE TWO WAY COMMUNICATION AND TARGETED OUTREACH THAT INFORMS THE COMMUNITY COME UP PROGRAMS, AND OPPORTUNITIES AND BUILD STRONG CONNECTIONS WITH FAMILIES IN THE COMMUNITY. THESE STRATEGIES ARE INTENDED -- THE STRATEGIES ARE INTENDED TO SUPPORT CONDITIONS FOR OPTIMAL -- AND POSITIVE STUDENT OUTCOMES. I DO NOT THINK I WOULD HAVE ANY PROBLEM WITH THE WORDING , THE CHANGES THAT TRUSTEE SYLVESTER SUGGESTED ON GOAL THREE. MY ONLY HESITATION IS I LIKE THE SEPARATION ABOUT HOLDING STRONG CONNECTIONS. I KNOW YOU ADDED IN SORT OF CONNECT. I DO NOT KNOW IF THAT HAS THE SAME EMPHASIS OR INTENT WE WANT.

>> I LIKE THE WAY YOU FRAMED IT. BUT GOALS TWO, THREE, AND FOUR ARE SUPPORTIVE OF GOAL ONE. I REALLY LIKE SUPPORT CONDITIONS FOR EQUITABLE ACCESS AND POSITIVE STUDENT OUTCOMES BUT IF IT IS THERE IN GOAL ONE, I DO NOT THINK WE NEED TO REPEAT IT IN ALL THREE THAT FOLLOW. I THINK IT IS A REALLY POSITIVE THING THAT WE ARE NOT JUST TALKING ABOUT OUTCOMES AND A FOLLY CARE IS THAT YOU GOT A JOB WHERE YOU WENT TO COLLEGE, THEN WHY WOULD YOU LEARN TO PLAY THE TROMBONE, YOU KNOW? SO I THINK YOUR FRAMING IS REALLY GOOD.

TWO, THREE, AND FOUR SUPPORT AND ENHANCE GOAL ONE. IT STANDS AS THE UMBRELLA GOAL AND YOU CAN TAKE THAT ADDITION

OUT. >> IS THAT A CONSENSUS? IF WE TAKE THAT OUT, ARE YOU HAPPY WITH THE GRAMMAR CHANGE IN GOAL THREE ? THE SCHOOLS IN GOAL THREE DEVELOPMENT AND GOAL TWO AND ACTIONS ON GOAL FOUR. OR IF WE WANT TO CHANGE TO GOAL THREE ABOUT WHAT TRUSTEE SYLVESTER SAID?

>> I THINK THEY ARE MORE CHRIS IF WE TAKE OUT THE REPETITION OF THE END. I THINK IF WE TRY NOW,

>> I WILL SAY GREAT FOR ME PERSONALLY. NOT BECAUSE WE'RE NOT DOING IT, BUT WE ARE SINGLE ONE GOAL ONE IS THE GOAL.

GOALS TWO, THREE, AND FOUR SUPPORT:.

>> IS THERE A WAY WE WOULD COMMUNICATE THAT IN TERMS OF THE LANGUAGE OF WHAT THEY ARE CALLED? GOAL ONE, TWO, THREE .

INDICATING GOAL ONE IS THE PRIMARY GOAL? FOR ME, IT READS THAT GOAL ONE IS A STUDENT FOCUSED ON THE REST OF THEM ARE NOT NECESSARILY BUILDING OFF OF GOAL ONE.

>> NO. SUPPORTIVE. WELL. GOAL TWO IS IN SUPPORT OF --

[02:50:01]

I DON'T KNOW. I DON'T KNOW WHAT THE LCAP LOOKS LIKE.

WITHOUT EVEN WORK , I GUESS , THAT IS THE QUESTION?

>> BASED OFF THE TEMPLATE AND INSTRUCTIONS, THERE IS NO PRIMARY OR OVERARCHING GOAL CONCEPT. IN OUR NARRATIVE, WE CAN FRAME IT THAT WAY VERY EASILY. WE CAN DESCRIBE IT THAT WAY. IT WILL ALL BE NOTED AS THESE FOUR GOALS.

>> THIS IS WHERE MY PONDERING WILL GET IN THE WAY BECAUSE WE WANT TO DO THIS NOW. BUT ANTICIPATING UNINTENDED CONSEQUENCES. THOSE UNINTENDED CONSEQUENCES OF THIS AHA MOMENT.

STANDALONE AND YOU DO NOT HAVE ANY CONTEXT AROUND IT. IT DOES NOT SAY. STUDENTS ARE THE FOCUS OF ALL OF THAT IS WHY WE DO EVERYTHING. RIGHT? PEOPLE WHO THINK FASTER THAN I DO.

VOLUMES. >> THAT'S RIGHT.

>> THE FIRST AMENDMENT. >> I AGREE. PART OF WHAT IS BEING PUT TOGETHER IS THE INFO GRAPHIC. THAT IS WHAT THE VAST MAJORITY AND MOST PEOPLE WILL STOP AT PIT THAT IS REALLY WHERE THE NARRATIVE AND THE DIAGRAMMING SHOWS. YOU KNOW, WHY THAT IS OUR FIRST GOAL AND HOW THE OTHER GOAL WILL SUPPORT THAT. BUT TAKING THAT OUT MAKES IT CRISPER AND EASIER TO COMMUNICATE IN GENERAL. SORT OF THE CENTER OF THE VENN DIAGRAM WHEN EVERYTHING IS IN THAT GOAL LINE.

>> LET ME THROW THIS OUT THERE. I WAS LOOKING AT GOALS TWO AND THREE. I WAS NOT SURE THAT PHRASE WAS SUPER IMPORTANT.

BUT THEN FOUR, AND WE ASK AND BASICALLY GO FORWARD TO ENHANCE THE SOCIAL, EMOTIONAL, PHYSICAL. I'M SORRY, AND THE MENTAL WELLNESS THROUGH TARGETED ACTIONS.

>> YOU PROBABLY WANT TO SAY TARGETED ACTIONS AND SERVICES

TO ONE. >> THAT IS WHAT WE ARE SAYING.

A SECOND. MY KNEE-JERK THOUGHT IS TO POTENTIALLY LEAVE IT IN GOAL FOUR SINCE IT IS DIRECTLY ABOUT STUDENT FOCUS. AND TO MIRROR GOAL ONE. BUT THEN WE HAVE JUST BROKEN THE STRUCTURE. EXACTLY. THAT MAKES IT AN INELEGANT DOCUMENT . WE WANTED TO BE BEAUTIFULLY CRAFTED.

CONCISE AND CHRIS. I REALLY AM. IT SPEAKS FOR ITSELF.

AGAIN, I NARRATIVE WILL SHOW THE INTERTWINING AMONG AT ALL.

TARGETED ACTIONS AND SERVICES. PERIOD. AND IT DOES SAY FOR ALL STUDENTS. WITHIN THE BODY OF THE GOAL. THAT KEEPS THE

STUDENT FOCUS. >> GIVING IT 19 MINUTES OF THOUGHT, I AM FINE WITH KEEPING THAT UP. I AGREE IT SHOULD BE

TARGETED ACTIONS AND SERVICES. >> OKAY, GREAT. HOW ARE WE FEELING? CONSENSUS? ARE WE GOOD WITH THESE?

>> I HAVE A QUESTION? >> YES?

>> WHAT IS THE GOAL -- HIGHLIGHTING THAT ALL SENSIBILITIES ARE STRUCTURED TO SUPPORT CONDITIONS? WE CUT THAT

PART ? WHAT WOULD BE LEFT? >> SO IN MY -- MY ORIGINAL, JUST MY STRIKEOUTS, I STOPPED AFTER DEVELOPMENT.

[02:55:05]

THROUGH TARGETED. EFFECTIVE STAFF THROUGH TARGETED PROFESSIONAL DEVELOPMENT. PERIOD. YEAH? OKAY. IS THAT CLEAR AS MUD? OR IS THAT MORE CLEAR THAN MUD?

>> I AM STILL NOT REALLY CLEAR ON GOAL THREE. I KNOW THAT THERE WAS SOME DISCUSSION ON SOME CHANGES. I DO NOT THINK WE HAD A CONVERSATION WITH A CUT OFF THEY ARE. I THINK JUST

GOAL THREE I AM NOT CLEAR . >> ALL WE WERE CHANGING WAS THE GRAMMAR. SO IF WE PROVIDE TWO WAY COMMUNICATION AND TARGETED OUTREACH THAT ENGAGES AND INFORMS THE COMMUNITY PROGRAMS, POLICIES, AND OPPORTUNITIES AND ALSO BUILDS STRONG CONNECTIONS AMONG FAMILIES, 20 MEMBERS, AND UST SCHOOLS. PERIOD . MY SUGGESTION WOULD BE WRITING THIS IN CASE HE WANTED TO KEEP THE LAST PART IN. THEN IT WOULD JUST BE PRETTY MUCH A PARAGRAPH. WE ARE TAKING THAT LAST PHRASE OUT AND THAT I AM OKAY WITH THE LANGUAGE WE DEVELOPED YESTERDAY.

>> YEAH, I CAN DISPLAY THEM HERE. AS DISCUSSED. JUST SO WE CAN VERIFY. YEAH.

WAS AMONG OR AMONGST? I DID LOOK THEM UP . AMONGST IS MORE FORMAL IS WHAT MY INITIAL READING WAS. AMONG IS MORE

CASUAL. OKAY. AMONG. OKAY. >> I THINK THAT IS IT . THANKS YOU ALL VERY MUCH. THANK YOU MR. LU.

[C. Human Resources - Adoption of New Board Policy 4119.24, 4219.24, 4319.24 - Maintaining Appropriate Adult-Student Interactions]

ITEM RURAL 5C PREDICAMENT RESOURCES ADOPTION . 499.14 -- 431.924. MAINTAINING APPROPRIATE ADULT STUDENT

INTERACTIONS. >> THIS WOULD BE NEW PER USD . IT WAS ADOPTED IN 2019 BY CVUSD. YOU WILL SEE SOME BLUE ITALICS . THE PURPOSE OF THOSE EDITS ARE IF YOU LOOK IN THE FIRST PARAGRAPH, IT TALKS ABOUT BOUNDARY LEARNING BEHAVIORS.

THAT FELT FAKE. SO THE PURPOSE OF SOME OF THIS ARE RECOMMENDATIONS TO ENSURE IT IS EXPLICITLY CLEAR WHAT IS APPROPRIATE AND WHAT IS NOT APPROPRIATE. WE ALSO ADDED THE POLICY SHALL BE PRESENTED TO ALL DISTRICT EMPLOYEES AS A PARTNER OF THEIR INITIAL EMPLOYMENT AND ANNUALLY WITH SOME OF THE OTHER POLICIES WE CAN RUN THROUGH OUR FRONTLINE

SYSTEM. >> I WILL SAY THANK YOU FOR BRINGING THIS FORWARD.

I WAS SURPRISED WE DID NOT ALREADY HAVE IT. I AM REALLY

GLAD WE DO. >> THE ADDITIONS YOU SUGGESTED.

POWELL? >> I HAVE SOME QUESTIONS.

FIRST, A COUPLE OF LOGISTICAL QUESTIONS. I WAS CURIOUS HOW THIS INTERFACED WITH BOARD POLICY 4119 POINTS -- .4.

I'M SORRY. I PUT THE WRONG NUMBER. 21. 4119 POINT TO ONE IS PROFESSIONAL STANDARDS . THAT BOARD POLICY HAS A LIST OF THINGS THAT STAFF IS NOT SUPPOSED TO ENGAGE IN. WOULD

IT BE UPDATING THAT AS WELL? >> I WILL HAVE TO SIDE-BY-SIDE THEM. THE PURPOSE OF THIS ONE IS REALLY TO ESTABLISH

[03:00:03]

BOUNDARIES , PROFESSIONAL BOUNDARIES, AND ESTABLISH -- IT IS ONE OF THOSE , YOU KNOW, WE TALKED ABOUT IT A FEW MEETINGS AGO. HR IS THE FIRST OFFENSE IN STUDENT SAFETY. THIS IS ONE OF THOSE. THIS IS ESTABLISHING CLEAR AND EXPLICIT BOUNDARIES BETWEEN THE ADULT . AND AGAIN, WE SWITCH IT FROM EMPLOYEES TO ADULTS ON CAMPUS. AND THE STUDENTS. PROFESSIONAL STANDARDS IS REALLY A NUMBER OF EXPECTATIONS WE HAVE OF OUR EMPLOYEES THAT GO BEYOND THEIR DIRECT INTERACTIONS WITH STUDENTS. IT IS ALSO CONDUCT .

>> I KNOW THERE WERE A COUPLE OF POINTS ON THAT LIST IN THE BOARD POLICY YOU PERTAIN TO APPROPRIATE CONDUCT WITH STUDENTS. I FIGURED YOU WOULD ALIGN IT AT SOME POINT.

>> ABSOLUTELY. >> THIS IS PART OF THE LOGISTICAL QUESTION. 419-4219 AND 4319. WHY ARE THERE ALL

OF THOSE? >> WHY ARE THEY ALL-ENCOMPASSING? I AM ACTUALLY -- AN THOSE NUMBERS REPRESENT A GROUP. SO ONE OF CLASSIFIED STAFF, ONE OF CERTIFICATE TEACHERS, AND ONE HIS ADMINISTRATION.

>> THANK YOU. >> WEATHERBEE THE AR ALSO WITH

THIS NEW POLICY? >> SO GANNETT HAS AN AR. I WOULD SHARE AND APPRECIATE I WORKED ON THIS ON WITH OUR DIRECTOR OF RISK MANAGEMENT, MR. BRADBERRY. OUR FEELING WAS AT THIS TIME, THAT THE SPECIFICITY WE ADDED PUTS US IN A PLACE WHERE WE DO NOT NECESSARILY NEED TO ADOPT THE AR AT THIS TIME. I MADE A LITTLE BIT ON ESTHER BRADBERRY'S EXPERIENCES HAVING IMPLEMENTED THIS POLICY IN ANOTHER DISTRICT. HOWEVER, IF THE BOARD WOULD LIKE US TO BRING THE AR FORWARD AS WELL, WE CERTAINLY COULD .

>> I WAS CURIOUS. I AGREE IT IS VERY SPECIFIC. I WAS NOT SURE IF ONE WAS NEEDED AND HOW THAT TYPICALLY WOULD WORK. THAT WAS NOT A REQUEST , JUST A QUESTION.

I'VE A COUPLE OF OTHER QUESTIONS WHICH I KEEP GOING? OKAY. I WANTED TO ASK ABOUT -- ON THE LIST OF, THE BEHAVIORS THAT ARE CONSIDERED TO BE INAPPROPRIATE CONDUCT. I WANTED TO ASK ABOUT NUMBER EIGHT. ADDRESSING A STUDENT IN AN OVERLY FRIENDLY MANNER SUCH AS BY USING A TERM OF ENDEARMENT. YOU KNOW, PEOPLE REFER TO USING WORDS LIKE SWEETIE, HONEY, THINGS LIKE THAT. OBVIOUSLY, THAT MAYBE HAS A DIFFERENT CONNOTATION AT THE HIGH SCHOOL LEVEL THAN IN A HIGH -- ELEMENTARY LEVEL. IS THAT SOMETHING THAT WOULD CAUSE

A PROBLEM? >> IT POTENTIALLY COULD. I THINK IT WOULD. IT POTENTIALLY COULD. WE DO NOT WANT TO TAKE THE HUMAN FACTOR OUT OF OUR WORK WITH STUDENTS, BUT WE ALSO WANT TO ESTABLISH THESE CLEAR BOUNDARIES. MAINTAIN THE

PROFESSIONAL RELATIONSHIP. >> I WOULD NOTE THAT THE PROCESS OF IMPLEMENTING THOSE POLICIES AT A SCHOOL LEVEL, IF WE HAVE A CONTINUOUS ISSUE, WITH AN ADULT OR WHATEVER, IT IS TO WORK TO THE PROGRESSIVE DISCIPLINE. THIS ALLOWS US TO PINPOINT SOMETHING IF THERE IS A STUDENT WHO IS UNCOMFORTABLE TERMINOLOGY THAT WE START AT THE LOWEST TERM AND WORKUP THROUGH PROGRESSIVE DISCIPLINE IF THEY DO NOT CHANGE THEIR INTERACTION IN A WAY THAT MAKES STUDENTS FEEL COMFORTABLE OR PARENTS INTERACTION WITH THEIR STUDENTS. SO THE ONE THING IT DOES IS ESTABLISHES THE AREA TO POINT TO IF THAT AREA NEEDS

TO BE VAGUE. >> BUT THE CORRECTION NEED TO BE MADE IF IT HAPPENS, CORRECT? WHERE ARE SAYING HERE, YOU CANNOT USE THE TERM OF ENDEARMENT WITH STUDENTS EVER.

VERY STRONG SPECIFIC STATEMENT. I GUESS THE MINISTRY DOES WOULD BE SAYING YOU DO NOT EVER CALL A STUDENT HONEY OR SWEETIE OR ET CETERA. THE LIST GOES ON. YES? OKAY. AS WANTED TO ASK ABOUT NUMBER FIVE. GRADING A PARTICIPANT IN SOCIAL NETWORKING SITE FOR COMMUNICATION FOR STUDENTS.

THERE IS A WHOLE HOST OF SOCIAL NETWORKING SITES, OBVIOUSLY.

[03:05:01]

AS A SPORTS PARENT, FOR EXAMPLE, SOMETHING LIKE TWITTER, THE FORMER TWITTER. YOU KNOW, ATHLETES ARE ON THEIR PROMOTING THEMSELVES. THEY WANT COLLEGE COACHES TO SEE THEM.

THEY MAY BE FOLLOWING , COACHES ALL OVER THE DISTRICT OR THE COUNTY ARE FOLLOWING THEM AS WELL AS JOURNALISTS AND WHOEVER ELSE. YOU ARE PROBABLY GOING TO HAVE COACHES AND STUDENTS FOLLOWING EACH OTHER. SO THAT, TO ME, I AM NOT SURE THERE ARE MANY OTHER EXAMPLES YOU COULD COME UP WITH. TO ME, THAT SEEMS, HOW DO YOU HANDLE THAT?

>> I INTERPRETED THAT AS IF I AM GOING TO FOLLOW A STUDENT.

I AM GOING TO DO IT FROM MY DISTRICT SOCIAL MEDIA THE COUNT. AS OPPOSED TO A PERSONAL. THAT IS HOW I INTERPRETED NUMBER FIVE. IF I WANT TO COMMENT ON OR FOLLOW, I WILL DO IT FROM MY CVUSD X HANDLE.

>> SO MAYBE WE NEED THAT SPECIFIC LANGUAGE IN THEIR. OKAY? IS

THERE A CONSENSUS ON THAT? >> I WANTED TO MAKE SURE.

THERE IS THE, THE WAY I READ IT WAS , THE DISTRICT HAS AN ACTIVITY , THE DISTRICT HAS ITS OWN FACEBOOK. THOSE WERE OKAY TO HAVE COMMUNICATION. IT IS NOT NECESSARILY THROUGH YOUR OWN DISTRICT EMAIL. SO IT IS WORDED A LITTLE, I SORT OF READ IT A LITTLE BIT DIFFERENTLY. I THINK IT NEEDS

SOME CLARIFICATION. >> OKAY.

I THINK WOULD BENEFIT FROM A LITTLE CLARIFICATION. I THINK WE ALL HAD SORT OF A SENTENCE. YOU KNOW, IF WE COULD TIGHTEN

IT UP? RIGHT. >> I HAVE ANOTHER QUESTION.

PAGE TWO.

EMPLOYEES WHO ENGAGE IN ANY CONDUCT IN VIOLATION OF THIS POLICY , INCLUDING RETALIATION AGAINST A PERSON REPORTS THE VIOLATION, ET CETERA, AND THE ADULT WHO VIOLATES THIS MAY BE BARRED FROM SCHOOL ACTIVITIES IN ACCORDANCE WITH THE LAW.

AGAIN, GOING BACK TO MY EXAMPLE WE TALKED ABOUT EARLIER, NUMBER EIGHT. I'M ASSUMING THAT APPLIES TO ANY ADULT ON CAMPUS? PARENT VOLUNTEERS, ET CETERA. IF I AM A PARENT VOLUNTEERING IN MY CHILD'S CLASSROOM, I WOULD NEED TO BE VERY CONSCIENTIOUS ABOUT CALLING ANY CHILD SWEETIE OR HONEY , FOR EXAMPLE? OKAY. THANK YOU.

>> THAT ALSO THE RAISES THE QUESTION OF THE POLICY NEEDS TO BE PRESENTED TO INDEPENDENT CONTRACTORS AND VOLUNTEERS GET RIGHT NOW, IT IS PRESENTED TO DISTRICT EMPLOYEES THAT I THINK WE WOULD HAVE TO ADD THAT ANY ADULT WHO CHOOSES TO WORK OR VOLUNTEER ON OUR CAMPUSES, THIS NEEDS TO BE SUPPLIED TO THEM.

>> CORRECT. WE HAVE A CODE OF CONDUCT ALREADY IN PLACE.

THIS WOULD BE ANOTHER LAYER.

WE MOVING ALONG? >> HOW WOULD YOU LIKE ME TO PROVIDE YOU SOME WORDSMITHING ON NUMBER FIVE, PAGE THREE? DID YOU LIKE ME TO PUT THAT IN A BOARD UPDATE? WITH THE ANTICIPATION OF BRINGING THIS BACK APRIL 17TH.

THE LANGUAGE, I CAN SEND IT OUT TO THE BOARD. IF THERE ANY QUESTIONS BEYOND THAT , THEY CAN REACH OUT TO ME. THEY CAN

[03:10:02]

DISCUSS ANY ADJUSTMENTS WHEN IT COMES BACK AND SEND IT TO THE AGENDA FOR APPROVAL. THAT WOULD BE FINE. SHE MET GREAT .

ALL IF YOU HAVE ANY QUESTIONS. >> GOOD REMINDER. ALL RIGHT.

[D. Business Services - 2024-2025 District Facility Use Fees and Rules and Regulations]

THANK YOU, MRS. ASHMORE, VERY MUCH. ITEM CAPITAL 5D PRINT SERVICES 2024-25. DISTRICT FACILITY USE FEES. RULES AND REGULATIONS. I'VE HAD A FEW. THE MAYOR HAS BEEN SITTING HERE THE ENTIRE TIME. GEORGE CABRERA , WELCOME. THANK YOU FOR YOUR PATIENCE GETS AN THANK YOU. THANK YOU FOR THE OPPORTUNITY. GOOD EVENING , DISTINGUISHED MEMBERS OF THE BOARD IN EDUCATION. WHAT TO CONGRATULATE THOUSAND OAKS HIGH SCHOOL. THAT WAS A TREAT FOR ME AND GREAT TO SEE. AS THE PRESIDENT OF THE BASKETBALL ASSOCIATION, I STAND HERE BEFORE YOU TODAY TO EXPRESS OUR GREAT -- DEEP GRATITUDE FOR THE LONG-STANDING PARTNERSHIP WE HAVE SHARED WITH THE SCHOOL DISTRICT FOR OVER 30 YEARS THE ORGANIZATION HAS BENEFITED IMMENSELY FROM THE USE OF YOUR FACILITIES, PROVIDING A SAFE NURTURING ENVIRONMENT FOR THOUSANDS OF YOUNG ATHLETES IN OUR COMMUNITY BUT I'M SURE SOME OF THE KIDS THAT PLAYED ON THE TEAM PLAYED IN OUR LEAGUE. AS WE DISCUSSED THE POTENTIAL UPDATES AND FACILITY USE FEE SCHEDULE FOR THE UPCOMING YEAR, I SIMPLY WANT TO EMPHASIZE THE IMPORTANCE OF OUR COLLABORATION AND FOSTERING THE GROWTH AND DEVELOPMENT OF OUR YOUTH.

WHILE WE UNDERSTAND THE NECESSITY OF ADJUSTING FEES TO KEEP UP WITH THE COST OF LIVING, I WANT TO ASSURE YOU THAT WE ARE COMMITTED TO ENSURING OUR PROGRAMS REMAIN ACCESSIBLE TO ALL FAMILIES REGARDLESS OF FINANCIAL CONSTRAINTS. OUR BASKETBALL PROGRAM FROM A PHYSICAL FITNESS AND ATHLETIC SKILL DEVELOPMENT AND ALSO INSTILLS VALUABLE LIFE LESSONS. THAT INCLUDES TEAMWORK , DISCIPLINE, AND RESILIENCE . WE FIRMLY BELIEVE WORKING TOGETHER WE CAN CREATE AN ENVIRONMENT WHERE OUR TALENTED ATHLETES CAN PLAY ON AND OFF THE COURT. I'M HERE TODAY TO OFFER OUR SUPPORT AND COLLABORATION IN ANY WAY POSSIBLE TO FURTHER ENHANCE THE PARTNERSHIP BETWEEN OUR ORGANIZATION AND THE SCHOOL DISTRICT. TOGETHER WE CAN EMPOWER OUR YOUTH TO REACH THEIR FULL POTENTIAL AND BECOME SUCCESSFUL STUDENTS, ATHLETES, AND CITIZENS . THANK YOU FOR ALLOWING ME THE OPPORTUNITY TO SHARE OUR PERSPECTIVE . I LOOK FORWARD TO CONTINUED COLLABORATION IN OUR COMMUNITY. THANK YOU VERY MUCH.

COMING AND SHARING.

DR. HUNTING ? >> EACH YEAR THIS TIME OF YEAR, WE REVIEW A NUMBER OF OUR FEES. THE FIRST YEAR IS THE FACILITIES FEE FOR 2024-25 BUT I THINK AFTER A NUMBER OF YEARS OF UPS AND DOWNS IN THE FACILITY FEE SCHEDULE, WE HAVE ESTABLISHED A FEE SCHEDULE THAT IS NOW OUR BASELINE . IT HAS TO GET ADJUSTED EACH YEAR OR LOOKED AT EACH YEAR. SO RINGING IT FORWARD , SIMILAR AS WE DID THE PRIOR YEAR , IN KEEPING WITH THE COST OF LIVING ADJUSTMENT. WE ARE AFFECTED BY THAT AS A SCHOOL DISTRICT. THE INCREASE ON THE PROPOSED FEE

SCHEDULE IS A POINT TO 2%. >> GREAT COMMENT. TRUSTEE

GILL. >> WE DO NOT WANT TO IMPOSE ANY KIND OF BURDEN ON THE FAMILIES. I DO NOT THINK WE WANT TO MOVE BACKWARDS. I'M HAVING IN MY CONVERSATIONS I HAD WITH OUR EDGES LEADERS. THEY WERE ASKING US TO CONSIDER SOME PRETTY STARK CHOICES GIVEN THE BUDGET FORECAST. I AM RECOMMENDING WE GO AHEAD WITH THE VERY MODEST INCREASE THAT BASICALLY CONTINUES TO HOLD THE LINE FOR US.

>> I AGREE. FOR HISTORICAL PURPOSES, I KNOW LAST YEAR AT THIS TIME, BROUGHT FORWARD A TWO YEAR PROPOSED AGREEMENT TO , YOU DECIDED TO DO THIS TO ONE YEAR. AND WE REVISITED THIS YEAR. I NOTE THAT TIME, THERE WERE SOME CHANGES AROUND TRYING TO SIMPLIFY SOME THINGS LIKE THAT. COULD YOU GIVE US ALL A

[03:15:06]

REALLY SHORT REMINDER? IF FOR ANYBODY LISTENING, WHERE WE ARE AT ON THAT? I WENT BACK AND LISTEN TO THAT CONVERSATION WE HAD A YEAR AGO. IT FELT LIKE WE WOULD BE SEEING SOME INCREASES AT THIS TIME, IT CERTAINLY -- YOU TALKED A LOT ABOUT THE ORGANIZATIONS . SOME WILL BE -- I DON'T KNOW IF YOU CAN SPEAK TO SOME OF THAT.

BEFORE IT WAS BROUGHT FORWARD LAST YEAR OR THE YEAR BEFORE, WHAT WE DID WAS , THERE WERE DIFFERENT FEES BASED UPON THE TYPE OF USE. MEANING GROUPS PAID WHATEVER , LET'S SAY ONE DOLLAR PER HOUR . BUT IT WAS GAMES WHICH INVOLVE THE PUBLIC IN PARKING AND TRASH AND EVERYTHING ELSE, AT A GREATER LEVEL, THEN IT WAS TWO DOLLARS PER HOUR THAT I'M USING THOSE AS AN EXAMPLE.

RATHER THAN CONTINUE DOWN THAT ROAD WHICH WAS VERY DIFFICULT TO MANAGE ON THE BACK END AND ESPECIALLY ON THE BILLING PIECE. INSTEAD, WE CONDENSED IT AND WE SET ONE FEE FOR THE USE OF THE FIELD. WE WERE AT A PRIOR TIME, IT IS THE RATES WERE SO LOW THEY HAVE NOT KEPT UP WITH INFLATION OR COST-OF-LIVING OR ANYTHING ELSE. THOSE ADJUSTMENTS HAPPENED. AND NOW WE ARE, THIS THE SCHEDULE IS , IS EXACTLY THE SAME AS IN THE PRIOR YEAR, EXCEPT THE INDIVIDUAL COSTS HAVE GONE UP FOR WHATEVER THOSE FACILITY USE RENTALS ARE.

INCLUDING THE SALARIES OF SUPPORT TO THAT OF THE OVERTIME FOR CUSTODIAL AND OPENING AND CLOSING GATES AND GYMS AND DOORS AND EVERYTHING ELSE.

DOES THAT ANSWER YOUR QUESTION? >> THANK YOU. I THINK IT IS GOOD TO HAVE THAT CONTEXT OUT THERE.

>> I ALSO AGREE WITH MY COLLEAGUES. I APPRECIATE THIS WAS KEPT AT A MINIMUM FOR OUR COUNTY. THANK YOU. I KNOW IT IS

NOT EASY. I APPRECIATE IT . >> THERE ARE ALSO THE RISEN REGULATIONS BUT THERE IS NO CHANGE PROPOSED FOR NEXT YEAR.

WE DID A NUMBER OF CHANGES LAST YEAR WITH SOME ADDITIONS AND SOME SUBTRACTIONS. FOR THIS YEAR, WE JUST WANT TO READOPT THEM MOVING FORWARD FOR NEXT YEAR. NO CHANGE.

>> GREAT. THANK YOU. >> I HAVE A QUESTION ON THAT DOCUMENT. I WAS WONDERING. I KNOW UNDER GENERAL RULES, NUMBER 24. WE DO NOT ALLOW PROFANE LANGUAGE BUT THERE ARE A NUMBER OF THINGS WE DO NOT ALLOW. IS THERE ANY LANGUAGE WE COULD ADD IN THERE THAT DOES NOT ALLOW, LIGHT, DISCRIMINATORY , DEROGATORY , HATE SPEECH? SOMETHING LIKE THAT?

AT? DO YOU HAVE THEM UP? >> I THINK IT WAS NUMBER 24 .

>> USED TO PROCLAIM LANGUAGE? OKAY.

YES , WE CAN -- >> I WOULD AGREE.

READ? >> IT WOULD BE , WE DO NOT ALLOW HATE SPEECH OR ANY DEROGATORY VERY -- LANGUAGE

TO ANY GROUP OR INDIVIDUAL. >> ABSOLUTELY.

>> WOULD MEAN THE SAME THING? WE DO NOT ALLOW HATE SPEECH

PERIOD. >> OR PROFANE LANGUAGE, HATE SPEECH. I MEAN , OR DOES THAT JUST MAKE IT ANOTHER LONG

SENTENCE? >> I MEAN, WE CAN DO THE USE OF PROFANE/ HATE .

I WILL STAY OUT OF IT. >> OR THE USE OF PROFANE

LANGUAGE OR HATE SPEECH? >> THAT IS WHAT I SAID.

>> IT SOUNDED BETTER WHEN I SAID IT.

>> IT SOUNDED MUCH BETTER WHEN YOU SET IT.

>> DOES THAT WORK? >> SO THIS IS FOR INFORMATION? WE WILL ADD IT FOR NEXT TIME.

IF YOU WANT TO LET IT SIMMER FOR A WHILE, WE CAN ALWAYS MAKE AN ADJUSTMENT BEFORE WE VOTE FOR NEXT WEEK.

[03:20:02]

>> OH, YOU KNOW ME. >> FOR APRIL.

>> THANK YOU. THANK YOU VERY MUCH. ALL RIGHT. GREAT. FINAL

[E. Business Services - 2024-2025 Child Nutrition Services: School Lunch Meal and Ala Carte Pricing]

THOUGHTS? GREAT. WE ARE AT ADAM 5 E . CHILD AND NUTRITION SERVICES. SCHOOL LUNCH MEAL AND A LA CARTE

PRICING. >> IT IS THE SAME THING WITH WHAT WE CHARGE FOR SCHOOL LUNCH. NO CHANGE PROPOSED FOR 2024-25 FOR WHAT THE LUNCH COST IS BUT IT DOES NOT MATTER ANYWAY BECAUSE IT IS , STUDENTS DO NOT PAY A FEE FOR SCHOOL LUNCH. THERE ARE SOME CHANGES TO THE A LA CARTE MENU. THE CHANGES AT THE ELEMENTARY LEVEL , THEY ARE MAINLY RELATED TO STAFFING. WE ARE STILL HAVING A TOUGH TIME STAFFING OUR CAFETERIAS, ESPECIALLY ON CERTAIN HIGH ABSENCE DAYS. IN ORDER TO HAVE A REAL A LA CARTE MENU, YOU HAVE TO HAVE TWO PEOPLE THERE. THE ONE INDIVIDUAL DOES NOT HAVE TIME TO HANDLE BOTH THE WAY , AND TO MOVE THE SCHOOL LUNCH LINE IN A TIMELY MANNER WHERE KIDS HAVE ENOUGH TIME TO EAT. SO WE SHIFTED TO HAVING SOME ICE CREAM TREATS ONE DAY A WEEK OR PERIODICALLY OR AS MUCH AS WE CAN SO THE KIDS GET SOME TREAT. WE WILL STILL OFFER ADDITIONAL MILK IF STUDENTS WANT TO PURCHASE THAT. AT THE SECONDARY LEVEL, THE CHANGES YOU SEE IS THEY STRUCK OUT THE MINI MUFFINS ARE THE REASON FOR THAT IS BECAUSE THEY ARE OFFERED DURING THE BREAKFAST PART. THEY ARE NOT NECESSARILY SELLING ANYMORE ON THE LUNCH PART IF THEY ARE HAVING A BAGEL DURING A NUTRITION BREAK OR FOR BREAKFAST.

THEY CAN STILL, DURING THE DAY , EITHER AT BREAKFAST OR NUTRITION, GET A BAGEL AND CREAM CHEESE?

>> YEAH. >> I AM IN FAVOR OF THE ICE CREAM TREATS. I JUST WANT TO SAY.

ELEMENTARY LEVEL, I MEAN, WE HAVE THE LOGISTICAL ISSUE WITH THE STAFFING. THAT MAKES IT COMPLICATED. WERE THERE ARE SNACKS THAT STUDENTS WERE BUYING A LOT? DEPENDS ON WHAT IS OBSERVED FOR LUNCH. THERE WAS NOT A LOT OF PARTICIPATION BECAUSE THE OFFERING WAS LIMITED BECAUSE THE CAFETERIA STAFF WAS BUSY AT THE REGISTER CHECKING THE KIDS OUT. SO THERE COULD BE ADDITIONAL PARTICIPATION. IT IS THE MECHANISMS HAVE NOT BEEN THERE BECAUSE OF STAFFING.

REASONS WHY A VOLUNTEER CANNOT BE USED TO HELP OUT WITH

ANYTHING LIKE THAT ? >> WE WOULD LOVE VOLUNTEERS.

LAUGHTER ] WE ASKED ALL THE TIME FOR ANYONE. THE ONLY DIFFERENCE IS IF THEY VOLUNTEER, THEY HAVE TO GO THROUGH THE FOOD HANDLING COURSE TO BE CERTIFIED.

COMMENTS ? ADJUSTMENTS? GREAT. MOVING ON. WE KNOW AT ITEM SIX. ADJOURNMENT. 6A FUTURE BOARD TOPICS. IS THERE ANYTHING ANYBODY WOULD LIKE TO ADD FOR DISCUSSION? GOING ONCE . ALL RIGHT. GREAT. SEEING NO OTHER AGENDA ITEMS, THIS MEETING IS ADJOURNED AT
