I WANTED TO GIVE YOU A LITTLE BIT MORE INFORMATION ABOUT HOW AMAZING IT IS THAT HE'S MADE IT THIS FAR. THE SCIENCE TALENT SEARCH HAS TAKEN RAMON TO THE BETTER PART OF A YEAR TO DO HIS RESEARCH BUT I FEEL LIKE PEOPLE DON'T KNOW WHAT THE TOWN SEARCH IS, SO I THOUGHT I WOULD GIVE EVERYBODY A LITTLE BIT OF AN OVERVIEW. SO THE SCIENCE TALENT SEARCH, YOU REMEMBER I MIGHT BE DATING MYSELF, USED TO BE THE WESTINGHOUSE, BUT THEN IT WAS THE INTEL. SCIENCE FAIR, THERE WERE TWO DIVISIONS OF THAT , SO RAMON SUBMITTED HIS RESEARCH TO THE SCIENCE TALENT SEARCH, SO WHO SUBMITS TO THAT? THE FOUNDER OF REGENERON, HAS WON THE SCIENCE TALENT SEARCH, HE HAS DEDICATED $100 MILLION OVER 10 YEARS TO SCIENCE TALENT SEARCH, IF HE WINS THE SCIENCE TALENT SEARCH, HE WILL GO ON TO FOUND COMPANIES AND YOU GO ON TO WIN NOBEL PRIZES. I WANT EVERYBODY TO KNOW THAT THIS IS A YEAR AND A HALF LONG JOURNEY, THAT IS ALREADY COMPLETED. AND IT ALL STARTED LAST YEAR, AS A JUNIOR, WHEN RAMON CAME TO MY CLASS AND HE ASKED THE QUESTION. ON AGING, AND WHAT IS AGING, CAN WE STOP EATING. RIGHT? THAT WOULD BE AMAZING. AND SO, HE JUST STARTED CHASING THAT QUESTION, HE WANTED TO ANSWER THAT. IN ORDER TO ANSWER A QUESTION LIKE THAT YOU HAVE TO WRITE A PROPOSAL. AND THEN IT GOES THROUGH A SCIENTIFIC REVIEW COMMITTEE. THAT APPROVES THAT THIS IS A PROJECT, THIS IS NOT A PHD PROJECT, RAMON CAN HANDLE IT AT HIGH SCHOOL. SO HIS PROJECT GOT APPROVED, HE WAS ONE OF THE FIRST PROJECTS, I THINK THE RATE IS REALLY LOW FOR APPROVAL. HE GOT APPROVED AND THEN HE STARTED YOU KNOW, IT FOLDED AS A YEAR-LONG PROJECT AND, HE HAD TO ORDER

CHEMICALS, AND HE HAD TO PLAN HIS EXPERIMENTS CAREFULLY, HE WAS THERE AT LUNCHTIME. HE WAS THERE ALL THE TIME, WHAT DOES THAT MEAN FOR ME? I HAVE TO BE THERE FOR THEM, RIGHT EXACTLY, AND HE PRESENTED HIS WORD AS, A REALLY LONG PAPER, 5000 WORDS LONG PAPER. AND HE ALSO SUBMITTED HIS WORK TO THE COLLEGE BOARD AND GOT A REALLY HIGH SCORE. SO IT IS A LONG JOURNEY. BUT, RAMON, NEVER GAVE UP. HE WAS THERE, AND HE WAS RESILIENT AND HE WAS STRONG. AND WE ARE REALLY REALLY PROUD OF HIM. AND, IT HAS ALWAYS BEEN THERE, FOR COMING IN SEARCH OF A FOUNTAIN OF YOUTH, TO MODERN-DAY COMPANIES, SELLING CREAMS, IT IS ALWAYS SOMETHING THERE. SO LIKE I SAID, THESE COMPANIES LIKE OFTEN TIMES IT IS COMPLETE PSEUDO-SCIENTIST, AIMED TO KIND OF LEECH OFF OF THESE PEOPLE WHO WANT TO IGNORE YOU. SO, I WAS INTERESTED IN WHETHER THIS WAS SOMETHING THAT CAN ACTUALLY HAPPEN THAT IS NOT JUST COMPANIES WANTING TO MAKE MORE MONEY. SO, THE INFLUENCE OF THIS CHEMICAL. AND IT'S OFTEN ABBREVIATED, I KNOW. I INVESTIGATED ITS EFFECT ON YEAST CELLS. AND IT TOOK AROUND A MONTH AND A HALF TO DO, BUT IT STARTED AND SO MUCH WORK WENT UP INTO THE EXPERIMENT ITSELF, SO I STARTED BASICALLY RIGHT OFF THE BAT IN SCHOOL STARTED, I READ A BUNCH OF RESEARCH PAPERS, I REACHED OUT TO MENTORS AND ASKED FOR HELP DURING THE PROJECT AND I WAS LUCKY ENOUGH TO CONNECT WITH MY EXTERNAL MENTOR, DR.

JESSICA SMITH, FROM THE NATIONAL INSTITUTE OF HEALTH, AND SHE HAS BEEN REALLY ENTHUSIASTIC ABOUT HELPING ME THROUGH THE PROJECT. AND SHE'S BEEN REALLY ENTHUSIASTIC AND ENCOURAGING, AND I JUST THINK THAT THAT IS REALLY SOMETHING IMPORTANT AND SOMETHING THAT HAS BEEN DEMONSTRATED TO ME THROUGH THE CENTER FOR ADVANCED STUDIES AND RESEARCH, SO I THINK JUST LIKE SUPPORT IN GENERAL IS IS IMPORTANT BEYOND RESEARCH AND IN ANY FIELD REALLY. BUT OUR FOCUS IS ABSOLUTELY BRILLIANT, AS A CAREER EDUCATION COORDINATOR AT THOUSAND OAKS HIGH SCHOOL I INHERITED THIS PROGRAM FROM OUR FOUNDERS, WE HAVE KIDS INTERESTED IN EVERYTHING, SO ENTREPRENEURSHIP CAN FIT INTO ANY SINGLE STUDENT WHATEVER THEIR GOALS ARE, IT IS ABSOLUTELY MAGICAL TO SEE A GROUP SO DIVERSE IN THEIR INTEREST, AND IN THEIR TALENTS AND PERSONALITIES. COMING TOGETHER, AND REALLY JUST KNOCKING IT OUT OF THE PARK AND TRANSFORM IN THREE YEARS, WHAT MAKES ME THOSE DIFFERENT ON THE CAMPUSES THEY TAKE THREE CLASSES, ELECTIVES THAT ARE CENTERED IN BUSINESS, AS 10TH-GRADERS SO LONG AGO. THEY TOOK ENTREPRENEURSHIP, LEARNING ABOUT ALL ABOUT STARTING A BUSINESS AND PERSONAL FINANCE AND 11 GRATERS, THEY TOOK SPORTS AND ENTERTAINMENT MARKETING, TRYING TO MAKE THEIR IDEAS PRETTY AND GET EYEBALLS ON THEIR IDEAS SO THAT WE CAN ROCKET THEM TO WHATEVER SUCCESS THEY MAY HAVE. AND IN 12TH GRADE, THAT IS WHAT THEY ARE HERE FOR, AND IT IS THE CAPSTONE, THE DAILY GRANDMA OF OUR PROGRAM. VIRTUAL ENTERPRISE WHERE THEY ARE TASK TO COME UP WITH A BUSINESS IDEA, BASED ON A PRODUCT OR A SERVICE, AND WE WILL TAKE THEM THROUGH THE WHOLE SEMESTER, FROM STEP ONE, ALL THE WAY TO THE FRUITION OF SOME OF THEM ACTUALLY AND WILL LAUNCH IN THIS BUSINESS ONCE THEY GRADUATE. MY FIRST CONCERN IS HOW AN ASSISTANT OF CVUSD HAS A POWER TO MAKE AGREEMENTS TO LEGALLY SUBMIT GRANT APPLICATIONS AND THEN COMPLETELY RENEGE ON THE AGREEMENT. IF CVUSD IS IN THE BUSINESS OF MAKING EMPTY PROMISES THE BLACK EMPLOYEES IN ORDER TO PROCURE GRANT FUNDS, THAT SPEAKS TO DIVERSE AND UNREPRESENTED STUDENTS , MY SECOND CONCERN IS THAT I WAS FORMALLY ASKED TO PROVIDE COPIES OF ALL OF MY GRANTS TO DR. MCLOUGHLIN AS REQUESTED BY THE BOARD FOR REVIEW. I PROVIDED ALL DR. DOCUMENTS AND I KNOW SHE MADE A BINDER THAT WAS PASSED ALONG TO MEET THAT REQUEST. I LEFT THE DISTRICT IN GOOD STANDING WITH GLOWING RECOMMENDATIONS FROM TWO CABINET MEMBERS AND A DIRECTOR. ONE OF THOSE LETTERS WAS PROVIDED TO ME THREE MONTHS AFTER MY RESIGNATION. IT WAS MENTIONED IN DR. EGAN'S EMAIL TO ME THAT THE DECISION TO REMOVE ME FROM THE GRANT PROGRAMS WAS MADE TO BETTER SERVE STUDENTS. I WOULD LIKE TO KNOW HOW REMOVING THE PROGRAM CREATED BETTER SERVED STUDENTS I WOULD LIKE TO KNOW HOW SOMEONE WHO HAS WORKED WITH CVUSD FOR OVER FOUR YEARS IN THE DEPARTMENT WHERE THE PROGRAM WILL BE IMPLEMENTED IS BETTER FOR STUDENTS. AND I WOULD LIKE TO KNOW WHY THE AGREEMENT WAS MADE WITH ME, PRESENTED TO THE SUPERINTENDENT AND APPROVED TO BE SUBMITTED TO GRANTORS IF I WASN'T THE BEST OPTION TO SERVE STUDENTS RELATED TO THESE PROGRAMS IN THE FIRST PLACE. MY FINAL CONCERN IS THAT I HAVE BEEN VOCAL BEFORE ABOUT RACISM AND DISCRIMINATION AND ETHICS AND LEADERSHIP PRIOR TO RESIGNING. BUT GIVEN THAT BOARD MEETINGS AND DISTRICT GOALS FOCUS SO HEAVILY I'M NOT SURE WHY ANYONE WOULD RETALIATE AGAINST ME FOR SHARING THOSE CONCERNS, WHICH WAS MY LEGAL RIGHT TO DO, EVERYBODY SAW THE VALUE IN MY ABILITY TO PLAY A KEY ROLE IN BRINGING MILLIONS OF DOLLARS TO THE CVUSD AND ALLOWED SIX GRANT SUBMISSIONS AT MY HANDS, FIVE OF WHICH INCLUDED ME IN A FACILITATION ROLE, FOR DIVERSE PROGRAMS. NOW ALL OF A SUDDEN WHEN THE MONEY IS HERE, SOMEONE ELSE WITH DEBTOR SERVE STUDENTS I WOULD LIKE SOME ANSWERS ON WHY. I WAS DISAPPOINTED TO HEAR THAT THERE IS STILL SOME RACIAL BULLYING OCCURRING IN CLASSROOMS AND THOSE AFFECTED ARE FORCED TO ACCEPT IT AND KIND OF SHAKE IT OFF AND JUST GO ON WITH THEIR DAY. IT HAS A MAJOR EFFECT AND IT'S NOT THAT EASY TO SAY, JUST GO ON WITH YOUR DAY AFTER YOU HAVE BEEN BULLIED FOR WHO YOU ARE. SO, I HOPE THAT -- I HOPE THAT I GET MY NOTES BACK -- I HOPE THAT WHEN INCIDENTS LIKE THIS HAPPEN. AND AS OF NOVEMBER 30TH, 2023, 103 MILLION, ROUGHLY CAPITAL FUNDS EXPENDED TOWARDS CAMPUS IMPROVEMENT PROJECTS, AND WE WILL SEE LATER ON, A SITE BY SITE BREAKDOWN OF WHERE WE STAND ON A LOT OF THESE MAJOR PROJECTS. TECHNOLOGY ALLOCATION, WHICH IS A MUCH LONGER RUNWAY OF USE FOR OUR STUDENTS, IT WILL BE OVER 20 YEARS, APPROXIMATELY $100 PER STUDENT PER YEAR, FOR 20 YEARS, AND WE ARE AT 21 MILLION SPENT SINCE THE BOND AGAIN. AND OUR BOND SCHEDULE, AND HIGHLIGHTED. ANTICIPATED FOR SPRING 2024 BUT ACTUALLY, AND IT SOLD, ON THE 25TH OF JANUARY. AND $29.5 MILLION, AND THE LAST BOND ALLOCATION THAT WAS SOLD. AND THE DISTRICT WAS, VARYING INTEREST RATES, AND I AM SUCCESSFUL, DR. HAYEK, AND WE WILL BE DISCUSSING IT AT OUR APRIL MEETING I AM SURE BUT $197 MILLION, SPLIT AS YOU CAN SEE WITH THE 146 FOR CAPITAL AND 51 MILLION FOR TECHNOLOGY.

SOMETHING JUST TO NOTE . A LOT OF OUR DISCUSSION WHEN WE ACTUALLY GET INTO THE BONDS AND WHAT THEY LOOK LIKE AND HOW THEY ARE PRESENTED TO POTENTIAL INVESTORS. A LOT OF SCHOOL DISTRICTS YOU KNOW I HAVE LEARNED OVER MY TIME ON THE COMMITTEE HAVE DONE 30 PLUS YEARS OF ISSUING THESE BONDS, FOR THE SCHOOL DISTRICTS THAT ARE TIED TO PAYING INTEREST RATES FOR A SIGNIFICANT AMOUNT OF TIME. AND 15 YEAR BONDS ARE VERY ATTRACTIVE, TO OUTSIDE INVESTORS, THEY ARE ABLE TO COME IN, AND SEE THE PROJECTS AND ESSENTIALLY THEY WERE ABLE TO SELL THE BONDS AND THEY ARE ABLE TO GET THEIR INTEREST PAYMENTS BACK AND, YOU KNOW REALLY AT A QUICKER RATE. I THINK THAT WILL GET TO ALLOWING THE DISTRICT YEARS DOWN THE ROAD, TO NOT ONLY PAY OFF THIS BOND BUT THEN LOOK TOWARDS POTENTIAL BONDS IN THE FUTURE OF THEIR FINANCING OPTIONS. AS WE PROGRESS FORWARD. THE NEXT SLIDE PLEASE. AND YOU CAN SEE AGAIN, HOW IT IS BROKEN DOWN THE CAPITAL REMAINING AND THE TECHNOLOGY REMAINING. AND GO AHEAD AND GO TO THE NEXT SLIDE PLEASE. AND THE POINT THAT I HAD NOTED IN OUR YEAR END, WAS THAT NEWBERRY PARK , AND WESTLAKE HIGH SCHOOL HAD $1.8 MILLION ALLOCATED TO FINISH THE SCIENCE STEM BUILDING, AND REALLY, WE HAD A STARTING CONTINGENCY OF $7 MILLION AND WE HAD 1.8 ALLOCATED, SO I PUT THE QUESTION TO THE BOARD ABOUT WHAT DO WE DO WITH OUR HIGH SCHOOLS, DO WE WANT TO MAKE SURE THAT THE HIGH SCHOOLS HAVE EQUAL ACCESS TO CONTINGENCY BONDS , AND AS YOU CAN SEE, STAFF REALLY TOOK IT UPON THEMSELVES, TO ALREADY BEGIN ALLOCATING THE REST OF THE CONTINGENCY TO OUR ELEMENTARY SCHOOLS AND MIDDLE SCHOOLS, YOU CAN SEE THE SIGHTS ON THERE. SO WE HAVE A TOTAL OF $6.5 MILLION ALLOCATED WHAT THE ROUGHLY $500,000 OR $150,000 REMAINING CONTINGENCY. AND THAT IS ALLOWED, AS WE BEGIN WRAPPING UP REALLY THE STORY, AND YOU WILL SEE THAT IN THE NEXT COUPLE OF SLIDES, IT HAS ALLOWED US AND REALLY, VICTOR HAYEK AND TIM MCCABE, TO REALLY BEGIN REACHING OUT AND HAVING DISCUSSIONS WITH SCHOOL SITES AND FIGURING OUT WHAT TO DO WITH THE REMAINING CONTINGENCY, OR PERHAPS USING THE CONTINGENCY FOR NEW PROJECTS THAT THEY HAVE GOING ON CURRENTLY. NEXT SLIDE PLEASE. SO I KNOW THAT IT'S HARD TO SEE BUT THIS IS ACTUALLY A SIDE-BY-SIDE TAKEDOWN, THE DARK BLUE IS THE EXPENDED, AND THE LIGHT IS THE ENCUMBERED AND THE AVAILABLE IS THE LIGHTER GREEN. AND SO YOU CAN SEE WHERE WE ARE AT, YOU KNOW OKAY CONEJO ELEMENTARY SCHOOL, AND A COUPLE OF OTHER SITES AT THE 100% THRESHOLD. AND A LOT OF PROJECTS ARE IN PROGRESS. BUT WE ALSO HAVE SOME SCHOOL SCIENCE WHERE WE JUST HAVEN'T REALLY STARTED WORKING ON THE MEASURE I PROJECTS. THE REMAINING BOND ALLOCATION THAT WAS JUST DONE WOULD BE FUNDING KIND OF THAT LAST BATCH OF PROJECTS AS WE MOVE FORWARD TOWARDS COMPLETION OF THIS BOND. NEXT SLIDE PLEASE. SO, THESE ARE SOME HIGHLIGHTS AND COST SAVING STRATEGIES AS I MENTIONED MANY TIMES BEFORE, CONSTRUCTION COSTS HAVE INCREASED LARGELY SINCE 2020 WITH THE PANDEMIC.

THE DISTRICT HAS DONE VERY WELL, DR. HAYEK AND TIM MCCABE HAVE DONE INCREDIBLY WELL AND IMPLEMENTING COST SAVING STRATEGIES , SHORTENING THE PROJECT START TIME, TO ALLOW A BETTER PERSPECTIVE ON MATERIAL COST, SO YOU DON'T SEE A LOT OF COMING BACK AND ASKING THE BOARD FOR CHANGING THE CONTRACTS OR UPDATING THE CONTRACTS. AND THEY PROJECT ESTIMATES ARE COMING IN HIGH, AND THE SCOPE OF THE PROJECT SUGGESTED WE HAVE SEEN THAT TIME AND TIME AGAIN. WITH HOW TO WE PUT A STEM BUILDING ON THE NEWBERRY PARK CAMPUS. THEY HAVE TRIED IT 50 DIFFERENT WAYS AND, YOU KNOW, IN THE END, I CERTAINLY LIKE AND I WILL GET TO IT IN A SECOND. I LIKE THE APPROACH THAT THE DISTRICT TOOK. THE SCOPE MODIFICATIONS THAT ARE SICK EVIDENTLY THE PRODUCT IS THE LATER PUT ON HOLD. AGAIN THE NEWBERRY PARK STEM BUILDING, IT IS KIND OF A GREAT EXAMPLE OF THAT. BUT, FINALLY AFTER YEARS OF KIND OF SEEING WHAT CAN POSSIBLY BE DONE ON THAT CAMPUS, THE DISTRICT ACTUALLY DECIDED TO, DO SIMILAR WORK TO WHAT WAS DONE AT THOUSAND OAKS HIGH SCHOOL AND REVAMP EXISTING BUILDINGS ON CAMPUS, TO CREATE A SCIENCE WING. ON THE NEWBERRY PARK HIGH SCHOOL CAMPUS. AND WHAT THAT DOES AND I DO WANT TO HIGHLIGHT THE PANTHER PROWLER. BECAUSE, YOU

YOU KNOW I CONTINUE TO GO TO EACH MEETING, MONTHLY. AND PROVIDE UPDATES AND YOU KNOW CERTAINLY -- SPEAK AND ANSWER QUESTIONS. SO THINKING CREATIVELY AND THINKING OUTSIDE OF THE BOX YOU DON'T NEED TO BUILD A NEW BUILDING EVERY TIME, IF YOU CAN REVAMP AND IMPROVE AND MODERNIZE AND GIVE OUR STUDENTS, ALL OF THE SAME BELLS AND WHISTLES AND WAYS TO DO, YOU KNOW SCIENCE AND SCIENCE PROJECTS, THROUGHOUT OUR DISTRICT.
