The Westlake High School Studio Jazz Ensemble I is the first and only ensemble of any kind (band, strings, jazz, small ensemble, percussion, etc.) at any grade level (middle school, high school, college, community group, professional group) from California to have performed at the Midwest Clinic three times in the 76-year history of the clinic in years 2012, 2017, and 2022.

The California Legislature passed a resolution declaring the third full week of May as Classified School Employee Week.  Districts are encouraged to adopt Board resolutions commending classified employees and to publicize the role of classified employees in the educational process. It is appropriate that the Board of Education publicly recognize classified employees for the hard work and dedication of these individuals to the students, schools, and community.  This resolution would be shared with each school and worksite to honor the Classified employees.

This year, CVUSD teachers and staff, including Specialized Academic Instruction teachers and English Language Development teachers, piloted new instructional materials for Grades TK-5 Social Studies, Grades 6-12 Science, Grades 9-12 History/Social Studies, Chinese 3 Honors, and Anthropology. Teachers and staff reviewed materials and made recommendations based on the instructional material's alignment with the California State Content Standards and the range of accessibility supports within each proposed materials. The following materials and publishers are being recommended for adoption beginning in the 2023-2024 school year:

 

Since April 20, 2023, Grade-span materials were made available at school site offices for review, with all materials available at District Educational Center (1400 E. Janss Road). A webinar preview was provided on April 25, 2023.

Board Bylaw 9323.2 - Actions by the Board, has been updated to clarify the timelines by which a civil action may be filed to determine the applicability of the Brown Act to past Board actions, and to clarify the circumstances under which a Board action cannot be invalidated. The Exhibit has been updated to clarify items under "Actions Requiring a Two-Thirds Vote of the Board" and "Actions Requiring a Four-Fifths Vote of the Board" regarding emergency facilities conditions as only applicable to districts that have adopted the Uniform Public Construction Cost Accounting Act procedures, and reflects new law (AB 2249) which amends the threshold requirements for public works projects bid pursuant to the Uniform Public Construction Cost Accounting Act.

INFORMATION:

 

Point Loma Nazarene University has an established Teacher Education Program that allows Point Loma Nazarene University teacher education students to gain observation hours and practicum experience in a public school setting. This program requires supervision and facilities where students can gain experience in the public school setting as required in the curriculum. The district has the educational setting, supervision, and equipment needed by the education students enrolled in the Teacher Education Program and can provide the opportunity for students to obtain their practical learning experience. District credentialed teachers will mentor, observe, and provide a summary assessment for the students involved in their practicum placement for the District.

 

Point Loma Nazarene University has asked for three separate agreements for their different learning experiences. The Teaching Internship Agreement allows teacher education students who have been deemed ready by the university to serve as teachers on an Internship credential at Conejo Valley Unified School District (CVUSD) if the district is unable to find qualified credentialed teachers for a specific subject area. The Fieldwork Placement Agreement allows for teacher education students to observe CVUSD teachers, and the Student Teaching/Clinical Practice Agreement allows for student teachers to have a more hands-on and lesson-based experience.

On June 30, 2022, Governor Gavin Newsom signed Assembly Bill (AB) 181 (Committee on Budget Education finance: education omnibus budget trailer bill) into law. This law appropriated $600 million from the State of California’s General Fund to the California Department of Education (CDE) to fund kitchen infrastructure upgrades and food service staff training. Kitchen infrastructure upgrades are intended to: increase a school’s capacity to prepare meals served through a federal school meal program, including for meals freshly prepared on site; to serve fresh and nutritious school meals using minimally processed, locally grown, and sustainable food; to expand meal options for pupils with restricted diets; and to reduce waste. Food service staff training provided through these funds will focus on expanding meal offerings and promoting nutritious foods. Funds must be expended by June 30, 2025. LEAs receiving funds must complete a mandatory report by June 30, 2025. The Conejo Valley Unified School District has received $828,655. Child Nutrition will review each District kitchen to determine where the use of funds would be most beneficial.

ISSUE:

 

Should the Board of Education ratify the 2023-2024 bell schedules for Los Cerritos Middle School?

 

INFORMATION:

 

To increase intervention opportunities across all subject areas, Los Cerritos Middle School is proposing a change in bell schedule to adjust the current Response to Intervention (RTI) time held every Wednesday and Thursday for 25 min after lunch to provide intervention in all classes on a Wednesday minimum day.  As part of this proposed schedule, students will receive Tier 2 intervention that involves reteaching, review, and/or extension of content during their scheduled class period on a weekly basis. Teachers will plan meaningful and data-informed learning opportunities for students during this “Flex Day” focused on the needs of their students. Staff developed and approved the new bell schedule with a 90% vote. Input was gathered from School Site Council and PTSA.

INFORMATION:

 

CVUSD receives updates to Board Policies and Administrative Regulations from GAMUT. GAMUT is a policy update service offered through California School Boards Association (CSBA), which provides information about new laws and court opinions which may affect Board Policies, Administrative Regulations and Board Bylaws.

 

Board Policy 4140/4240 - Bargaining Units has been updated to reflect new law (SB 270, 2021) which allows a district 20 days to cure a violation of the district's employee information disclosure obligation when a district is notified by an employee organization, and limits district opportunity to cure a violation that involves the provision of an inaccurate or incomplete list to three times in any 12-month period. The policies were also updated to reflect new law (SB 191, 2022) which provides additional obligations for a district when an "in-person orientation" cannot be held by the district. Additionally, the policy updates include a heading change from "Access to Employee Orientations" to "Access to New Employee Orientation" and to clarify language in both the employee orientation section and the "Formation of Bargaining Unit" section.

Board Policies 4115, 4125, and 4315 for Evaluation/Supervision have been updated to reflect the addition of Professional Standards for Education Leaders (CPSEL) for administrators and supervisors, assessment criteria for instructional staff, and inclusive language. Administrative Regulation 4115 has been updated to move the criteria of evaluation of certificated instructional staff to Board Policy 4115, remove No Child Left Behind references, and add the qualifications of evaluators.

Should the Board of Education approve the new high school core literature title, The Distance Between Us?

 

INFORMATION:

 

The Conejo Valley Unified School District (CVUSD) implements the selection and adoption of instructional materials, specifically for grades 9-12, in accordance with Board Policy and Administrative Regulation 6161.1. CVUSD considers the California Department of Education’s Recommended Literature List. However, the California Department of Education notes, “The Recommended Literature List is intended as a tool to assist districts as they select literature, but the list only recommends titles. Ultimately, it is the responsibility of the District to select literature according to the selection policies that are in place.”

CVUSD English Language Arts teachers reviewed The Distance Between Us. The CVUSD English/Language Arts Articulation Committee has given considerable thought to the merit of titles placed on the core literature list. This discussion and review also takes place in the Secondary Curriculum Advisory Council meeting. The title listed below was chosen to move forward for Board approval for grade 9, respectively. This novel will support and strengthen the core curriculum and broaden students’ knowledge and skills.

INFORMATION:

 

CVUSD receives updates to Board Policies and Administrative Regulations from GAMUT. GAMUT is a policy update service offered through the California School Boards Association (CSBA) which provides information about new laws and court opinions which may affect Board Policies, Administrative Regulations, and Board Bylaws.

 

Administrative Regulation 3516.2 is updated to reflect new law (AB 1352, 2021) which authorizes districts to request the Military Department, in consultation with the California Cybersecurity Integration Center (Cal-CSIC), to perform an independent security assessment of the district or an individual district school, new law (AB 2355, 2022) which requires districts that experience a cyberattack, which impacts more than 500 students or personnel, to report the cyberattack to Cal-CSIC, and new law (SB 906, 2022) which requires certificated and classified employees of the district, and other school officials such as Governing Board members, whose duties bring the employee or other school official in contact on a regular basis with students in any of grades 6-12, as part of a middle school or high school, who are alerted to or observe any threat or perceived threat of a homicidal act, to report the threat or perceived threat to law enforcement immediately. This regulation is also updated to provide that monitoring suspicious and/or threatening digital media content be part of the campus security plan and included in strategies to detect and intervene with school crime.

ISSUE:

 

Should the Board of Education join in on the current litigation filed against social media companies?

 

INFORMATION:

 

The United States Surgeon General has declared a national advisory on the youth mental health crisis, blaming social media, in part, for the growing number of youths experiencing depression, anxiety, and other mental health challenges.  The full report can be found here. Litigation has commenced on behalf of public entities, such as school districts, against Meta, TikTok, Snap, and YouTube as well as other social media companies.  The lawsuit alleges that these companies have caused a mental health crisis among children and teenagers that is marked by higher proportions of anxiety, depression and thoughts of self-harm, all of which severely affect their ability to succeed in school. 

 

This lawsuit provides public entities the opportunity to recover financial reimbursement for the expenses the public entities have or will incur because of the youth mental health crisis. 

 

FISCAL IMPACT:

 

No up front costs - Payment will come from any settlement awarded at 25% of the total award.
