National Women's History Month began as a week-long observance celebrated the week of March 8, 1980, to honor the contributions women have made to our Nation and society.  That week was chosen to correspond with International Women's Day, which is March 8th.  The event was expanded to a month-long observance in 1987 on the approval of Public Law 100-9, and since that time, each president has issued an annual proclamation designating March as Women's History Month.

In March, millions of children across the country will celebrate Read Across America Week, an annual event sponsored by the National Education Association and many of the country’s leading literacy and youth groups.  The event is co-sponsored by the Unified Association of Conejo Teachers and the District.

 

Schools will participate in activities such as inviting local celebrities and politicians to read to students in the classrooms; encouraging students, teachers, and parents to visit schools of younger students and read to those students; having family reading parties at the school; and organizing student reading events at the school.

The School Reopening Ventilation and Energy Efficiency Verification and Repair Program is one of the two grant programs under the School Energy Efficiency Stimulus Program, established by Assembly Bill 841 (Ting, Chapter 372, Statutes of 2020). The program authorizes funding to local educational agencies for assessing, maintaining, and repairing or upgrading school ventilation systems to ensure that systems meet certain classroom ventilation requirements. Known as CalSHAPE, the California Schools Healthy Air, Plumbing, and Efficiency Program has award the District $2,931,510.

The University of Southern California (USC) has an established Master of Education in School Counseling Program that allows USC school counseling students to gain practicum experience in a public school setting. This program requires supervision and facilities where students can gain experience in the public school setting as required in the curriculum. The District has the educational setting, supervision, and equipment needed by the school counseling students enrolled in the USC Master of Education in School Counseling Program and can provide the opportunity for students to obtain their practical learning experience. A District credentialed counselor will mentor, observe, and provide a summary assessment for the students involved in their practicum placement for the District. USC has had this agreement with the district in years prior and the current agreement has expired.

Ms. Jaleen Murphy, Dance Team Director at Thousand Oaks High School, and Ms Julie Kirby, Thousand Oaks High School Booster President, request permission to take nineteen (19) students to Anaheim, CA for the USA Nationals Dance Team Competition. The trip will take place on Thursday, March 16, 2023, through Sunday, March 19, 2023. The students will travel via private cars to and from the competition.

 

Attending this competition will allow these students to complete against other high school dance teams from across California. They will also be able to observe other schools perform. 

 

This trip will be fully funded by Dance Team fundraising. No student will be excluded due to financial hardship.

Fulcrum Learning has a unique program offered to our fifth-grade students entitled STAND PROUD. This program includes on-site field days, along with a Ropes Course, at their Culver City location. The company has over 20 years of  experience working with the youth and the Conejo Valley Unified School District Elementary Counselors. Social Emotional Learning through Self-Management, Self-Awareness, Social Awareness, Relationship Skills, and Responsible Decision-Making are just some of the components that are covered with their program. Their outside the classroom content actively engage students with hands-on activities to lead, solve problems, make decisions, and work as a team. Strategizing to build leaders and promote team-building is the primary focus for our students. 
 

The program reaches approximately 1,050 of our fifth-grade students.

The District Workers' Compensation insurance plan is a self-insured plan run by the District. When losses occur, the District's third-party administrator handles the claims. Cases are reviewed, assessed and brought forward for settlement based on the recommendation of our Director of Safety and Risk Management, our third-party administrator, and (when applicable) the attorney representing the District.

 

As per Board Policy 3320 and in accordance with Government Code 935.4, the Board delegates to the Superintendent the authority to allow compromise or settle claims of $50,000 or less pursuant to any conditions of coverage in the District's JPA agreement or insurance coverage. INFORMATION:

 

In accordance with Education Code 32280-32289, all elementary and secondary schools in the Conejo Valley Unified School District, in collaboration with their School Site Councils, have completed a review and revision of their Comprehensive School Safety Plans. As required by law, Safety Plans at every school will include the following components:

 

As part of the Comprehensive School Safety Plan update, principals sought suggestions regarding local plans from School Resource Officers who are familiar with their schools. In addition, a public meeting (EC 35294.81[g]) was held at each school to allow the parents and the community to give input regarding the Safety Plan. Finally, each School Site Safety Plan was revised as appropriate and approved by the local School Site Council.

 

This information about School Site Safety Plans is a required component of the School Accountability Report Card. With a School Site Safety Plan in place, students will have the opportunity to learn in a safe, orderly environment. These plans reflect our schools' efforts to thoughtfully address the need to plan for the safety of our students and staff. Action regarding approval of the Safety Plans was noticed on the Board of Education Agenda as an information item for the public on February 1, 2023 with a notice that a complete copy of the Comprehensive School Safety Plan for each school is available in each school's office.

Per the agreement and starting the second contract year, the Contractor may request on an annual basis that the rates be adjusted to reflect a percentage increase in the cost of living calculated upon the basis of the U.S. Department of Labor, Bureau of Labor Statistics, Consumer Price Index (CPI) for all urban consumers applicable to the Los Angeles area. Arakelian Enterprises, Inc. has proposed a 4.00% rate increase for the calendar year 2023.

Should the Board of Education approve the amendments to Board Policy and Administrative Regulation 0450 - Comprehensive Safety Plan?

 

INFORMATION:

 

CVUSD receives updates to Board Policies and Administrative Regulations from GAMUT. GAMUT is a policy update service offered through the California School Boards Association (CSBA) which provides information about new laws and court opinions which may affect Board Policies, Administrative Regulations, and Board Bylaws.

 

The amendments to Board Policy 0450 clarify language related to approval of the tactical response plan and add material regarding the district's requirement to provide data to the California Department of Education pertaining to lockdown or multi-option response drills conducted at district schools.

 

The amendments to Administrative Regulation 0450 reflect new law (SB 906, 2022) which requires, starting with the 2023-2024 school year, districts to include in the annual notification to parents/guardians information related to the safe storage of firearms, and for certificated and classified employees of the district, and other school officials such as Governing Board members, whose duties bring the employee or other school official in contact on a regular basis with students in any of grades 6-12, as part of a middle school or high school, who are alerted to or observe any threat or perceived threat of a homicidal act, to immediately report the threat or perceived threat to law enforcement. The regulation is also updated to reflect new law (AB 1352, 2021) which authorizes districts to request the Military Department, in consultation with the California Cybersecurity Integration Center (Cal-CSIC), to perform an independent security assessment of the district or an individual district school and new law (AB 2355, 2022) which requires districts that experience a cyberattack, which impacts more than 500 students or personnel, to report the cyberattack to Cal-CSIC. Additionally, the regulation is updated to include in the optional list of comprehensive safety plan components (1) strategies aimed at preventing potential incidents involving crime and violence on school campuses, (2) provision of safety materials and emergency communications in language(s) understandable to parents/guardians, (3) procedures for the early identification and threat assessment of, and appropriate response to, suspicious and/or threatening digital media content, (4) district policy and/or plan related to pandemics, (5) communication with parents/guardians regarding unification plans and necessity of cooperating with first responders, and (6) continuity of operations procedures to ensure that the district's essential functions are not disrupted during an emergency, to the extent possible.

INFORMATION:

 

CVUSD receives updates to Board Policies and Administrative Regulations from GAMUT. GAMUT is a policy update service offered through the California School Boards Association (CSBA) which provides information about new laws and court opinions which may affect Board Policies, Administrative Regulations, and Board Bylaws.

 

Board Policy 3250 is updated to reflect new law (AB 181, 2022) which exempts a student classified as unduplicated from paying a fee for transportation. The policy is also updated to include an optional waiver of transportation fees for any group of district students, at the recommendation of the Superintendent. Also, the provision regarding privacy is moved from the administrative regulation to the Board policy.

 

Administrative Regulation 3250 is updated to add that bus passes shall be sold electronically, if available, and to remove language related to income eligibility that is no longer relevant. GAMUT is a policy update service offered through the California School Boards Association (CSBA) which provides information about new laws and court opinions which may affect Board Policies, Administrative Regulations, and Board Bylaws.

 

Board Policy 3260 is updated to include a reference to CDE Fiscal Management Advisory 22-01, Summer School, Third Parties, Tuition Fees, and updates the reference to CDE FMA 20-01, Pupil Fees, Deposits, and Other Charges.

 

Administrative Regulation 3260 is updated to reflect new law (AB 181, 2022) which prohibits charging the parent of an unduplicated student a fee for transportation, removed the policy related to the sale or lease of personal computers or internet appliances because of the increased use of technology in the modern classroom, changed terminology from "homemaking" to "family and consumer sciences," and reflects new law (AB 130, 2021) which requires a district to provide a free breakfast and lunch daily to any student who requests a meal.

Board Policy 3460 is updated to reflect the predictors of fiscal distress as identified by FCMAT in its 2019 "Indicators of Risk or Potential Insolvency." This updated policy is also revised to reflect the law more clearly with respect to studies, reports, evaluations, and audits, that the County Superintendent of Schools is required or authorized to consider when reviewing a district's budget.

 

Administrative Regulation 3460 is updated to add a new section - "Leasing Accounting," to reflect GASB Statement 87 which, starting June 15, 2021, changed the rules for the financial reporting of governmental entities' leases, including the rules for the recognition, measurement, and disclosure of such leases in financial statements.

Should the Board of Education approve the real property lease agreement with the Ventura County Office of Education for the Medical Therapy Unit?

 

INFORMATION:

 

The District originally had a lease with the Ventura County Superintendent of Schools (Ventura County Office of Education), dated August 26, 1991, for space at Conejo Elementary and Newbury Park High School for the County special education classes, offices and other related services that expired on June 30, 2021. The Ventura County Office of Education (VCOE) notified the District of its intent to non-renew the agreement for use of the Triggs Center. However, the Triggs Center houses the County operated Medical Therapy Unit (MTU) that provides services to CVUSD students. On June 2, 2021, and June 14, 2022, addendums #1 & #2 were approved to extend the agreement until a new facility was ready.

 

CVUSD and VCOE staff collaborated on an alternative location that would be suitable for services to our students. Glenwood Elementary was identified as a possible location because of its proximity, ease of entry and exit, size of facility, and general operational advantages. California Children's Services Medical Therapy Program and Integrated Systems of Care Division gave final approval for the move on February 8, 2023. VCOE will fund the improvements and pay rent for use to CVUSD starting July 2023. The new agreement is for the MTU to be located in 2,173 square feet (including shed-storage space, outdoor treatment and waiting space, and shared restroom areas) supporting 3.0 FTEs in two classrooms for a five-year period with the option to renew.

 

FISCAL IMPACT:

For 2023-24: $1,700 per month plus cleaning cost of $300 per month
For 2024-25: $1,785 per month plus cleaning cost of $300 per month
For 2025-26: $1,875 per month plus cleaning cost of $300 per month
For 2026-27: $1,968 per month plus cleaning cost of $300 per month
For 2027-28: $2,066 per month plus cleaning cost of $300 per month
For each year thereafter, rent shall increase 5% per year

Administrative Regulation 5141.3 - Health Examinations was updated to reflect new law (AB 2329), which authorizes districts to enter into a memorandum of understanding with a nonprofit eye examination provider to provide eye examinations and eyeglasses to students at a school site. The regulation was also updated to reflect new law (SB 97), which requires that beginning on or after January 1, 2023, districts make Type 1 diabetes materials developed by CDE available to parents/guardians when a student is first enrolled in elementary school or as part of certain notifications.

INFORMATION:

 

CVUSD receives updates to Board Policies and Administrative Regulations from GAMUT. GAMUT is a policy update service offered through California School Boards Association (CSBA), which provides information about new laws and court opinions which may affect Board Policies, Administrative Regulations and Board Bylaws.

 

Board policy changes include the addition of the local assignment option in the priorities for hiring based on the unavailability of a credentialed teacher and a clarification that an approved intern must possess an intern credential. An additional section detailing parental notifications for schools receiving Title 1 funds including the four-week notification requirements of a teacher who has taught for four or more weeks and does not meet the applicable state certification or licensure requirements for the grade level and subject area to which a teacher has been assigned concludes the board policy.

 

Administrative Regulation 4112.2 – Certification, amends and expands the section on "Basic Skills Proficiency" to include a list of the ways a person may demonstrate basic skills proficiency, and reflects new law (AB 130, 2021) which exempts a person from the basic skills proficiency test requirement by earning at least a letter grade of B in qualifying coursework and, in conjunction with new law (AB 167, 2021), exempts a person from the basic skills proficiency test requirement if it is determined that a person has demonstrated proficiency through a combination of coursework, passage of a component(s) of the basic skills proficiency test, and other specified exams. A section was also updated to reflect new law (AB 320, 2021) which impacts what is "qualifying coursework" by defining a "regionally accredited institution". Additionally, this regulation was updated to provide more detail for when an out-of-state prepared teacher is not required to meet the basic skills requirement within one year of being issued a California preliminary credential by the California Commission on Teacher Credentialing.
